Problems/Comments

Steve Hartung is identified as the contact person for Reeve Aleutian. During the removal of several underground and above ground fuel storage tanks, petroleum contamination was identified in soils and the shallow groundwater aquifer. ChemTrack is the current consultant. 2/14/2008 Institutional Control Record Established Installation of groundwater wells prohibited without prior ADEC approval. Residual contaminated soil and groundwater may not be moved or disposed without prior ADEC approval. Groundwater monitoring wells shall be preserved and sampled once every two years. The construction of buildings within the area of known residual contamination shall consider design features to prevent contaminatnt vapor intrusion. Paul Horwath
3/27/2009 Meeting or Teleconference Held Teleconference with the Department of Law, Assistant Attorney General (AAG) to discuss the potential settlement that Alaska Department of Transportation (ADOT) airport leasing staff is currently negotiating with the RP, Reeve Airways. ADOT leasing is negotiating with representatives of Reeve to settle on remediation costs for additional cleanup of this site. At the same time, ADOT is proposing that CS staff oversee further cleanup of the site. Our AAG is coordinating with the SOA ADOT attorney. The issue of the abandoned drums that are reported to be on the Frosty ADOT leasehold, was also discussed. It is our understanding that ADOT will follow-up with their airport manager to determine the status of the abandoned drums. Our AAG will continue to monitor the status of the settlement agreement; confer with ADOT’s attorney as she works towards some sort of recovery from Reeve, and will coordinate with CSP to address the contingencies/concerns. 5/18/2016 Institutional Control Compliance Review Periodic IC compliance review conducted. Contacted ADOT to verify that this property remains vacant. There is current an application for the lease of the property by the City of Port Heiden to be used for two fuel tanks and dispensers for aviation fuel. There will be no occupied buildings or the use of groundwater as a drinking water source. Set the reminder system to check back with ADOT in three months time to check on the status of the lease application. IC Unit
11/8/2016 Institutional Control Update The groundwater monitoring requirement included in the 2008 conditional closure is being managed thru the active site (ADOT Port Heiden 2637.57.002) located on the same property. Evonne Reese
3/24/2017 Institutional Control Compliance Review Periodic IC compliance review conducted. Contacted ADOT and this property was leased to the City of Port Heiden in February 2017 under lease #ADA-09111. There will be two fuel tanks and dispensers for aviation fuel placed on the property but no buildings are permitted. Groundwater will not be used for the land lease. Set the reminder system to check back with ADOT in two years time to verify that groundwater is not being used. Evonne Reese
8/6/2018 Institutional Control Update I was informed by ADOT that they will be on this property in September in order to perform a site characterization on the underground injection well. At the same time they plan on taking groundwater samples from the wells already in place. This work will be managed thru the active site on the same property with the file number 2637.57.002. 1/24/2019 Document, Report, or Work plan Review - other Reviewed the report: Groundwater Monitoring, dated December 7, 2018. The report describes the groundwater monitoring activities completed in October of 2018. Only 3 of the 13 monitoring wells planned for sampling were located (MW7, MW22, and MW39); however, an additional 3 wells (MW4, MW11, and MW18) were also located. All other wells are presumed destroyed. Samples were collected from all 6 wells and were submitted for laboratory analysis of DRO, RRO, VOCs, and PAHs. Sample results from Wells MW18 and MW22 exceeded the Table C groundwater cleanup levels for several petroleum related constituents, including DRO, benzene, ethylbenzene, xylenes, naphthalene, and various others. 1/24/2019 Institutional Control Compliance Review Since the benefits of additional groundwater sampling is presumed to be relatively low, the institutional control (IC) requirement of future groundwater sampling will be removed from the Frosty Fuels site record. In order to protect future receptors from contaminated groundwater on this property, the groundwater use restriction will remain in place on the Frosty Fuels site record. If at a future date ADOT&PF or a property lessee have plans to utilize the groundwater, a thorough groundwater investigation may be required. Further investigation of this area will take place in the active site record called ADOT&PF Port Heiden Airport, Block 1A, Lot 100 (File #2637.57.002) which is located on the same property. 3/23/2021 Document, Report, or Work plan Review - other Reported dated February 5, 2021 titled Additional Site Characterization & Monitoring Well Decommissioning was reviewed on this date for the ADOT Lot 1A, Block 100 site on the same property as Frosty Fuels. The field event included decommissioning of wells MW-4, MW-7, MW-11, MW-18, MW-22, and MW-39. Project activities also consisted of advancing one test pit, and collecting soil samples. The original workplan included advancing ten test pits and the installation of three monitoring wells in select pits but the presence of buried utilities and metals drums/debris did not allow all intended site work including the installation of monitoring wells. The sampling data that was obtained showed arsenic concentrations which exceeded the most stringent ADEC Method Two cleanup levels. They were detected in duplicate samples TP1S5/TP1S15. These concentrations are consistent with background arsenic concentrations. The remaining tested analytes were either not detected or were reported at concentrations less than the ADEC cleanup levels. This site record will need to be reviewed to determine the need for the test pit and groundwater data which was not obtained during this event. Evonne Reese
