Problems/Comments

Four USTs were removed from this site between 1992 and 1998. The tanks were described as: Tank #1was a 3,000 gallon diesel tank, Tank #2 was a 3,000 gallon unleaded gasoline and Tank #3, was a 3,000 gallon diesel tank, and an unregistered 500 gallon used oil tank. Tank #2 had failed a tightness test, and a problem was suspected with the piping associated with Tank #1. Soil beneath Tank #2 contained DRO concentrations from 5,400 to 8,500 mg/kg. Approximately 135 cubic yards of contaminated soil were removed from the Tank #2 excavation and stockpiled on site. Soil samples collected at the base of the Tank #1 excavation contained 12,500 mg/kg DRO, and ethylbenzene up to 16.4 mg/kg; Approximately 20 cubic yards of contaminated soil was removed from this excavation and stockpiled onsite. Soil beneath Tank #3 contained less than 30 mg/kg DRO the samples were not analyzed for BTEX analytes. Soil beneath the used-oil tank did not contain GRO, DRO, RRO, Benzene, halogenated volatile organic compounds, PCBs or total BTEX above Method One or Method Two soil cleanup levles; However arsenic was detected up to 20.5 mg/kg

9/8/2005 Document, Report, or Work plan Review - other Stockpile sampling report received yesterday. 500 cubic yards of soil consolidated from previous UST removals was stockpile at the site in 2002. Laboratory analysis indicated that all 5 of the July 2005 soil stockpile samples were below ADEC migration to groundwater cleanup levels for DRO, GRO, and BETX analytes. 2/10/2006 Conditional Closure Approved Soil samples from the limits of the 2002 excavation (between 16 and 26 feet bgs) ranged up to 5,270 mg/kg GRO and 3,450 mg/kg DRO. Benzene was detected up to 22.1 mg/kg and toluene, ethylbenzene, and total xylenes ranged up to 319 mg/kg, 165 mg/kg, and 1,003 mg/kg respectively. Kim DeRuyter
2/10/2006 Institutional Control Record Established In accordance with 18 AAC 78.274(b), ADEC approval shall be obtained prior to removal and/or disposal of soil or groundwater from this site to an off site location. If excavation is planned for the area of the former USTs, a plan to address the contamination remaining there shall be submitted to ADEC for review and approval. ADEC must be notified prior to installation of drinking water wells or other groundwater extraction wells on or in the vicinity of this site. In accordance with 18 AAC 78.276(f)(2) ADEC may require additional site assessment, monitoring, remediation, and/or other necessary actions at this facility should new information become available that indicates contamination at this site may pose a threat to human health or the environment. Groundwater Use Restrictions ADEC must be notified prior to installation of drinking water wells or other groundwater extraction wells on or in the vicinity of this site.
Advance approval required to transport soil or groundwater off-site. Standard condition.
When Contaminated Soil is Accessible, Remediation Should Occur If excavation is planned for the area of the former USTs, a plan to address the contamination remaining there shall be submitted to ADEC for review and approval.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
Periodic Review ADEC will conduct a review of site conditions every three years.
