Problems/Comments

Contaminant sources originating within this 4.13-acre property included a log septic crib connected to a former auto body shop; two underground storage tanks (USTs, one 6,000 gallon heating oil tank and the other a 500-gallon tank used to store waste oil); and the heating oil piping system used to deliver fuel from the 6,000 gallon UST to each of the approximately 42 mobile homes within the mobile home park. The log septic crib was encountered during adjacent road work by the Municipality of Anchorage in July 1993 and the contamination associated with the fuel oil tank and delivery piping was identified during the removal of the two USTs in July 1994. During later investigations fuel oil was found on the groundwater and tetrachloroethene was found in soil and groundwater at concentrations exceeding cleanup levels. NOTE: The database and hard copy files for the Former Spruce Park Auto Body Shop (Hazard 1788) was merged with this site on 12/20/2011 because contaminants from the two sites are comingled and contaminants originate on the same property.

1/31/1992 Update or Other Action "Phase I Environmental Assessment, 7100 Lake Otis Parkway" dated 1/31/1992 on file (report was submitted to ADEC in 1996). The report describes the manifolded heating oil fuel system for the mobile home parks and the abandoned vehicle repair facility consisting of a single structure containing two garage bays and small office space. The report notes that the garage bay on the west side of the building appears to have been a paint shop at one time and has a floor drain set in the center of the bay. Eileen Olson
7/1/1992 Update or Other Action "Groundwater/Soil analysis-7100 Lake Otis Parkway" report on file (report submitted to ADEC in 1996) provides soil & groundwater analytical results following installation and sampling of three borings that were completed as monitoring wells, placed in the vicinity of the 2500-gal heating oil tank and what was believed to be a 500 gallon gasoline UST. Waste oil was found in the 500 gallon tank and analyzed as part of the work. Groundwater sample analysis showed 'trace amounts of possible fuel elements' but neither groundwater nor soil samples (collected from a depth of 10 feet below the ground surface in each boring) contained contaminants above site cleanup levels. The report concluded that "The water and soil sample analysis suggest that extensive contamination resulting from the UST's, pump building, and nearby piping is unlikely. Analysis of the waste by Alaska Pollution Control indicates that the Total Halogens exceed 1000 mg/kg and therefore will not be accepted for energy recovery." Eileen Olson
7/26/1993 Update or Other Action ADEC received "Waste Sludge Plume Characterization for the East 72nd Avenue Realignment at Lake Otis Parkway" prepared for the MOA and dated July 23, 1993. The report estimates the volume of hazardous waste associated with the crib and estimates the cost of removal. Contamination was associated with a log septic crib attached to the former automobile repair shop at 7140 Lake Otis Pkwy; the property was reportedly sold to the city as part of the road widening project. "While performing the removal of the near surface soils, to provide for a structural base to support the realignment of 72nd Avenue, a waste sludge crib was encountered within the project boundaries." S&W temporarily removed surface soil to collect one sludge sample from the crib in July 1993 before covering it again. On July 14, 1993 S&W drilled and sampled 3 borings to estimate the vertical and horizontal extent of contamination in the subsurface. One boring (B-1) was placed in the center of the 6x6x6 foot log crib, B-2 was placed 15 feet west of the crib, and B-3 was placed 15 feet east of the crib. S&W estimated 20 cubic yards of sludge within the crib would need to be disposed of as hazardous waste and noted that samples from borings B-2 and B-3 exceeded the 0.1 mg/kg cleanup level for PCE. A water sample from B-2 also exceeded cleanup levels for PCE and another solvent. Groundwater was encountered while drilling from 12.5 - 15 feet in the 3 borings, with groundwater flow direction inferred to be to the west. Scott Bailey

