DEC approves the corrective action Remediation System Installation Plan and the Long Term Monitoring Plan by URS for the Alaska Air GSE/Cargo Facility at the JIA. The air sparging/soil vapor extraction system will continue active remediation of groundwater contamination. The schedule for the AS-SVE system installation is after the annual monitoring event in May 2012. The proposed Long Term Monitoring Plan lists GRO and BTEX as COCs and the September 2009 18 AAC 75.341 Table C cleanup levels for those COCs for unrestricted land-use as cleanup goals. The LTM appropriately suggests that annual sampling be discontinued for wells MW-12 and MW-15 and sampling resume in wells MW-10 and MW-11 in order to achieve more upper-plume delineation. The LTM appropriately suggests the use of a submersible sampling pump for well purging and sample collection and annual reporting of the sampling results. |

DEC evaluated and approved, by letter sent by electronic and regular mail, Groundwater Monitoring Report, Alaska GSE/Cargo Facility, Juneau International Airport (Report), dated July, 2014. URS Corporation (URS) completed the Report documenting groundwater monitoring performed in accordance with the Revised Corrective Action Plan for the site, dated January 8, 2004, and the Groundwater Monitoring Plan (GMP), dated May 18, 2004. The objective of the groundwater monitoring program is to generate data for trend analysis of the groundwater contaminant plume in excess of cleanup levels and to assess effectiveness of active remediation at the site. Since 2005, petroleum concentrations in the contaminant plume stopped increasing and have declined as a result of active remediation at the UST release source area. The rate of decline has been less than was anticipated, perhaps due to anoxic conditions (low dissolved oxygen) in the contaminant plume. The Report recommends collecting samples in spring 2015 from wells MW-1, -2, -3, -4, -8, -9, -10, and -14 for COCs GRO and BTEX compounds chemical analyses to assess effectiveness of the newly installed remediation system. The Report also recommends continuing the GMP at the current annual interval until cleanup levels are met.

ADEC reviewed and approved the “Groundwater Monitoring and Operation & Maintenance Report: Alaska Airlines GSE/Cargo Facility Juneau, Alaska” (report) dated December 2018 for the Alaska Airlines - Juneau Cargo Facility site in Juneau, AK. The report was submitted via email on December 21, 2018 by SLR International. The described field effort was conducted in June 2018 and generally consisted of well survey data collection, groundwater monitoring well sampling for laboratory analysis, and air sparging/soil vapor extraction (AS/SVE) system maintenance.
Eight groundwater monitoring wells were sampled via low-flow sampling method and analyzed for gasoline range organics (GRO), benzene, toluene, ethylbenzene, and total xylenes (BTEX) concentration. GRO was confirmed above Table C groundwater cleanup levels in the two source area wells (MW-4, 2.24 mg/L and MW-2, 3.06 mg/L). Benzene was confirmed above Table C groundwater cleanup levels in MW-2 at 0.00507 mg/L. Ethylbenzene and total xylenes were confirmed above Table C groundwater cleanup levels at 0.174 mg/L and 0.233 mg/L. Inspection and maintenance was conducted on the AS/SVE system. Well parameters were also measured. Depth to groundwater varied between eight and ten feet below ground surface. The overall trend of contamination is steady or decreasing in all eight remaining groundwater monitoring wells. |

The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) reviewed and approved the “Site Closure Work Plan: Alaska Airlines GSE/Cargo Facility Juneau, Alaska” (Work Plan) dated March 2019 for the Alaska Airlines - Juneau Cargo Facility site in Juneau, AK. The report was submitted via email on March 13, 2019 by SLR International. The Work Plan generally consists of shutting down the air sparging/soil vapor extraction (AS/SVE) system, sample groundwater monitoring wells biannually post-AS/SVE system shut down, and summarizing site data.
Shutdown of the AS/SVE system is scheduled for May 2019 and the first of two biannual groundwater monitoring well sampling events is scheduled for June 2019. The second groundwater sampling event is scheduled for December. Eight groundwater monitoring wells will be sampled and analyzed for diesel range organics (DRO), gasoline range organics (GRO), and benzene, toluene, ethylbenzene, total xylenes (BTEX). Groundwater sampling will continue to be conducted according to the ADEC-approved May 2004 Groundwater Monitoring Plan. |

