Problems/Comments
In June 2007, two 12,000 gallon gasoline USTs and one 12,000 gallon diesel UST was removed. Eight confirmation samples taken 6 to 14 feet bgs, from the depths of the excavation, indicate the presence of petroleum constituents, but well below ADEC cleanup levels. No stockpile or associated piping soil samples taken.

10/3/2008 | Cleanup Complete Determination Issued | Based on the information presented and contained in our administrative file, DEC has determined that cleanup is complete for the contamination found at the Former Northstar PCA Truckstop & Café. Contaminated soil that meets default cleanup levels may not be disposed of into ground waters, surface waters, wetlands, or other environmentally sensitive areas that would violate 18 AAC 70 water quality standards. Additionally, the responsible party is required to obtain CSP approval prior to disposal of contaminated soil or groundwater per 18 AAC 78.600(h). This determination that cleanup is complete is subject to a potential future determination that the cleanup or applicable IC’s are not protective per 18 AAC 78.276 (f)(2) if information is made available to DEC that demonstrates that characterization or cleanup was incomplete, resulting in the presence of hazardous substances above applicable cleanup levels. | Todd Blessing |
