Problems/Comments

One of the 6,000-gallon gasoline underground storage tanks (USTs) (DEC Tank ID #2) failed the tank tightness test performed in 1993 and 1994. During the Phase I Release Investigation, gasoline range organics (GRO) concentrations were up to 2,440 parts per million (ppm), Benzene up to 32.8 ppm, and benzene, toluene, ethylbenzene, and xylenes (BTEX) was up to 587.0 ppm. On October 15-20, 1998, in-place upgrades were performed on one 2,000-gallon diesel (DEC Tank ID #3), and two 6,000-gallon unleaded gasoline tanks (DEC Tank IDs #1 & #2). One 1,000-gallon heating oil UST (DEC Tank ID #5) was removed and one 2,000-gallon gasoline UST (DEC Tank ID#4) was abandoned in-place and a new 3,000-gallon UST (DEC Tank ID #6) installed. During the upgrades, 125 cubic yards of soil was stockpiled on site. Gasoline range organics concentrations up to 2,400 ppm, diesel range organics (DRO) concentrations up to 264 ppm, and Benzene concentrations up to 58.5 ppm. Soil vapor extraction system installed and monitoring wells. Updated 1/30/2006.

6/23/2017 Document, Report, or Work plan Review - other ADEC reviewed the January 5, 2017 Final Stockpile Soil Spread Former Stockpile Location Soil Sampling, Monitoring Well Sampling report, prepared by Alaska Consulting and Environmental Engineering, received by ADEC on January 9, 2017. Soil sampling was conducted on the historical 300-400 cubic yard soil stockpile. The five stockpile soil samples met ADEC's Method 2, migration to groundwater soil cleanup levels for all contaminants of concern. One composite soil sample was collected from the former soil stockpile location, and also me ADEC's most stringent Method 2, migration to groundwater soil cleanup levels. Three groundwater monitoring wells were located and sampled. MWs 2 & 3 met all ADEC GW cleanup levels. MW-1 contained 53.6 ug/L benzene, exceeding the current ADEC GW cleanup level of 4.6 ug/L for benzene. The excavated soil stockpile now meets ADEC soil cleanup levels and no further work is required on those excavated and land spread soils. The concentration of benzene in MW-1 was more than 20 times higher than when last sampled in 2005. Additional fuel releases may be responsible, however MW-1 must be resampled to confirm the large increased benzene concentration. All sampling was performed in October 2016, before the Chapter 75 soil and groundwater cleanup levels were modified on November 6, 2016. The next analysis must include EPA test method 8260C. No further testing for GRO or DRO is necessary in MW-1 at this time. Groundwater gradient was determined to be easterly, toward the Sterling Highway. Paul Horwath

The new well installed near the Kasilof river was clean, as were the other three monitoring wells. Soils removed the the ground during the tank closure as well as soil analytical results from soils remain in place at the fuel island, gasoline tanks site and diesel fuel tank site exceed the migration to groundwater cleanup levels. Consultant will prepare a investigation work plan that will include at least one new monitoring well on the south side of the fuel island to help understand the dynamics of the site. The soils appear to be silty with calculated groundwater flow in a counterintuitive direction, to the northeast, away from the river and toward a topographic high. The primary concerns are soil concentrations in the former tank area that exceed maximum allowable concentrations, increasing concentrations in MW-1 over time and concentrations in the new well MW-5 that exceed cleanup levels. The drinking water supply well had a detection of toluene (below cleanup levels) that will be tracked over time to determine trends. Peter Campbell

Groundwater flow apparently diverges from the tank area toward the east northeast and to the south. Contaminant transport by groundwater appears to be the south and toward the Kasilof River. 12/12/2023 Update or Other Action Shannon & Wilson conducted quarterly groundwater monitoring activities in September 2023. Analytical results showed benzene (maximum 46.1 ug/L) exceeding ADEC Table C cleanup criteria in Well MW5. MW5 is the most recent well installed, located south of the fueling canopy. The remaining groundwater wells either had concentrations of GRO, DRO, VOCs, and/or PAHs below cleanup criteria or the tested analytes were reported as non-detect. In addition, all of the drinking water sample results were reported as non-detect. Peter Campbell
4/1/2024 Long Term Monitoring Workplan or Report Review BTEX and PAH concentrations in the February 2024 sampling event are lower that the September 2023 sampling event. Benzene is significantly lower, from 46.1 to 11.9 ug/L. This could be because of lower leaching and seasonal infiltration patterns. Peter Campbell