12/1/1993 Update or Other Action Date of "Phase II Site Assessment, 7100 Lake Otis Parkway...December 1993" prepared for the FDIC by Hart Crowser. (Not to be confused with 3/12/1998 Phase II Environmental Site Investigation also by Hart Crowser). According to the report, groundwater flow is toward the southeast along the southern boundary of the site and to the northwest in the southcentral portion of the site. The report includes a water well records search that notes there are 79 water wells within a 1/4-mile radius of the site, with recorded well depths generally between 85 and 110 feet. Report also provides approximately location of log crib associated with auto body shop and the locations of and well logs for 3 monitoring wells constructed by Hart Crowser Hart Crowser near the south side of the subject property on October 25, 1993 (MW-1, MW-2 and MW-3). "Floating phase-separated hydrocarbons were measured in MW-2" with the product determined to be heating oil. MW-1, located closest to the former septic crib contained 1,2-dichloropropane and tetrachlorethene levels exceeding the proposed federal maximum contaminant level (MCL) of 0.005 mg/L. Eileen Olson

8/5/1994 Offsite Soil or Groundwater Disposal Approved ADEC approved “Soil Disposal Plan” request by Hart Crowser dated 8/4/1994 to transport soil to ASR for thermal treatment. (See 9/02/1994 entry for report of tank removals that resulted in generation of soil; 62 tons received and thermally treated). Soil proposed for disposal was described as 45 cubic yards from excavations of 500 gal used oil UST and 6000 gallon Heating Oil UST removed July 22 and 23, 1994. Soils from the used oil tank excavation were analyzed by EPA methods 8020, 8015, 8100, 418.1 TPH, 8010, 8080, 7060, 7131, 7421 and 7191; the only compound detected was DRO at a maximum of 1,100 mg/kg. Soils from the heating oil excavation were analyzed only for DRO, with the maximum concentration detected 3,000 mg/kg DRO. Eileen Olson
9/2/1994 Update or Other Action ADEC received 2 submittals prepared by Hart Crowser for FDIC : (1)"Drinking Water Well and UST Sampling Results" letter report dated March 8, 1994 documenting the results of sampling four 4 nearby drinking water wells “with results not indicative of contamination originating at the Spruce Park site.” The waste oil tank contained no water and 52 gallons of product, and the heating oil UST contained 58 gallons of product and 535 gallons of water. The waste oil was analyzed for total halogens and lead with respective results of 3941 ppm and 810 ppm. Hart Crowser noted that the product cannot be burned and will need to be transported out of Alaska to a designated disposal facility. (2) ADEC also received "Well Decommissioning and UST Closures" dated August 31, 1994 documenting the decommissioning of three groundwater monitoring wells, the decommissioning of one water well, and the removal of two underground storage tanks (USTs) with all work done between July 12, 1994 and July 23, 1994. 10/3/1994 Update or Other Action ADEC received documentation from ASR dated Sept. 30, 1994 stating that ASR accepted 62.25 tons of petroleum contaminated soil from the site on August 10, 1994 and that the soil was thermally treated on August 11, 1994 and met applicable post-treatment cleanup levels. 1/11/1995 Update or Other Action "Log Crib Removal Report, 7100 Lake Otis Parkway" dated 1/6/1995 received from FDIC. The report documents cleanup of sludge and contaminated soil associated with the septic crib discovered during MOA road realignment work in June 1993. At the time of the road work the Spruce Park Auto Body Shop had been closed and the buildings removed. Earlier work including initial sampling by Shannon & Wilson on behalf of the MOA in July 1993 is summarized, including the finding that the sludge within the crib contained petroleum hydrocarbons above cleanup levels and a tetrachloroethene (PCE) concentration of 700 ppm, also above applicable cleanup levels. Removal of the sludge as hazardous waste was done between November 15 and 23, 1994; contaminated logs and soil were also field screened during removal and stockpiled for later disposal (see 6/29/1995 entry). Excavation confirmation sample B-9 at 11 ft below the ground surface at the location of the former crib had a PCE concentration of 0.06 mg/Kg, exceeding the soil cleanup level for that compound. 6/29/1995 Offsite Soil or Groundwater Disposal Approved ADEC received and approved the "Stockpile Disposal Plan" dated June 28, 1995 and prepared by Hart Crowser for the disposal of soils excavated and wooden logs collected during the removal of the underground log crib at the former auto body shop site November 15-23, 1994. 