Problems/Comments

Removal of three 4,000-gallon diesel tanks with significant soil contamination adjacent to the tanks, with standing water at the bottom of excavation with 1/8 inch of fuel floating on the surface of water. One sample was taken from the bottom of the excavation with diesel range organics (DRO) results of 32,900 parts per million (ppm). The soil removed from above the tanks and the overburden soil was placed back into the excavation in order to protect the health and safety of the public. The storage of the contaminated soil next to the power plant would pose a potential safety hazard, since a boardwalk and a community playground is adjacent to the property. Following placement of the overburden soil into the excavation, the pit was lined with plastic and capped with approximately 3-feet of uncontaminated gravel. Analytical groundwater sample results detected DRO concentrations exceeding the ADEC cleanup limit of 1500 micrograms per liter (µg/L) in only one monitoring well (MW-01). Samples at MW-01 detected DRO concentration of 1740 µg/L and 2420 µg/L in the duplicate sample. DRO was the only analyte detected above cleanup limits. 8/9/2024 Document, Report, or Work plan Review - other The Akutan Power Plant, Former Underground Storage Tank Location, Site Investigation Work Plan has been received and approved. The objective of the investigation effort is to characterize and define the extent of contamination in the groundwater at the former UST locations using three monitoring wells. Based on the products formerly stored at the site, the contaminants of concern (COCs) identified for the project consist of gasoline range organics (GRO), diesel range organics (DRO), residual range organics (RRO), volatile organic compounds (VOCs), and polycyclic aromatic hydrocarbons (PAHs). In addition, for monitoring wells in tidally influenced areas where the groundwater is hydrologically connected to the surface water, the analytical results will be compared to the DEC surface water criteria provided in Title 18 Alaska Administrative Code (AAC) 70 (ADEC, 2020). Based on the location of the site in relation to the ocean, total aromatic hydrocarbon and total aqueous hydrocarbon concentrations will be calculated using VOC (benzene, toluene, ethylbenzene, and total xylenes (BTEX) only) and PAH results.
