Problems/Comments

UST 1556-2 was a 300-gallon waste oil tank connected to the Fire Station (Bldg 1556). The tank was pulled in 1997, and DRO was detected above Method 2 cleanup levels. The tank was found to be split upon removal. Contaminated soil was used as backfill after the tank was pulled. --Updated 2011-- SS017 has been identified as a candidate for site characterization. The primary objective of data collection at this site it to characterize the nature and extent of POL contamination in soil laterally and vertically. Target analytes at this site are: DRO, GRO, RRO, VOCs, PAHs, EDB, 1.2 DCA, and metals. This site is also part of a large multiple site interim removal action. In June 2011 ADEC sent a contingent approval for the sampling locations proposed in the site characterization field sampling plan. Additional comment resolution is need for full approval. Additionally in June 2011 ADEC approved the Work Plan for the interim removal action at this site. The primary objective of the interim removal action is to remove the soil source area down to 15 ft bgs. Site characterization sampling is expected to be initiated in the 2011 field season. The interim removal action at this site is scheduled to begin in August 2011. --Update 2014-- In 2011, the Air Force conducted site characterization efforts under 18 AAC 75.335 for the SS017 site. Twenty-six soil borings (SS017_GP001 through SS017_GP026) were advanced to delineate the extent of contamination in surface and subsurface soil at Site SS017. This work was conducted in preparation for an Interim Removal Action to excavate contaminated soil from the vadose zone at Sites SS014 and SS017. These SC borings were advanced within and adjacent to Site SS017, which includes the former truck fill-stands, former valve pit, former UST 1558-1 through UST 1558-5, and former UST 1556-2 (OWS 1556). Data were also collected during the 2011 SC investigation to gain closure approval for the former UST 1556 (DEC File #860.26.002). Former UST 1556-2 (OWS 1556-2) was not considered a source of contamination at SS017. The only target analytes that exceeded extent SLs in vadose zone samples collected near the feature were the Polycyclic Aromatic Hydrocarbons (PAH) benzo(a)pyrene and dibenz(a,h)anthracene, which were detected at 0 to 2 feet bgs. Samples from boring SS017-GP007 and SS017-GP008 indicated PAH contaminants in surface soil (benzo(a)pyrene 0.31-0.37 mg/kg and dibenz(a,h)anthracene 0.0721 - 0.0728 mg/kg). Since the UST was excavated from below ground and the excavation was filled with clean backfill, and since no other exceedances for petroleum contaminants have been identified above cleanup levels in soil or groundwater at the former UST location, the identified surface PAH contamination is most likely not from the UST.

12/8/2014 Cleanup Complete Determination Issued Data was collected during a 2011 Site Characterization investigation to gain closure approval for the former UST 1556-2. The Final Site Characterization results report, Birchwood Hangar (Site SS014), Truck Fill-Stands (Site SS017), and Old Fire Station (Site SS021) recommended a cleanup complete determination for the UST 1556-2 site. The only target analytes that exceeded extent SLs collected near the former UST were the Polycyclic Aromatic Hydrocarbons (PAH) benzo(a)pyrene and dibenzo(a,h)anthracene, which were detected below Method two, table B1 cleanup levels at 0 to 2 feet bgs. Based on a review of the environmental record and of cumulative risk calculations using the method three risk calculator, ADEC has determined that residual contaminant concentrations do not pose a cumulative human health risk.
