Problems/Comments
Tank removal site assessment indicates DRO contamination remains at the site above MCL. DRO contaminated soils above MCLs were backfilled into the excavation. Stockpile also remains with DRO contaminated soils above MCLs on a liner and covered. Vertical and lateral extent of contamination has not yet been defined.

MacKenzie Rehabilitation Center; Wasilla, Alaska, dated October 1999. A 1,000-gallon diesel underground storage tank (UST) and a 500-gallon gasoline UST along with associated pad, piping, and dispenser were excavated and removed on 9/1/99. The products in the USTs were used to fuel on-site vehicles. Prior to removal, approximately (~) 150 gallons of diesel were transferred from the diesel UST to a holding tank and used to fuel vehicles, and ~5 gallons of gasoline were pumped from the gasoline UST and into a 55-gallon drum. Approximately 10 gallons of fuel/sludge mixture were disposed through Alaska Pollution Control and the USTs were disposed at Alaska Newell Recycling after being cut open, de-sludged, and “dry” cleaned. A receipt for the tanks was provided. The final excavation size was 15’x15’x8’ deep. Approximately 15 cubic yards (c.y.) of soil was stockpiled as a “clean” and designated Stockpile No. 1 and was later used to backfill the excavation. It was later determined by analytical results to contain soils above the DRO cleanup level. Approximately 8 c.y. of potentially contaminated soil, designated as Stockpile No. 2, was stockpiled and placed on a liner east of the garbage pit and also covered. A subpit was dug to ~13’ bgs in an attempt to find GW but did not encounter any. Based on local hydrogeologic data, GW is ~60’ bgs. A drinking water well is located ~180’ east-northeast of the former UST locations. Headspace and confirmation samples were collected from undisturbed soil in the sidewalls and bottom of the excavation. Samples that were sent to the laboratory were sampled for GRO, DRO, BTEX, and total lead. Analytical results indicated that three exceedances of cleanup levels were observed which were all for DRO: 950 mg/kg beneath the former diesel UST; 550 mg/kg in Stockpile No. 1; and 1,100 mg/kg in Stockpile No. 2. The vertical and lateral extent of the contamination is unknown and a release investigation and/or corrective action was recommended by the report.
