Gasoline and diesel contamination were found extending beyond the former excavation limits to a depth of at least 36 feet directly under the former tanks and dispensers. A catastrophic roof collapse occurred at the Buffalo Service Center and a Notice of Building Rehabilitation/Reconstruction was provided to the ADEC in accordance with the Activity and Use Limitations set forth in the Environmental Covenant that is attached in this database. The ADEC will work with the responsible party to minimize potential exposure of workers or other building occupants to contamination remaining at the site. |

Site Characterization Workplan Approved |
Following the 12/2021 roof collapse of the shop, debris has been removed and replacement is planned for the Fall of 2022. To comply with institutional controls, the RP has contracted with an environmental consultant to guide screening, sampling and handling of potentially contaminated soil beneath the former shop and remove obviously contaminated soil if necessary. Most of the subslab soil will not be disturbed, however a 40 foot trench needs to be temporarily excavated to replace the damaged septic line. This excavated soil will be temporarily stockpiled and returned to the excavation if no field evidence of contamination. If evidence of contamination, the soil will be stockpiled and sampled to determine treatment and/or disposal options. Field screening and analytical samples will be collected. Work is scheduled for September 2022. Following the sampling event, a sampling report will be submitted to the DEC. |

On May 12, 2023, the DEC received a Summary Report for Buffalo Center Service, titled “2022 Environmental Services-DEC”. This report summarized the September 2022 characterization of soils underlying the shop at the Buffalo Center Service building in accordance with institutional controls that had been placed on the location in October 2020 to manage future exposure risk of contamination remaining on the site. Field screening and analytical samples were collected from the soil surface after the slab was removed and from the excavation trench sidewalls and base before the new septic line was installed. Diesel range organics (DRO) and tetrachloroethene were detected at levels up to 9,050 mg/kg and 0.565 mg/kg respectively in the excavation and in the stockpile at up to 2,010 mg/kg. These levels are above migration to groundwater cleanup levels, but below inhalation/ingestion and human health levels. A sub-slab depressurization system and a vapor barrier (W.R. Meadows PERMINATOR® HP 15 Mil Underslab Vapor Barrier) were installed during shop reconstruction. The 11 cubic yard stockpile remains on site and will require additional management. |
