2/8/2013 Site Characterization Report Approved Closure Report for Building 17 Contaminated Site, Former Kulis Air National Guard Base, Anchorage AK, January 2013 ADEC reviewed the referenced report and the supplemental letter providing the clarification of the monitoring well installation and groundwater sampling. ADEC concurs that the site does not require institutional controls as there is no petroleum contamination remaining and the remaining tetrachloroethylene in soil is below the direct contact levels and it has been demonstrated that groundwater has not been impacted. Please decommission the monitoring well in accordance with the Monitoring Well Guidance dated November 2011 and provide the details of the decommissioning to this office. When this is accomplished ADEC will remove the Institutional Controls and issue a Cleanup Complete decision. Debra Caillouet
2/22/2013 Institutional Control Record Removed The Alaska Department of Environmental Conservation (DEC) has reviewed Closure Report for Building 17 Contaminated Site, Former Kulis Air National Guard Base, Anchorage AK, January 2013, the supplemental letter providing the clarification of the monitoring well installation and groundwater sampling and the Monitoring Well decommissioning letter report. These documents together meet the requirements of 18 AAC 75.380, Final Reporting Requirements. There is no petroleum contamination remaining at the site and the low levels of tetrachloroethylene remaining do not pose a risk to human health or the environment. The DEC has determined that the cleanup is complete subject to a future determination that the cleanup is not protective of human health, safety, or welfare, or of the environment. The institutional controls that had been placed upon this site are removed from our database. Debra Caillouet
