VRCA Environmental was hired by the Alaska Department of Commerce and Economic Development to perform UST system closure site assessment work. Three 10,000 gallon underground fuel tanks were removed. Release Investigation |
In October, 1992, Shannon and Wilson performed a release investigation for the Alaska Department of Commerce and Economic Development. S&W soil samples confirmed the presence of GRO, DRO and BTEX contaminated soils. Shannon & Wilson's Environmental Site Assessment report is dated November 3, 1992. The Department of Commerce and Economic Development provided ADEC with a copy of the S&W report in April, 1994. |

State employee Jim Leet visited the site and noticed that the pit had been filled in, and that the stock piles of soil were no longer present. ADEC learned of this via Elizabeth Vazquez's (Asst. A.G.) April 18, 1994 letter to ADEC staff Kalu Kalu. Presumption would be that the contaminated soil stockpiles were used to fill in the tank excavation pit. |

"Site overview wasn’t possible due to deep snow cover (about four feet).
The building is currently for lease or sale.
I didn’t see where the tanks may have been located - there weren’t any vent pipes at the building (street side). I could only see the front (south side) and west side of the property.
All of the bay doors were open to the weather."

DEC reviewed the Release Investigation Report for the Former Tok Tesoro Station in Tok, Alaska. From December 7-13, 2009, Shannon & Wilson advanced nine soil borings. Two of the soil borings were finished as monitoring wells. Boring B-1 was advanced near the former AST; B-2, B-3, B-4, and B-9 in the former UST excavation; B-5 and B-6 at the west dispenser island; B-7 northwest of the east dispenser island; and B-8 north of the former tanks excavation. Soil samples were collected and screened from 2.5 to 5 foot depth intervals. Based on the observations and PID results, two soil samples were collected for laboratory analysis. Borings B-2 and B-8 were made into monitoring wells which were located in the former UST excavation and north of the tank excavation. Groundwater samples were collected from the monitoring wells in February of 2010 and analyzed for GRO, DRO, RRO, VOCs and lead. One private well is located on the site but was disconnected for the winter so no water sample could be collected. Two private drinking water wells were located near the property: one well was located approximately 870 feet north-northwest of the subject site and another on the adjoining property to the east which is reportedly 76 feet deep. No samples were collected from these wells.
Soil borings met refusal at depths ranging from 21 to 42 feet bgs and groundwater was encountered at 57 feet bgs. DRO-contaminated soil and groundwater was identified below the former UST excavation. DRO levels were found in the groundwater below the excavation at up to 116 mg/L at 57' bgs. MW-2 which was located in the assumed downgradient location had DRO levels at 6.16 mg/L. GRO and BTEX were not found to be COCs at the site. |

Four wells were sampled, including the drinking water well on the Tok Tesoro property, two drinking water wells at residences on East 5th and East 4th Streets, and from a drinking water well that was installed, but never used, on the property directly east of the property.
Met with the owner of the property to the east who originally notified the Department about petroleum product seeping from gravel around the Tok Tesoro aboveground storage tank onto his property. |
