9/8/2004 Update or Other Action Holiday will be assuming responsibility for investigative and remediation activities at all former Williams Express Stores, but legal responsibility is divided by store. Holiday has renumbered their stores as: 5001=601; 5002=602; 5005=605; 5005=605; 5006=606; 5007=607; 5008=608; 5010=610; 5014=614; 5016=616; 5018=618; 5024=624; 5025=625; 5030=630; 5031=631; 5050=650. While Holiday will oversee the work at the former Williams’ stations, these sites remain the responsibility of Williams. 2/28/2008 Meeting or Teleconference Held Meeting with Holiday and their consultant included discussion of whether groundwater monitoring was needed as it seemed at the time that this site had slipped thru the cracks. Monitoring had been performed and completed with approval for previous release. However, following a limited removal action in 2001, concentrations remaining in the soil were up to 3,010 mg/kg GRO, 8,230 mg/kg DRO, and 22.8 mg/kg benzene. A passive biovent pipe was installed. Current file (9/18/08) information does not include a copy of the figure that accompanied this report. Will request a copy from S&W. Keather McLoone

4/21/2009 Site Characterization Workplan Approved Groundwater Characterization Workplan received 4/20/09. Three monitoring wells will be installed. Soil screening samples will be collected at 2.5 ft intervals and, based on screening results, one analytical sample will be submitted to the laboratory for each boring. A duplicate of each matrix will be collected and analyzed for GRO/DRO/BTEX, PAHs will be included based on soil results < 500 mg/kg GRO+DRO. Keather McLoone
5/19/2009 Site Visit Site visit on this date to observe well installation and 2 days later (5/21) to observe well development. Email on 5/22 stated that wells developed (based on clarity of samples collected) in spite of undersized surger used. Also, "Three drums of soil cuttings were delivered to ASR this afternoon. We have three drums containing purgewater, decon water, development water still on site pending analysis." Keather McLoone
10/16/2009 Document, Report, or Work plan Review - other Site Characterization Holiday Station Store 620 report received October 15, 2009. Discrepancies exist between the 2003 Site Summary, the recent workplan and this report regarding which soil results collected with the 2001 LRA represent soil left in place. This clarification was provided "a. The statement in both the LRA report and the 2003 Site Summary document incorrectly states that there were 6 analytical samples collected. There were only 4 analytical samples collected. Samples UNL1 and D1 were collected from above the tanks as characterization for disposal. Samples UNL2 and D3 were collected from the excavation walls (as shown on the figure included in both the work plan and the report for the 2009 characterization activities). The statement you quoted from the 2003 Site Summary document is a misleading combination of two paragraphs included in the LRA. I have a portion of the LRA report as an electronic copy (text, tables, and figures only) b. The statement in the work plan also incorrectly sites 6 analytical samples (taken from the 2001 LRA document). c. The 2009 report text is correct in explaining the sample locations." Review included laboratory data review checklist. Asked for clarification and requested permission to contact lab about a BTEX analysis issue (a revised lab report was supplied). Also asked for more information related to well development. Results of this site characterization effort include one soil sample per boring submitted to the laboratory. Selection was based on PID readings and field observation. DRO/GRO/BTEX below most conservative criteria in all 3 samples. Monitoring wells were installed and initial GW results were below Table C in all 3 wells. Another round of GW results will be conducted this year. Keather McLoone

5/13/2011 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program (CSP) has completed a review of the project file and environmental records associated with the Holiday Station Store #620/Williams Express Store #5020 - 2001 Release located at 2900 East Tudor Road in Anchorage. Based on the information provided to date , it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required as long as the site is in compliance with established institutional controls. Description Details
When Contaminated Soil is Accessible, Remediation Should Occur Soil contamination may be remaining in the area of the active and former tank arrays. When the soil becomes accessible, the soil must be evaluated and contamination addressed in accordance with an ADEC approved work plan and/or to the satisfaction of ADEC.
Advance approval required to transport soil or groundwater off-site. Standard condition.
Other Holiday Companies shall report to ADEC every five years to document land use, or report as soon as they become aware of any changes in land ownership and/or use.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
Groundwater Use Restrictions Installation of groundwater wells will require approval from ADEC.