42 cubic yards of PCE-contaminated soil was stockpiled in two piles; a 40-cubic yard pile with 2-5 ppm PCE and a 2-cubic yard pile with PCE concentrations above 6 ppm. The contaminated logs from the crib contained 14 ppm PCE. Hart Crowser requested approval to thermally treat the 40 cubic yard stockpile and to manifest and ship the remaining 2 cubic yards of PCE-contaminated soil and the PCE-contaminated logs out of state to a hazardous waste disposal facility. The plan proposed transport to ASR for thermal treatment of an estimated 160 cubic yards of soil contaminated by heating fuel encountered in October 1996 during the repair of a ruptured water main located approximately between monitoring wells MW2 and MW6 near the central southern property boundary as shown on Fig. 6 of 3-12-1998 report by Hart Crowser. 1/6/1997 Update or Other Action ADEC received letter from FDIC counsel dated January 1997 informing ADEC that the holder of a deed of trust (Alaska Properties and Investments, Inc.) recorded a notice of default, seized the rents, and assumed responsibility for the management of the property. As a result, ADEC will need to look to Alaska Properties and Investments, Inc. to fund further environmental requirements. Eileen Olson
1/27/1997 Update or Other Action ADEC received an FDIC letter dated January 23, 1997 with two enclosed reports: (1) Soil Stockpile Report dated December 31, 1996 and (2) Additional Site Investigation Report dated January 8, 1997. The Soil Stockpile report documents the December 11, 1996 sampling of native soils beneath a stockpile that was removed for thermal remediation immediately before sampling and proposes 'No Further Action' for that location. (Approximately 100 CY soil excavated following break in water line near location of MW-2 was removed for thermal treatment). The second report, "Additional Site Investigation" dated January 8, 1997 documents installation on Dec. 2, 1996 of 3 two-inch-diameter monitoring wells (MW4, MW5 and MW6) in a triangular pattern around existing monitoring well MW-2. Lastly, FDIC's cover letter has the subject line "terminated receivership", explaining in the letter that Alaska Properties and Investments, Inc., the holder of a senior deed of trust on the property, rescinded its seizure of rents and ceased foreclosure proceedings, and FDIC will therefore continue to use the rental income to fund management of the property. 8/27/1997 Site Reopened ADEC letter to FDIC this date "Request for Corrective Action" that outlines requirements for the Former Auto Body Shop site and Spruce Park Trailer Court site. The letter also re-opened the Former Auto Body Shop site* as of the date of the letter based on tetrachloroethane (PCE) levels in groundwater exceeding the federal maximum contaminant levels for drinking water. 10/3/1997 Update or Other Action ADEC received "Work Plan, Phase II Environmental Site Investigation, Spruce Park Trailer Court" dated 10/2/1997 and prepared by Hart Crowser for FDIC. 5 tasks are proposed: (1) update the Phase I Assessment Data reflected in the Phase I Assessment by PolarConsult in 1992 using aedditional data collected by Hart Crowser in 1993; (2) sample the 6 existing monitoring wells for DRO & BTEX; one of these, MW 1 will also be sampled for HVO if groundwater is present; (3) Map and drain the fuel distribution system ("any remaining fuel in the product lines which can be removed without significant excavation will be collected";(4) Install 5 additional monitoring wells and 15 soil borings at the site, with monitoring wells installed to 5 feet below observed groundwater and soil borings drilled until groundwater is encountered; and (5) Sample the 5 new new monitoring wells. Prior to sample collection, the wells will be checked for the presence of free-phase hydrocarbons. As part of the sampling event groundwater elevations will be determined at all wells on the property. Plan notes that direction of groundwater flow appears to vary. The proposed schedule includes sampling of the new monitoring wells on November 21, 1997 and submittal of a final report to ADEC by February 15, 1998. Eileen Olson
