Problems/Comments

Release of dielectric mineral transformer oils for an unknown amount of time. Residual range petroleum hydrocarbons ranging from 14,800 ppm on the surface to 5,360 ppm at 2' below land surface. Leaks stopped and catchment buckets in place if needed. Deeper sampling prohibitive due to affecting structural integrity of transformers. Very low likelihood of affecting drinking water wells (>0.5 miles to nearest), wetlands, or surface water sources. Last staff assigned was Krieber (2/12/97). Depth to groundwater unknown. No remedial technology currently in use. Due to low toxicity of mineral oil, separation distance to groundwater from lowest point of contamination and lack of contaminant migration, the Eklutna Power Plant was given Site Closure status.

6/10/2003 Site Closure Approved No Further Action letter mailed to Carl Harmon. While elevated levels of mineral oil are still present in the subsurface, the toxicity level is very low and not considered a potential threat to human health, safety or the environment. A strata of silt and another of peat lie between the lowest level of contamination and the aquifer and should effectively retard migration of contamination to the groundwater. In addition, there is no evidence of hydrological connectivity to surface water. Lynne Bush