The “2020 Groundwater Monitoring Report” is approved. The report describes field activities that included groundwater sample collection at four groundwater monitoring wells on June 30, 2020 and November 24, 2020. Groundwater monitoring wells MW-02, MW-04, MW-08, and MW-09 were sampled for DRO, GRO, BTEX, and VOCs. Contaminant exceedances above the Groundwater Cleanup Levels were detected at all four monitoring wells at both sampling events. Additionally, four new COCs were identified above cleanup levels. DRO was detected at MW-02, MW-04, MW-08, and MW-09 above cleanup levels. VOCs were sampled for the first time at this site during both 2020 sampling events. Ethylbenzene was detected above cleanup levels at MW-04 and naphthalene at MW-02, MW-04, MW-08, and MW-09. 1,2,3-trichloropropane was detected above cleanup levels at MW-02, 1,2,4-trimethylbenzene at MW-02 and MW-04, and 1,3,5-trimethylbenzene at MW-02 and MW-04. ADEC recommended that Alaska Airlines continue to monitor DRO, BTEX, and VOC groundwater concentrations at MW-02, MW-04, MW-08, MW-09, and MW-15. ADEC also requested additional site characterization to delineate the nature and extent of naphthalene, 1,2,3-trichloropropane, 1,2,4-trimethylbenzene, and 1,3,5-trimethylbenzene in the groundwater at this site. The amended report incorporated all of ADEC’s comments and recommendations. |

The “2021 Groundwater Monitoring Report” was approved on this date. Field work occurred from July 6-8, 2021. The condition of the monitoring wells was evaluated, and the top of the casing was trimmed at several monitoring wells. Groundwater samples were collected from monitoring wells MW-01 through MW-04, MW-08 through MW-10, and MW-13 through MW-15. MW-16 could not be located. MW-02 had exceedances of DRO at 2.23 mg/L, 1,3,5-TMB at 0.075 mg/L, and 1,2,4-TMB at 0.0659 mg/L. MW-04 had exceedances of DRO at 2.37 mg/L, ethylbenzene at 0.0671 mg/L, 1,2,4-TMB at 0.378 mg/L (est. conc.), 1,3,5-TMB at 0.0798 mg/L, and naphthalene at 0.0379 mg/L. MW-08 had exceedances of DRO at 3.3 mg/L, ethylbenzene at 0.0232 mg/L, 1,2,4-TMB at 0.381 mg/L (est. conc.), 1,3,5-TMB at 0.146 mg/L, and naphthalene at 0.0275 mg/L. MW-09 had exceedances of DRO at 1.83 mg/L and naphthalene at 0.00603 mg/L. Analytical results for MW-01, MW-03, MW-13, MW-14, and MW-15 were either non-detect or below cleanup levels. The next sampling event will take place in July 2022. Groundwater samples will be collected and analyzed for DRO and VOCs. GRO concentrations have consistently measured as non-detect or well below the ADEC cleanup level for two or more sampling events at each monitoring well. GRO analysis will be removed from the analyte list. |

The samples will be analyzed for DRO, BTEX, 1,2,4-TMB, 1,3,5-TMB, and naphthalene. Additionally, an attempt will be made to locate and document the condition of MW-16.

The "2022 Groundwater Monitoring Report" was approved on this date. Groundwater samples were collected from monitoring wells MW-02, MW-03, MW-04, MW-08, MW-09, MW-10, MW-14, and MW-15. Samples were analyzed for DRO, BTEX, 1,2,4-TMB, 1,3,5-TMB, and naphthalene. Exceedances of DRO, 1,2,4-TMB, and naphthalene were detected in MW-08 and MW-09. Additionally, 1,3,5-TMB exceeded cleanup levels in MW-09. MW-04 was not sampled due to insufficient volume of water in the well. A stable and/or decreasing trend must be sufficiently demonstrated in monitoring wells MW-02, MW-04, MW-08, and MW-09 before this site can be considered for closure. |

The "2023 Alaska Airlines JNU GSE/Cargo Facility Well Replacement and Groundwater Monitoring Work Plan" was approved on this date. The work plan proposes decommissioning MW-04 and advancing a new soil boring adjacent to MW-04. This well will be completed as a groundwater monitoring well (MW-04R). Soil and groundwater samples will be collected from this boring and analyzed for DRO, BTEX, 1,2,4-TMB, 1,3,5-TMB, and naphthalene. Additional groundwater samples will be collected from monitoring wells MW-02 through MW-03, MW-08 through MW-10, MW-14, and MW-15. Samples will be analyzed for DRO, BTEX, 1,2,4-TMB, 1,3,5-TMB, and naphthalene. |
