Problems/Comments
Approximately 22,000 parts per million (ppm) diesel range organics (DRO) contamination was encountered during the removal of the below tanks. one 500-gallon diesel fuel tank, one 1,000-gallon diesel heating oil tank, and one 1,000-gallon gasoline underground storage tanks. Previous correspondence referenced Reckey: 94-25-00-038-54, changed Reckey to 94-25-00-035-02. January 12, 2007-Inforation Request-Don Seagren 4 February 94, three USTs were removed from directly behind the Kodiak Fire Department building. Tank 01 was a 10,000 gallon gasoline UST. Tank 02 was a 1,000 gallon diesel UST. Tank 03 was a 500 gallon heating oil UST. The tanks were all located adjacent to the building foundation. The piping ran under the foundation and directly into the building. No groundwater was encountered during the UST removal. The soil samples from the excavations showed that diesel contamination exceeding ADEC cleanup levels remained in the excavations after the UST removals. This remaining contaminated soil was not addressed at the time of the UST removals. Additional assessment and site cleanup was required to address the soil contamination remaining in the excavation areas. Approximately 35 cubic yards of contaminated soil was generated during the UST removal. This soil along with additional contaminated soil from the removal and cleanup of used oil drums that were stored on the site, was thermally remediated on 15 April 03. It appears that the only issue remaining for site closure is the issue of the diesel soil contamination remaining in the excavation. The Department is requesting the City of Kodiak to research this issue further to see if the additional assessment & cleanup was conducted. If this work was completed, please provide me a copy of any documentation, data or reports related to this assessment and site cleanup.
