Problems/Comments

Off-site migration of petroleum hydrocarbons was found on the adjoining property to the south from the former City of Kenai Maintenance Yard. The extent of the contaminant migration has not been determined. Diesel range organics (DRO), gasoline range organics (GRO), residual range organics (RRO), benzene, toluene, ethylbenzene, and xylenes (BTEX), volatile organic compounds (VOCs), and semi-volatile organic compounds (SVOCs) contamination has been confirmed both on the property and migrating off the property. DRO, GRO, toluene, xylenes and one SVOC were detected adjacent to, and in sediments of, Ryan Creek confirming off-property migration of the contamination. Low level polychlorinated biphenyl (PCB) contamination has also been found in soil. The City of Kenai was required to hire an environmental consultant to determine the extent of contamination.

CAP will be a phased approached dependent on funding by the Kenai City Council. WW program and EPA will take the lead in addressing illegal underground injection wells. City will plug floor drains immediately to stop illegal discharge. City will follow up with letters to ADEC RE: stopping illegal wastewater discharge and site remediation plans & schedule. 11/4/2004 Update or Other Action City of Kenai Council approved funding to conduct GW monitoring and develop a site remediation work plan. The sampling will be conducted the week of November 8, 2004. The floor drains have been plugged. Funding has been approved to begin connecting floor drains to city sewer system. They are working on a plan to deal with melt water in the interim. Donald Seagren
11/8/2004 Update or Other Action Due to current ice & snow conditions, American Environmental was unable to locate majority of MWs. MW near road oil pit was damaged by grader. 5/30/2006 Update or Other Action The City is hooking up the maintenence yard to the City sewer system. Discussed the project with David Johnson. The city needs to follow 18 AAC 78 for USTs that are connected to the floor drains or for petroleum tanks. The City must also have a plan in place following 18 AAC 75 to address contaminated soil they encounter during the wastewater connection construction activities. 6/21/2006 Update or Other Action Reviewed and approved the 2006 Contamination Contingency Work Plan. The work plan was required as part of the plan review for installation of City sewer mains on the property. 9/10/2007 Update or Other Action Reviewed the 2007 sewer line stockpile report and request to take soils to ASR for thermal remediation. Due to the Tetrachlorethene level exceeding ADEC cleanup levels, ASR is not permitted to accept or treat these soils. American Environmental was informed of this and will come up with another remediation method. The soils will remain stockiled for the winter. Donald Seagren

1/16/2024 Update or Other Action Crowley, the owner of the fueling station to the southwest of the Maintenance Shop intends to upgrade their underground storage tanks. During the tank upgrade, they will likely encounter groundwater at approximately 9 feet below ground surface. This groundwater is likely to be impacted by chlorinated solvents and diesel migrating from the maintenance shop property buried drums located upgradient and to the northeast. Peter Campbell
