Problems/Comments
A 5,000 gallon heating oil tank was closed in place when diesel from tank overfills were discovered in November 1995. Soil borings indicated that soil near the tank contained less than 4,000 mg/kg DRO. The tank is partially under the Arctic Health Building and removal and reconstruction costs were estimated at $1,000,000. Groundwater is over 80 feet bgs. The contaminated soil remaining at the site do not pose a risk to human health or the environment.

| 12/4/2006 | Institutional Control Record Established | In accordance with 18 AAC 75.325(i), the removal and/or disposal of soil or groundwater from this site to an off site location requires ADEC review and approval. If the contaminated soil remaining on site becomes accessible and/or is determined to pose a risk in the future, a plan to address the contamination shall be submitted to ADEC for review and approval. | Kim DeRuyter |
| 12/4/2006 | Conditional Closure Approved | Conditional Closure issued. Contamination remains beneath a heating oil tank that was closed in place near the east entrance. Removal of the tank was prohibited by its proximity to the buildings foundation. The subsurface soil contamination does not pose a risk to human health or the environment and will naturally attenuate over time. Diesel range organics (DRO) contamination was detected at 3,900 mg/kg in soil borings at the base of the tank. | Kim DeRuyter |
| 5/4/2011 | Institutional Control Compliance Review | IC review conducted, staff changed to IC Unit, and the reminder system initialized. | Evonne Reese |
| 6/13/2011 | Institutional Control Record Removed | Administrative action. After further review it was decided that the remaining contamination does not pose an environmental threat, therefore the ICs requirements are removed. | Evonne Reese |
