Problems/Comments

Contaminated soils indicate BTEX, benzene, DRO and lead in preliminary soil analysis. Further investigation pending into GW and soils downgradient (west) towards stream. GW contaminated. Alternate site name is Gilmore Creek Tracking Station Site. Contaminated soils thermally treated 7/94, Site #3 sent ~40 cubic yards. Allied Signal oversees all UST contracts and work, contact James Wendell (410) 964-7576. RP is NOAA, U.S. Department of Commerce, Command and Data Acquisition Station for Fairbanks. This Reckey includes: Site #2, Tank 5 and 6, south of Gilmore Creek contained two 5K gallon gasoline USTs, soils indicate low levels of BTEX, benzene and lead in preliminary soil analysis; Site #3, Tank 7, Operations Building contained one 2K gallon HOT UST; site #4, Tanks 8 and 9, Cafeteria Building contained two 5K gallon diesel USTs, soils at tank 9 had DRO levels 616 and 207 ppm, tank 8 DRO < MCLs; Site #5, Tank 10, Incinerator Building contained a 5K gallon diesel UST, excavated soil to 333 ppm DRO at fill line to building, GW impacted; Site #6, Tank 11, Mini Tract Building contained a 5K gallon diesel UST with DRO levels of 635 and 1,054 ppm, GW may be impacted; and Site #7, Tanks 12 and 13, East Mini Tract Building contained tank 12, a 5K gallon diesel UST with soil contamination remaining in pit, GW sampling pending, tank 13 was a 3K gallon gasoline UST that appeared clean with ND for GRO and benzene, low levels of lead and <0.25 ppm BTEX. Last staff assigned were Hung, Dronenburg, and Johnson.

Due to building foundation problems on site #4, tanks 8 and 9, proposed 2 inclined soil borings, 1 of which is to be converted to a MW. Possible Risk Assessment may be considered. 5/7/1996 Update or Other Action (Old R:Base Action Code = SA1R - Phase I SA Review (CS/LUST)). Didn't follow QAPP: no field Q.C.; no data validation (PID readings with sample results), samples to lab 7/13/94 is about 1 month later (field work began 6/16, samples taken 6/17,28 and 7/13) ? storage during this period, PID readings do not jibe with soil analysis, samples arrive at lab up to 6 degrees C.; Volume II lab results do not jibe with Volume I, etc. In addition, for site #3, tank 7, sampling done 6/17 and 20/94 questionable as no lab data found on 4 samples taken, no data deliverables. 5/8/1996 Update or Other Action (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). Revised CAP by new RPCON proposes installing 1 MW from the former gasoline refueling USTs, site #2, tanks 5 and 6. For site #3, tank 7, proposed no action on the HOT site, as error was made in the site assessment done by another RPCON in 1994. For site #4, tanks 8 and 9, proposed 2 inclined vent wells and 1 MW for this diesel contaminated site. For site #5, tank 10, no action proposed as DRO results indicate levels below ADEC cleanup standards. For site #6, tank 11, proposed 1 inclined vent well, 1 inclined GW MW, 3 vapor monitoring points and in-situ testing. Diesel from the HOT contamination extends to the building foundation and prevented total removal. For site #7, tanks 12 and 13, proposed 2 vent wells and 1 GW MW. Eleanor Hung
6/6/1996 Update or Other Action (Old R:Base Action Code = FI - Field Inspection (General)). Site #2, tanks 5 and 6, are located at entrance to Station and opposite Guard House. Two 5K gallon gasoline USTs supplied gas to employees and Station. USTs were removed and not replaced. USTs were within 50' from Gilmore Creek. RPCON proposes to install 1 MW. Site #3, tank 7, is located ~150' from site #4 (west). 2K gallon HOT removed 6/14/94. This was a "clean" UST removal as DRO levels were below ADEC cleanup levels. For site #4, tanks 8 and 9, cafeteria never established but site known as Alaska Building. Two 5K gallon diesel HOTs removed 6/16-17 and 20/94 with ~112 cubic yards of contaminated soil that was thermally treated. RPCON proposed 1 MW in parking lot near Gilmore Creek and 2 SBs near building. Residual diesel at the foundation. Site #5, tank 10, is bordered by 2 mobile homes used for glacial control. Plans are to possibly close this site as error was made in initial site assessment performed in 1994 by another RPCON. For site #6, tank 11, one 5K gallon diesel HOT removed 6/20/94 with 65 cubic yards of contaminated soil thermally treated. A slough runs next to this maintenance shop. Attention called to pollution practice by personnel dumping paint on ground near slough. Site sits between Gilmore Creek and slough. A new 5K gallon HOT installed in 1994. For site #7, tanks 12 and 13, 2 diesel and gasoline USTs used to fuel vehicles were removed and new USTs installed in 1994. Attention called to practice of washing vehicles and parts on unpaved area near slough. Some form of collection system with oil/water separator suggested. Eleanor Hung

2/14/2001 Long Term Monitoring Complete After three years of groundwater monitoring there were no exceedances of MCLs at any well locations despite residual soil levels of 1100 mg/kg of DRO at site 1, well v01-02, found in 1996 under an existing structure. Any residual contamination does not pose a significant threat to human health due to the lack of an exposure pathway. Larry Johnson

John Carnahan of STP issued a NFA letter to NOAA on 2/14/2001.
