Problems/Comments

The Sheep Island Boat Maintenance Facility site is located on the northeast beach of Sheep Island, in Uganik Bay, in Kodiak. A cannery, along with a boat maintenance facility were constructed during the late 1950’s or early 1960’s. The cannery went bankrupt in 1991 and abandoned the boat maintenance facility. An inspection of the abandoned facility revealed heavily stained soil over an area roughly 500 square feet in size. Samples collected from the stained areas in August of 1996 revealed DRO up to 41,000 mg/kg and RRO up to 120,000 mg/kg. It was determined that in-situ remediation was the best option for the stained area. In 1999, after tilling the soil and adding fertilizer, two composite soil samples were collected from 0 to 6 inches bgs and 6 to 12 inches bgs, respectively. The composite sample collected from 0 to 6 inches bgs exhibited levels of DRO up to 20,000 mg/kg and RRO up to 52,000 mg/kg. The composite sample collected from 6 to 12 inches bgs exhibited levels of DRO up to 11,000 mg/kg and RRO up to 28,000 mg/kg. The vertical and horizontal extent of contamination remains undefined.

12/1/2005 Update or Other Action The 1999 composite soil samples for DRO and RRO showed that after tilling and fertilizing the contaminant area, the contaminant levles were up to 87 times the DRO cleanup levels and 5 times the RRO cleanup levels. Absent any further data, a site assessment and/or corrective actions will be required. A letter was sent to USFWS requiring a site assessment to determine current conditions. The following sites were discussed: Bethel BIA Headquarters, USFWS Wollard House in McGrath, USFWS Tetlin NWR Small Arms Firing Range, USFWS Sheep Island Boat Maintenance Facility, USFWS Becharof NWR Island Bay Barrel Cache, and Becharof NWR King Salmon Facility (Hazard IDs 23210 and 4417). 5/3/2019 Site Visit Was the assigned CSP project manager of this site back in the mid to late 2000s. I hunted brown bear during the first week of May, 2019, and on about May 3rd, we stopped at this site so I could inspect for evidence of petroleum pollution. I spent about 15 minutes walking around the formerly developed and used land area at this site for evidence of petroleum impacts to the ground surface. I also inspected the adjacent beaches and marine waters. I found no evidence of petroleum or petroleum impacts, based on use of visual and olfactory senses. All ground surfaces were re-vegetated with dead vegetation from the 2018 growing season. Fresh 2019 green vegetative growth was just beginning to become visible when I was there. Paul Horwath
