Problems/Comments
On 8/19/1999 a 12,000-gallon unleaded gasoline UST (Facility 1298, Tank 2, Event ID 2391), dispenser, and related piping formerly used to fuel APD vehicles were removed from the northeast side of the building. UST Program record indicates the tank was installed ~8/1/86. All soils above cleanup levels were excavated. 52.53 tons were thermally treated at ASR on 10/23/1999. Groundwater was encountered between 6.5 and 7' below ground surface. Soil samples from the excavation for GRO, and BTEX were non-detect and naphthalene was 0.0881 mg/l, below current cleanup levels, but the excavation soil samples detection limit for benzene (0.036 mg/kg to 0.058 mg/kg) exceeded cleanup levels (0.020 mg/kg) so some benzene contamination may remain above cleanup levels. Formerly File L69.84. Former Site Name was "MOA - Anchorage Police Department". The former address was 4501 South Bragaw Street.

| 10/5/1999 | Site Closure Approved | Reviewed the Shannon & Wilson “Underground Storage Tank Closure Assessment; Anchorage Police Department; 4501 South Bragaw Street; Anchorage, Alaska” dated September 1999 and received by the department on 9/27/99. The assessment report covered work performed on August 19 and 20, 1999 on the closure of Tank #2, a 12,000-gallon unleaded gasoline UST at the facility. The tank top was ~2.5’ bgs and it was 8’ in diameter and 32’ long. The final excavation was 12’ by 36’ by 10’ deep. UST ballast was not removed. The top 5’ of soil was primarily a brown to gray silty, sandy, gravel. The next 5’ consisted of gray silty sand. ~15 cy of potentially impacted soil was segregated during the excavation process and stored in a short-term storage cell on site. The department approved their transport to Anchorage Soil Recycling, on 9/30/99. ~95 cy of potentially clean material was also removed during excavation and placed on a liner. The tank showed little sign of corrosion and no holes. It, along with the piping were transported by PCI for disposal. Receipts were provided in the report. Stockpile and excavation oil samples were analyzed GRO and BTEX. Sample S1 initially collected underneath the remote fill pipe failed to meet cleanup levels. An additional one cy of soil was removed, placed in the impacted soil stockpile, and the area resampled. The results from this resample and all other excavation and pipeline trench samples were ND other than toluene, below cleanup level, in sample S14. However, all the PQLs for benzene for these samples were above cleanup levels and ranged from 0.029 mg/kg to 0.058 mg/kg. One stockpile sample exceeded cleanup levels for benzene and toluene. GW was encountered in the excavation at6.5 to 7’ bgs. The distance to the nearest drinking water well was unknown. The water in the excavation appeared free of product and sheen. One GW sample was taken from a pit 20’ east of this UST excavation where a new replacement UST was being installed and was analyzed for GRO, BTEX, and naphthalene. Results for GRO and BTEX were ND. Naphthalene was 0.0881 mg/kg and far below its cleanup level. Review of the site assessment report, shows that the closure was performed substantially in accordance with the UST Procedure Manual. Very low levels of petroleum contaminants were found. Gasoline-range organics (GRO) were even below the detection limit in most samples. Benzene results tested lower than the detection limits. The detection limit was above Method 2 cleanup standards; therefore the analytical tests performed could not demonstrate that soils remaining in the excavation are below those standards. A phone conversation with CT&E Environmental Services indicated that in order to speed up the production of samples, they altered the BTEX test method, which in turn raised the detection level of benzene. In a letter from the department this date, based upon the results of the analytical tests for GRO, the relationship between GRO and benzene, and a site visit performed by ADEC staff on 8/20/99, it is the department’s judgment that soils remaining in the excavation are below Category "A" cleanup standards. The department hereby waives additional testing requirements for benzene. Once the post treatment results are provided to the Department, the site may be recommended for "no further action" for this tank closure at the facility. | 11/17/1999 | Update or Other Action | Three letters from Alaska Soil Recycling (ASR) this date indicated that: 18.92 tons of petroleum impacted soil from Stockpile #1 (1,500-Gallon HOT), 49.38 tons of petroleum impacted soil from Stockpile #2 (2,000-Gallon Diesel UST (Generator Tank)), and 52.53 tons of petroleum impacted soil from Stockpile #3 (12,000-Gallon Unleaded Gasoline UST) were received by ASR on 10/15/99 and were thermally treated on 10/23/99. Post remedial analysis completed on 11/4/99 indicates that these soils meet the ADEC Level A cleanup values. Based on information supplied to the MOA, the subject soil meets Soild Waste Disposal's criteria. The authorization expires 5/31/00.