10/6/1997 Document, Report, or Work plan Review - other ADEC letter conditionally approving "Work Plan, Phase II Environmental Site Investigation, Spruce Park Trailer Court" dated October 2, 1997. Conditions include addition of analysis of groundwater for halogenated volatile organics (HVOs); determination of groundwater elevations and flow direction for each monitoring event; submittal of a work plan for removal of floating product from the groundwater; and submittal to ADEC of any records of environmental work not yet submitted. ADEC's letter noted that the most recent submittal on file is the January 8, 1997 Hart Crowser report titled "Additional Site Investigation" and that that report indicates additional work was to be done in spring 1997 for which the Department has no record. 11/20/1997 Update or Other Action ADEC received "Delineation of Identified Contamination Report" dated June 30, 1997 accompanied by letter from FDIC. FDIC letter provides chronology of submittals and notes that December 1993 Phase II report by Hart Crowser was not submitted to ADEC until 1997 because it was thought that federal environmental law applied and it was therefore submitted to EPA. The Delineation report notes that on June 24, 1997, Hart Crowser determined that each of the five monitoring wells north of 72nd Avenue (MWs 1, 2, 4, 5 and 6) contained neither groundwater nor phase-separated product, suggesting that this may have been the result of an artificially elevated groundwater level or seasonally low groundwater: "Additionally, three of the monitoring wells were installed in December 1996 during the time a nearby water line was leaking. The influx of water may have artificially elevated the groundwater levels, thereby impacting the installation of the monitoring wells which were set 5 feet below the groundwater level at the time of drilling." At the time the report was completed & dated, a total of 6 monitoring wells exist at the site. (See entry of 1/27/1997 for report of installation of MW4, MW5 and MW6). Eileen Olson
1/6/1998 Update or Other Action ADEC received printout from Hart Crowser dated 1/6/1998 of all addresses in vicinity of site that are served by municipal water (for determining which addresses might be on drinking water wells). Eileen Olson
3/12/1998 Update or Other Action ADEC received "Phase II Environmental Site Investigation, Spruce Park Trailer Park" dated 3/12/1998 prepared for FDIC and reporting on the 5 tasks proposed in the work plan dated Oct. 2, 1997 including installation of 5 new monitoring wells MW-1A (to essentially replace MW-1 which has been consistently dry, although MW-1 was not abandoned), MW-7, MW-8, MW-9 and MW-10 . Tasks & outcomes were (1) Collect groundwater samples from existing monitoring wells: An attempt was made to sample monitoring wells at the site installed during previous investigations. Insufficient or no water was present in wells MW-1,MW-3, MW-5, and MW-6. Floating free-phase product was measured in wells MW-2, MW-4 and MW-9.(2) The piped fuel system was mapped using geophysical methods. Mapping was limited by interference from trailers, vehicles and debris. A large anomaly was encountered in the former underground storage tank area. (4) Updated Phase I Site Investigation data was included in the Phase II report; and (5) 15 borings and 5 monitoring wells were installed at the site between November 12 through 18, 1997. All soil samples from these borings were analyzed for DRO, with the ADEC level "A" soil cleanup concentration of 100 mg/kg exceeded in 5 samples from four borings. Groundwater samples were collected from the new monitoring wells on November 22, 1997 with groundwater cleanup levels exceeded for DRO and benzene. Eileen Olson
6/25/1998 Update or Other Action ADEC received the "Work Plan, Expanded Phase II Environmental Site Investigation, Spruce Park Trailer Court, Anchorage, Alaska" dated June 4, 1998. According to the report virtually all site work described in the plan had already been done when the plan was submitted to ADEC, with all work essentially completed by the end of June 1998. Work proposed included the following tasks: (1) Investigate a geophysical anomaly identified during the previous phase of this investigation; (2) Install 7 additional soil borings to investigate and further delineate areas of concern identified in previous investigations including in close proximity to SP-8, drilled in November 1997; (3) Install groundwater monitoring wells to delineate extent of free-phased product observed in previous investigations, and (4) evaluate free-phase product recovery; in wells where measurable free product is observed, free product will be collected manually, using a disposable translucent-walled bailer. The depth to groundwater and free·phased product surface will be measured, and the product thickness determined. Eileen Olson

