Problems/Comments

Inactive floor drain discovered in shop reported 10/11/1994 by law firm during walk through. May be subject to Underground Injection Control (UIC) regulations if operable since 1984. The Environmental Protection Agency (EPA) has primacy for UIC regulations. The cleanup actions at Tract A included partial removal of the concrete floor slab at the former Frontier Transportation shop and removal and remediation of petroleum-impacted soils from around and beneath the former shop area and sump (located at the south end of the former building.) On-site 2/27/1995 indicated petro-based liquid in tank in shop; leach; tank dry. Lots 1-4 and 5, Tract B and C, Tennessee Miller Industrial Park Subdivision. (scp) On July 6, 2000, ADEC issued a No Further Remedial Action Plan (NFRAP) on the landspread soils on Tracts B, D, F and Alta Way Extension parcel. On September 19, 2000, ADEC issued a No Further Action (NFA) determination on Tracts B, D, and Alta Way extension. On December 27, 2000, ADEC gave a NFRAP determination for Tract F. On February 13, 2003, ADEC gave a NFRAP determination for the soils on Tract A. The groundwater still needed to be monitored to establish if the contaminant plume was at a steady and/or decreasing state. On May 25, 2005, ADEC issued a NFRAP for the Tract A groundwater. This was the final parcel of land waiting for a closure determination. In 2008, during construction of a new maintenance and retail facility at the site, NC Machinery encountered diesel-impacted soil west of the new building footprint. The exact source of this soil contamination is unknown. It was not identified in the previous investigations. Approximately 1,000 cubic yards of soil was excavated and stockpiled on site. The excavation removed the majority of vadose zone contamination above a low permeable silt layer near the water table. The sample result from the north side wall of the excavation at five feet below ground surface indicated benzene at 0.034 milligrams per kilogram (mg/kg), slightly above the cleanup level (0.025 mg/kg). However, field observations and preliminary screening of the silt layer indicate there is contamination in the smear zone and very likely in the groundwater.

3/15/2004 Update or Other Action ADEC received an Annual Groundwater Monitoring Report (September 2003 sampling). GW results indicated similar levels of benzene at MW-30 (80.3 ppb) and levels at MW-31 increased to 148 ppb benzene. (This well is screened at 10 lower than MW-30. MW-3, MW-32, GW-1A and GW-2A all showed similar levels as before. They were all either non-detect or below ADEC cleanup levels. Deborah Williams
5/25/2005 Institutional Control Record Established An IC was established that required a deed notice, approval from ADEC for the disposal of groundwater off-site, and the approval for the installation of water supply wells on-site. Deborah Williams

9/25/2008 Site Reopened Staff conducted a site visit on September 24, 2008. The site was formerly Tennessee Miller Industrial Park, but has since been acquired by NC Machinery for construction of a large warehouse and shop. The area was used for heavy equipment and vehicle maintenance in the 1970s and 80s. Petroleum contamination was encountered on this property in the 1990s and was listed as a contaminated site on the ADEC database. There were multiple source areas identified, but all were investigated and closed or conditionally closed by 2005. During NC Machinery’s construction activities this summer, the contractor, Roger Hickel Contracting, discovered a new source area approximately 30’ west and slightly south of the former shop building. The contractor has removed the impacted soil to clean edges based on PID headspace readings. Confirmation samples were collected today. An estimate of 1000cubic yards have been removed and temporarily stockpiled on site. Additionally, it is clear that the groundwater has been impacted to some degree because soil contamination extends to within a foot of the water table. Three soil samples have been collected to date and were analyzed by Ak102 (diesel range organics), AK 103(residual range organics), and EPA 8260. DRO (4,480 to 16,100 mg/kg) and benzene (0.231 mg/kg) concentrations exceeded cleanup levels. Additionally Nortech will develop a workplan to address the groundwater issues Ann Farris
6/11/2009 Conceptual Site Model Submitted Initial site characterization report received and recommendation for additional soil and groundwater sampling. NC Machinery excavated approximately 1,000 cubic yards of diesel-contaminated soil during construction of a new maintenance and retail facility at the site. The excavation removed the majority of vadose zone contamination above a low permeable silt layer near the water table. The sample result from the north side wall of the excavation at five feet below ground surface indicated benzene at 0.034 mg/kg, slightly above the cleanup level (0.025 mg/kg). However, field observations and preliminary screening of the silt layer indicate there is contamination in the smear zone and very likely in the groundwater. In the referenced report, Nortech concludes that additional characterization is necessary and proposes additional assessment to be completed. The primary risk drivers are site workers coming into contact with the smear zone contamination and ingestion of groundwater, but there is no data to actually determine the risk. It is unclear from the report if any drinking water wells are in the area. ADEC is requesting a more detailed work plan for the additional characterization. Ann Farris
