Reviewed the Limited Sampling / Assessment Report, dated October 2009, from Environmental Management Incorporated. On August 12, 2009 during the installation of a new gate into the maintenance facility an area of contaminated soil was encountered at approximately 4 feet below ground surface. On September 30, 2009 approximately 6.5 cubic yards (a total of 15.72 tons) of contaminated soil was excavated from two areas near the entrance to the fenced facility and transported to Alaska Soil Recycling for thermal remediation and disposal. Confirmation soil samples detected 1,130 and 1,870 mg/kg DRO at 5 feet bgs at the bottom of the two excavations. Three monitoring wells were sampled with 0.130 mg/L benzene and 2.26 mg/L DRO being detected in two of the monitoring wells sampled. |

The four groundwater monitoring wells on the property associated with this project must now be properly decommissioned in accordance with ADEC’s February 2009 Monitoring Well Guidance. The Kenai Peninsula Borough must prepare and provide ADEC with a work plan which identifies proposed decommissioning procedures for ADEC review and approval prior to implementation of those procedures. The decommissioning of these monitoring wells should occur before July 30, 2012, and must be documented in a written report submitted to ADEC by October 31, 2012. This work must be performed or directly supervised by a ‘qualified person’, as defined in 18 AAC 78.995(118), and the report must be signed by a qualified person. |

However, ADEC has determined that this site does not pose an unacceptable risk to human health or the environment, subject to the below stipulated conditions. Reviewed the Notification of Monitoring Well Decommissioning at Homer Maintenance Shop, dated August 2, 2012, and prepared by Kenai Peninsula Borough. On July 2, 2012 the four existing monitoring wells MW-5, MW-6, MW-7, and MW-8 were decommissioned by Discovery Drilling. All four monitoring wells had threaded bottom caps, which prevented the driller from knocking out the bottom. The entire well casings and screens were therefore pulled. The holes remained open and the driller filled the remaining voids with Bentonite chips from the bottom of the well to approximately 2-feet below ground surface and the top two feet were filled with pea gravel. |
