Problems/Comments

The former underground storage tank (UST) system consisted of three dispensing islands, a loading rack, and four USTs (one 12,000-gallon diesel tank and three 12,000-gallon tanks containing gasoline products). Extensive diesel range (DRO) and gasoline range organics (GRO) and benzene contamination was found on-site from 15 feet below ground surface (bgs) to 30 feet bgs. A class B drinking water well (Kelly's Country Inn) was located less than 30 feet from the contamination. The facility is currently operated under the name Buffalo Center Service.

9/1/2022 Site Characterization Workplan Approved Following the 12/2021 roof collapse of the shop, debris has been removed and replacement is planned for the Fall of 2022. To comply with institutional controls, the RP has contracted with an environmental consultant to guide screening, sampling and handling of potentially contaminated soil beneath the former shop and remove obviously contaminated soil if necessary. Most of the subslab soil will not be disturbed, however a 40 foot trench needs to be temporarily excavated to replace the damaged septic line. This excavated soil will be temporarily stockpiled and returned to the excavation if no field evidence of contamination. If evidence of contamination, the soil will be stockpiled and sampled to determine treatment and/or disposal options. Field screening and analytical samples will be collected. Work is scheduled for September 2022. Following the sampling event, a sampling report will be submitted to the DEC. Shawn Tisdell
6/16/2023 Site Characterization Report Approved On May 12, 2023, the DEC received a Summary Report for Buffalo Center Service, titled “2022 Environmental Services-DEC”. This report summarized the September 2022 characterization of soils underlying the shop at the Buffalo Center Service building in accordance with institutional controls that had been placed on the location in October 2020 to manage future exposure risk of contamination remaining on the site. Field screening and analytical samples were collected from the soil surface after the slab was removed and from the excavation trench sidewalls and base before the new septic line was installed. Diesel range organics (DRO) and tetrachloroethene were detected at levels up to 9,050 mg/kg and 0.565 mg/kg respectively in the excavation and in the stockpile at up to 2,010 mg/kg. These levels are above migration to groundwater cleanup levels, but below inhalation/ingestion and human health levels. A sub-slab depressurization system and a vapor barrier (W.R. Meadows PERMINATOR® HP 15 Mil Underslab Vapor Barrier) were installed during shop reconstruction. The 11 cubic yard stockpile remains on site and will require additional management. Shawn Tisdell

Requirements

Description Details
Advance approval required to transport soil or groundwater off-site.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70)
Excavation / Soil Movement Restrictions Excavation, drilling, and other intrusive activities below a depth of 1.5 feet within the area of possible soil contamination delineated in Figure 1 of the Closure letter are prohibited, without prior review and approval from ADEC.
New Construction Restrictions If the use of the building changes, or if other buildings are proposed for construction within the contaminated area, ADEC must be notified in advance and may require a vapor intrusion evaluation to determine if building occupants could be affected by vapors.
When Contaminated Soil is Accessible, Remediation Should Occur In the event that the remaining contaminated soil becomes accessible in the future due to the building being removed, the landowner shall notify ADEC and characterize and, if determined necessary, cleanup the soil.
Maintenance / Inspection Of Engineering Controls The Buffalo Service Center garage floor slab must be maintained to prevent intrusion of soil vapors from beneath the slab into the garage workspace. Any damage to the garage floor that would allow vapors from the soil to move into the workspace shall be reported to DEC within ten (10) days after discovery and shall be promptly repaired. Documentation of the repairs shall be submitted to DEC within 30 days.
Groundwater Use Restrictions No groundwater wells shall be installed in the area covered by the activity and use limitations without prior ADEC approval.
New Construction Restrictions The Property shall not be used for residential purposes including use for child day care, educational facilities, playgrounds, hospitals or similar facilities, without prior review and approval from ADEC.
Subdivision Restriction ADEC must be notified in advance of the subdivision or replat of the Property associated with these activity and use limitations. This covenant must be included as part of future property transactions and attached to subsequent associated parcels, as determined applicable by ADEC.
Groundwater Use Restrictions Groundwater throughout Alaska is protected for use as a water supply for drinking, culinary and food processing, agriculture including irrigation and stock watering, aquaculture, and industrial use. Contaminated site cleanup complete determinations are based on groundwater being considered a potential drinking water source. In the event that groundwater from this site is to be used for other purposes in the future, such as aquaculture, additional characterization and treatment may be required to ensure the water is suitable for its intended use.
Other Protection of Human Health, Safety, Welfare and of the Environment. The Grantor shall not engage in any activity on the Property that may threaten continued protection of human health, safety, welfare or of the environment without prior written approval from ADEC. This includes, but is not limited to, any activity that results in the release of residual contamination that was contained as part of the remedial action or that creates a new exposure to residual contamination remaining on the Property.
