Problems/Comments

A 2,000-gallon unregistered gasoline underground storage tank (UST) was discovered during site assessment and surficial cleanup activities. Subsequent investigation and confirmation soil sampling revealed six samples that exceed ADEC Method 2 Cleanup Levels. Approximately 4,300 cubic yards of contaminated soil excavated and stockpiled. Excavation backfilled with clean material. The depths of excavation was limited by bedrock in some places. Site reportedly used by children playing, on bikes, etc.

5/16/2000 Update or Other Action A letter was sent this date by the CSP to Jalasko Investments in response to review of the North Wind Environmental "Underground Storage Tank (UST) Closure Assessment Review, Tract B1, Spring Brook Vista, Eagle River, Alaska" dated 12/30/99, received on 1/3/00. The report letter outlines work performed during removal of one 1,500 gallon diesel UST and debris of an additional UST of unknown contents and capacity in October 1999. Bedrock was encountered initially at 15' bgs and deepened to 22' bgs with westerly excavation. DRO contamination was 1,000 mg/kg at the south excavation boundary The site assessment report is incomplete. Based on information in the report letter, additional investigation and corrective action will be needed at this location. A more detailed work plan is requested to be submitted by 6/30/00 that incorporates comments from this CSP letter sent including a schedule for the work and reporting dates. The CSP requests that sampling and analysis of the UST include DRO, GRO, BTEX, and PAHs if the DRO sample exceeds 500 ppm. The second UST should be sampled for the previously mentioned analytes and additionally for RRO and HVOs. Neither sampling results nor locations were provided in the report. Excavation and side walls and bottom should be field screened at a minimum rate of one sample for each 100 square feet. UST procedures Manual Sections 4.4.2 and 4.5, and 4.5.1 need to be followed. 6/22/2000 Document, Report, or Work plan Review - other Received a copy of the North Wind Environmental "Phase I Site Assessment for Tract B1, Spring Brook Vista Subdivision" dated 6/2/99. The report made several recommendations. These include: that a limited subsurface investigation be performed with a backhoe and metal detector at the location of anomalies to confirm suspected causes of anomalies; the recently located UST should have its contents pumped, characterized by field screening, and disposed of properly before removal from ground; the soil beneath the UST should be visually inspected and field screened for the presence of potential petroleum hydrocarbon contamination; several soil samples should be collected from the bottom of the excavation and sent for analysis, if significant soil contamination is discovered, the soil should be removed for treatment or disposal. The requested changes include: put one monitoring well at location of removed UST and two downgradient of SBV-07 and SBV-13 and their locations plotted on a figure; a work plan for stockpile screaning and sampling and a treatment/disposal plan; and add analytical and screening sample depths be located on separate figures. 10/15/2002 Update or Other Action The CSP reviewed a copy of the North Wind Environmental "Final Work Plan, Groundwater Monitoring UST Closure and Corrective Action, Spring Brook Vista Subdivision, Eagle River, Alaska" dated October 2002, received 10/4/02, and sent an approval letter. One MW is approved to be installed and sampled. Additoonal MWs may be requested later pending the analytical results of the sampling event. 2/19/2003 Document, Report, or Work plan Review - other The CSP reviewed a copy of the North Wind Environmental "Monitoring Well Installation Report, Spring Brook Vista Subdivision, Eagle River, Alaska" dated 11/25/02, received 11/26/02. A review of the report indicated that one MW was installed at the approximate location of the former UST where it hit bedrock at 17' bgs. The well was dry and unable to be sampled. The CSP sent a letter this date that requested periodic inspection of the MW be made on at least a quarterly basis and sampled if water appears in the well. Amanda Dreyer
5/29/2003 Document, Report, or Work plan Review - other The CSP reviewed a copy of the North Wind Environmental "Results of Groundwater Monitoring Well Monitoring, Tract B-1 Spring Brook Vista Subdivision, Eagle River, Alaska" dated 5/27/03, received 11/26/02. The well was monitored on 5/23/03 and had 0.2" of muddy water in the bottom and based on this information was considered to essentially be dry and unable to be sampled. The conditions have not changed since the last monitoring event was attempted on 2/27/03. This was the third quarterly monitoring event since the well installation. Amanda Dreyer
3/31/2005 Update or Other Action The CSP received a letter from the Greg Oczkus Law Offices dated 3/30/05 who represents a prospective purchaser of the property. The letter indicates that the prospective purchaser is awaiting the conslusion of the property cleanup and that North Wind Environmental will be attempted to be contacted to ask the status of their remedial plan and future efforts to determine what program exists for finalization of the remediation. The report documented the collection of soil and groundwater samples from two soil borings that were also completed as groundwater monitoring wells. Soil samples were also collected from the four soil stockpiles on site. All soil and groundwater results were below ADEC cleanup levels. Groundwater monitoring wells still need to be decommissioned.
