Problems/Comments
Two tanks were located next to each other on the north side of the Hotfoot International Building. One of the tanks was a non-regulated 500-gallon heating oil tank. Post excavation soil samples indicated contaminated soil was removed to below ADEC cleanup levels. The second tank was a 1,000-gallon regulated gasoline tank. During the soil excavation, water from an unknown source (possibly the leachfield) rushed into the excavation. Soil contaminants that exceed ADEC cleanup levels in the excavation include: benzene ranging from 0.0217 milligrams per kilogram (mg/kg) to 0.0596 mg/kg; diesel range organics (DRO) ranging from 217 mg/kg to 406 mg/kg and naphthalene at 157 micrograms per kilogram (ug/kg).

Action Date | Action | Description | DEC Staff |
---|---|---|---|
2/4/2005 | Leaking Underground Storage Tank Cleanup Initiated - Petroleum | Tank closure and site assessment report submitted. The results were discussed with DOT, who indicated that they planned to do a groundwater investigation. | Janice Wiegers |
2/4/2005 | Leaking Underground Storage Tank Release Confirmed - Petroleum | LUST Site created in CSP for source area ID 77856 (Added by System) | Janice Wiegers |
2/4/2005 | Site Added to Database | Former Staff | |
2/4/2005 | Update or Other Action | RECKEY has automatically been generated. | Former Staff |
9/15/2006 | Update or Other Action | Received a call from Kris Dubois regarding plans to characterize the site. FIA is hoping to contract GeoTek to use direct push with the MIP in combination with analytical sampling to characterize the site. FIA has a potential buyer for the lease, and would like to collect data yet this fall to facilitate the sale. | Kim DeRuyter |
10/3/2006 | Document, Report, or Work plan Review - other | Site Characterization Work Plan Approved. ADOT will use Geoprobe direct push technology with MIP and gas chromatography field screening combined with analytical sampling to delineate soil and groundwater contamination at the site. | Kim DeRuyter |
2/20/2007 | Update or Other Action | Received the Final Site Characterization report for the Former HotFoot Property. According to the report, the southern half of the site near the property's building and the Saupe property have significant areas of petroleum-impacted soil and groundwater. While impact to the groundwater from the former UST cannot be ruled out at this time, the data suggest that a larger source such as the former tank farm on the adjacent Saupe property is responsible for the significant impact to groundwater identified during this site characterization. Based on the 1970 aerial photo there also appears to be soil staining as a result from the former fuel handling activities at the former tank farm. | Deborah Williams |
2/20/2007 | Underground Storage Tank Site Characterization or Assessment | ADEC received a site characterization report for the former Hotfoot Property. The investigation used the MIP technology along with some confirmation soil borings and groundwater samples. MIP analysis indicated that the southern half of the site near the property's building and the Saupe property have significant areas of petroleum-impacted soil and groundwater. Laboratory confirmation sampling confirmed that contaminated soil and groundwater still exists below the former USTs. The consultant states that they think there is another source besides the USTs because the extent of the groundwater contamination around the building. Soil levels around the former tanks indicated DRO levels up to 1380 ppm at 7 - 8 ft bgs and levels up to 7230 ppm at 8 - 10 ft bgs. Some GRO and benzene levels were also found in the soil but the data is all J flagged. The groundwater from the area shows DRO at 20 mg/L (sample had QC issues due to holding times), and GRO at 3.95 ppm and benzene at 20 ppb. | Deborah Williams |
5/17/2007 | Exposure Tracking Model Ranking | Initial ranking completed. | Deborah Williams |
9/2/2010 | Update or Other Action | Demolition of the former Hotfoot building took place. An injection well was identified during demolition and further assessment will be conducted. | Tamara Cardona-Marek |
9/14/2011 | Document, Report, or Work plan Review - other | DEC received and reviewed the Class V Injection Well Closure Report. No contamination was identified in the injection well excavation. Septic tank is still in place. Groundwater issues related to the former heating oil tank may still remain and have not been further assessed. | Tamara Cardona-Marek |
7/23/2013 | Site Visit | Visited site during site work for the adjacent associated site, Saupe Enterprises. ARCADIS sampled several soil borings on the hotfoot property. No impacts were noted in the vadose zone, but the smear zone contained hydrocarbons based on smell and PID readings, suggesting contamination had migrated with groundwater from upgradient. The final report will provide additional clarification and interpretation of the soil data. | Robert Burgess |
7/8/2015 | Meeting or Teleconference Held | DEC met with Airport Environmental Manager to discuss several sites. The most recent characterization data from the adjacent site, Saupe Enterprises, was discussed as it appears that contamination on the property is originating from that site rather than from a spill on the property itself. | Robert Burgess |
8/25/2015 | Exposure Tracking Model Ranking | A new updated ranking with ETM has been completed for source area 77856 Underground Storage Tanks. | Robert Burgess |
1/23/2018 | Meeting or Teleconference Held | DEC staff met with DOT staff to discuss general coordination of contaminated site issues regarding leased properties at the Fairbanks International Airport and specific site information including cleanup activity status and upcoming work or proposed state action. | Shawn Tisdell |
11/8/2018 | Meeting or Teleconference Held | DEC staff met with Chevron and ARCADIS representatives to determine site status and discuss the path forward for multiple sites. Chevron is in the process of transferring site managers from GHD to ARCADIS. | Shawn Tisdell |
3/12/2019 | Meeting or Teleconference Held | DEC and DOT staff met to discuss progress and potential future cleanup action at this site. | Shawn Tisdell |
6/30/2023 | Cleanup Complete Determination Issued | Rebekah Reams |