2/5/1999 Update or Other Action Report dated August 17, 1998 received by ADEC: "Expanded Phase II Environmental Site Investigation Spruce Park Trailer Park, Anchorage." Monitoring wells 12 through 17 (6 wells) were installed and 8 test pits dug for a total of 17 wells at the site (there is no MW 11 but MW1 (always dry) and MW1A increase the well count to 17) MW7A was found to be located in a septic leach field and was abandoned and redrilled as MW7 approximately 20 ft from MW7A location). The report notes that data from previous groundwater monitoring events reflected transitory groundwater mounding resulting from a leaking water valve, so that the groundwater differential between wells MW-6 and MW-2 (~20 feet apart) was approximately 5 feet in June 1998. New groundwater contours indicate groundwater flow direction is to the north on the southern portion of the site becoming northwesterly in the vicinity of MW-7 and MW-8, both located within the northern half of the site. MW-7 groundwater analytical results had detectable PCE at 1 ppb and TCE at 3ppb. David Pikul
3/17/1999 Document, Report, or Work plan Review - other ADEC review letter to FDIC for report dated August 17, 1998, "Expanded Phase II Environmental Site Investigation Spruce Park Trailer Park, Anchorage". ADEC's letter requested a plan to further characterize free product beyond the three areas where subsurface "free-phase" petroleum product have been identified, including measures for determining the vertical and horizontal extent of contamination and proposed corrective action measures for the recovery of free phase product at the site. The letter advises the owner that ADEC considers the proposed work to be an interim removal action. The plan indicates that free-phase product levels will be measured on a weekly basis and if present, free-phase product will be either bailed from monitoring wells or pumped out using a peristaltic pump. Recovery logs will be kept that include monitoring well number, date, depth to free-phase product, depth to water, product thickness, and volume of product recovered. Groundwater flow direction during the past five monitoring events ranges from NNE to NNW. Free product levels in MW-2, MW-4, MW-9, MW-12, and MW-16 were measured and a total of 9.7 gallons of product recovered since April 2003. The report notes that the last recorded observation of the wells was on August 25, 2004, prior to closure of previous consultant Hart Crowser's Anchorage office, and the sampling event previous to that one was on June 11, 2002. No work plan was submitted to ADEC prior to sampling. The consultant inventoried the status of the wells at the site, noting that four were gone, apparently removed during road work (MW3, MW13, MW14 and MW15); four were either damaged, obstructed or partially obstructed so that a bailer could not be used (MW2, MW9, MW12 and MW17); and four were sampled (MW4, MW7, MW10 and MW16) with two exceeding the DRO cleanup level (one of these had detectable free product) and two with DRO detected but below the cleanup level. 1/11/2012 Update or Other Action ADEC letter dated 1/11/2012 to current and previous owner requesting a work plan for additional site characterization and monitoring, and advising the recipients of administrative combining of the Spruce Park Trailer Park and Former Spruce Park Auto Body Shop sites, both located within the same approximately 4 acre property, into a single site, the Spruce Park Trailer Park site. The sites were combined based on a file review indicating that contamination from the two source types is co-mingled so that there is not a clear delineation between contaminants originating from the two source types at the property. ADEC requested that a work plan be submitted by March 15, 2012 for completion of site characterization, with substantial work to begin no later than June 1, 2012. The letter also reminded the parties that ADEC regulations at 18 AAC 75.335 ‘Site Characterization’ require submittal of a work plan to the department for approval before beginning site characterization work.
