Problems/Comments

During the removal and upgrade of two 8,000 gallon gasoline, one 6,000 gallon diesel underground storage tanks, and the upgrade of the strip mall, soil and groundwater contamination was encountered and expected due to a January 20, 1998 reported incident where fuel leaked. Approximately 341.86 tons of contaminated soils was excavated and thermally remediated at Anchorage Soil Recycling. A soil vapor extraction system was installed and utaliized as a form of remediation. The new tank installed was one multipile compartment 26,000 gallon unleaded gasoline and diesel UST. The tank was removed in April of 2005, and two 20,000 gallon UST's was installed. Long term monitoring has been established. Updated 12-7-06 Alyce Hughey.

12/13/2006 Conditional Closure Approved Phorwath issues a December 13, 2006 conditional closure decision letter. Conditions of closure include prohibition of water well installation without prior ADEC approval, ADEC must be contacted if residual soil or groundwater contamination is exposed due to future site work and additional site assessment or cleanup may be required at that time, long-term annual groundwater monitoring from MW-8, and the decommissioning of the remaining GW monitoring wells. Site conditions are stable with only GRO and DRO being detected below the groundwater cleanup levels in the one well tested SVE-1/MW. The on-site drinking water source continues to test non-detect for all analytes tested for. Continued monitoring of the one remaining well, SVE-1/MW and the on-site drinking water source is needed in order to confirm the absence of contaminants in the groundwater and in the stations drinking water source. 12/11/2009 Long Term Monitoring Complete Issued letter for ADEC Removal of Long-Term Groundwater Monitoring Requirement. Upon review of the groundwater quality data collected at this site since issuance of our December 13, 2006 ADEC Record of Decision, we have determined that long-term groundwater monitoring is no longer necessary. Condition number 3 in ADEC's December 13, 2006 ADEC Record of Decision - Conditional Closure Determination is hereby removed, meaning that further groundwater monitoring and sampling is no longer required at this site. The status of this site will remain "Cleanup Complete with Institutional Controls" on the ADEC database. An institutional control will remain on the ADEC database to document residual contamination potentially remaining at the site. A site closure without conditions could be considered when soil and groundwater samples confirm that all soil and groundwater meet the established ADEC soil and groundwater cleanup levels for this site. On July 17, 2010 approximately 15 gallons of gasoline fuel was released from a boat being towed by a customer’s truck onto the pavement that migrated downhill and into soil near the western entrance to the site. Approximately 50 gallons of contaminated soil was excavated in an area of 4.5 by 1.8 by 1.8 feet and transported to Alaska Soil Recyclers for thermal remediation. Two soil samples were taken at 1.7 feet below ground surface, and soil samples did not detect GRO or BTEX above the soil cleanup levels. Alyce Hughey
