Problems/Comments

Four areas of concern: (1) Behind the Tribal Community Center, Old School; (2) Area around the old generator building; (3) Area around and down slope of the two 1,100-gallon and two 4,500-gallon generator fuel tanks; and (4) Area along the old generator tank refueling line. Total Petroleum Hydrocarbon concentrations ranged from 160 parts per million (ppm) to 1,320 ppm. Drinking water source is surface water from a stream one mile upriver from the village. Construction of the project is not to be delayed on behalf of ADEC. A review of the Environmental Assessment for the Proposed Tatitlek Dock & Equipment Facilities site demonstrated that the contamination discovered in the right of way was all below the ADEC cleanup levels. However, there were adjacent areas, not in the right of way, that contained contamination above ADEC cleanup levels. These areas are related to tanks and piping operated by the Tatitlek Village IRA Council. The site name was changed to reflect this. 1/28/2016 Update: Three separate contaminated areas were sampled by Nortech Environmental and Engineering Consultants in August 2006. DRO concentrations exceeded ADEC Method 2 soil cleanup levels at each location, and exceeded the Ingestion, Inhalation, and Maximum Allowable concentrations in one of those three locations. RRO exceeded the ADEC Ingestion soil cleanup level at one of the three locations. Soil sample ID TE06-01-05; 89,600mg/kg DRO; Lat 60.863170 Long -146.679371 Soil sample ID TE06-02-08; 5,090mg/kg DRO; 12,300mg/kg RRO; 60.865125 -146.681308 Soil sample ID TE06-04-02; 2,110mg/kg DRO; 60.863946 -146.679530 1/20/2019- Update The last assessment work reported to ADEC is the August 28, 2006 Preliminary Site Characterization Report, Diesel Contamination Site Assessment Project report. This report was prepared by Nortech Environmental Engineering & Industrial Hygiene Consultants, for Tatitlek Environmental. Nortech identified three (3) separate locations which were contaminated with diesel fuel and/or lubricating oil in August 2006. Diesel range organics (DRO) concentrations exceeded ADEC Method 2 soil cleanup levels at each location, and exceeded the Ingestion, Inhalation, and Maximum Allowable concentrations in one of those three locations. Residual Range Organics (RRO) exceeded the ADEC Ingestion soil cleanup level at one of the three locations. The soil sample numbers, contaminant concentrations, and the approximate latitude / longitude coordinates of these three locations are provided as follows: Soil sample ID TE06-01-05; 89,600mg/kg DRO; Lat 60.863170 Long -146.679371 Soil sample ID TE06-02-08; 5,090mg/kg DRO; 12,300mg/kg RRO; Lat 60.865125 Long -146.681308 Soil sample ID TE06-04-02; 2,110mg/kg DRO; Lat 60.863946 Long -146.679530

Action Information

Action Date Action Description DEC Staff
4/26/1994 Preliminary Assessment Approved (Old R:Base Action Code = SA1R - Phase I SA Review (CS/LUST)). Reviewed a Phase 1 site assessment report. Mike Krieber
4/26/1994 Update or Other Action The site assessment was reviewed and a letter issued to ADOT&PF. Based on the analytical data in the report, the contamination found in the right of way was below ADEC cleanup levels applicable at the time. No cleanup of contamination is required for soils within the right of way. Impacted soil was found in areas outdside of the right of way. The contaminated areas are related to tanks and associated piping operated by the Tatitlek Village IRA Council. The Village Council, and not ADOT&PF, is the responsible party for further assessment & cleanup. The site name was changed to reflect this. Mike Krieber
4/20/1995 Site Added to Database Site added to database. Mike Krieber
1/25/2000 Site Ranked Using the AHRM Initial ranking. Eileen Olson
6/6/2006 Update or Other Action Site transferred from Pikul to Horwath. Aggie Blandford
7/10/2006 GIS Position Updated Using Figures 1 and 2 from an Environmental Site Investigation for Tatitlek Dock and Equipment Facilities, from Peratrovich, Nottingham & Drage, Inc., dated March 1994, in conjunction with TopoZone Pro, entered the coordinates for this site. Metadata includes USGS Topo Map 1:63K, TopoZone Pro Street Maps, on a Medium Size Map, View Scale 1:24,000, Coordinate Datum WGS84. Moderate to High degree of confidence in accuracy of location. Alyce Hughey
7/19/2006 Update or Other Action Project manager changed from Horwath to Seagren, per Paul Horwath. Alyce Hughey
7/20/2006 Update or Other Action File name changed from ADOT&PF Proposed Oil Response Dock to Tatitlek Community & Tribal Buildings per Don Seagren. (See 4/26/94 update action for further details). Alyce Hughey
7/21/2006 Update or Other Action Reviewed limited file and report. Sent a letter to the Village Council requesting status update on any subsequent assessment, cleanup & remediation that might have been done. If nothing has been done, ADEC's letter requested that a site assessment be conducted. Donald Seagren
8/9/2006 Update or Other Action Received an email from Travis Vlasoff, Tribal Environmental Director, Tatitlek Environmental Program. They have a newly formed environmental program. They have completed a baseline analysis, sampling soil in the contaminated area. Nortech conducted the sampling following EPA procedures. The report will be submitted to ADEC when it is received. Donald Seagren
9/20/2006 Site Characterization Report Approved Reviewed file and Preliminary Site Characterization Report. Provided suggestions for further asssessment & cleanup and comments on the report. Several areas investigated in the report are contaminated primarily with DRO & RRO. The shallow soil layer should make additional assessment and cleanup work easier. Donald Seagren
6/12/2008 Update or Other Action Site transferred from Don Seagren to Paul Horwath per Linda Nuechterlein. Alyce Hughey
1/13/2009 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 73054 Historical spills & leaking AST lines. Alyce Hughey
9/20/2013 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 73054 Historical spills & leaking AST lines. Paul Horwath
