Problems/Comments

This site was a temporary storage area for drums containing petroleum residuals and rags at the Fuels Facility Refueling Dock. Three abandoned ASTs were also noted at this site. Site was clean-closed under RCRA in 1995 with institutional controls to prevent its reuse for residential purposes; NOFA selected in OU A ROD. Petroleum issues investigated under SAERA. Site retained because of concentrations of DRO in soils and location next to a waterbody. Limited soil removal and institutional controls selected under SAERA in OU A ROD. Site was transferred out of the OU A ROD by the OU A ROD Amendment for regulation under 18 AAC 75. Limited Soil Removal has yet to be accomplished because the site is an active fueling facility. Draft Close Out Report for Partial Delisting submitted for Department review on June 16. Comments were submitted to the Navy on August 16. Delisting does not impact petroleum work that was selected in ROD; petroleum remediation is required under State of Alaska Regulations.

7/16/2007 Conditional Closure Approved The Department issued a Conditional Closure determination for petroleum contamination at the SA-77 Fuel Division Drum Storage Site. Contaminated soil was excavated from the site on October 9-12, 2006. One confirmation soil sample contained 560 ppm DRO which exceeds the 18 AAC 75.341 Method Two soil cleanup level. Laboratory results for the remaining confirmation samples were below the applicable cleanup level. Due to the shallow nature of soil contamination ground water impacts are not anticipated. The remaining contamination does not pose a threat to human health, public safety, or the environment. The site is eligible for conditional closure due to the one exceedance in the confirmation samples. Guy Warren

3/16/2015 Update or Other Action Received Final 2014 Institutional Controls Site Inspection Report, OUA and OUB of the former Adak Naval Complex. All IC’s appear to be functioning as intended. Review of contaminants remaining in place indicate maximum concentration remaining is 560 ppm DRO. Navy is petitioning to remove IC requirement to the site based on recent updates to ADEC closure criteria. The request is under consideration. Guy Warren
10/14/2016 Cleanup Complete Determination Issued Submit Cleanup Complete Determination letter to US Navy for SA-77. At the request of the Navy ADEC conducted a review of site data to determine if it was appropriate to remove IC's from this site. Following excavation in 2006 one confirmation sample contained 560 ppm DRO at 2.5 ft BGS. Based on a lack of IC issues over the last 10 years, no ground water impacts, and low lever of remaining soil contamination it has been determined that removal of IC's is appropriate for this site. 3/11/2024 ANCSA Program Eligible This site meets the criteria for the EPA Contaminated ANCSA Lands program: the site is on ANCSA conveyed land, the contamination occurred pre-ANCSA conveyance, and there is documented proof of contamination that exceeds DEC’s cleanup values in 18 AAC 75.
