Problems/Comments

GVEA-sampled soils beneath one decommissioned tank showed elevated levels of diesel range organics (DRO) at 1-3 feet below grade. Vertical and horizontal extent of soil contamination unknown. Groundwater impact unknown. Class C water well present on site. GVEA wishes to decommission tanks into smaller facility. See cross-reference C-plans file number 103.17.002.

Report included GVEA's request to encapsulate soils. ADEC conditionally approved cleanup action, based on: 1. That a plan be submitted to ADEC for approval. 2. That encapsulation include the entire area inside the ring wall. 3. That the site is not eligable for NFA based on current levels. 4. That ADEC can reopen the case and require cleanup if new information shows contamination. Cindy Thomas
10/31/1994 Update or Other Action (Old R:Base Action Code = SA2R - Phase II SA Review (CS)). Received and reviewed soil boring data conducted by S&W for GVEA. No appreciable soil contamination noted below 3 feet, or in the saturated zone. Historic MW data shows no impact in GW down gradient from GVEA tanks. GVEA proposed encapsulation of existing soils based on non-leachablity inferences. GVEA assumes entire upper three feet of soil column is contaminated. Ben Thomas
1/19/1995 Update or Other Action SITE SUMMARY: Old Tank farm within Mapco refinery plant being decommissioned. ADEC agreed to consider an encapsulation plan for contaminated soils under the first (northernmost) tank foot print. Plan has not yet been submitted. Extent of contamination identified under the first tank, but not the other three. ADEC requested additional information on site conditions of the rest of the facility. GW impact unconfirmed.
