Began research into the situation concerning whether or not this is an UST issue, the file has a memo dated 4-23-96 that states: "Dick Nenahlo (ADEC / UST Program) determined the systems to be non-UST in 1991". The rule is that the tank must be more than ten (10) percent buried to be considered an underground storage tank (UST). This is considered an UST site after review of the photographs in the file and the notes from Ron Doyel, dated 4-24-96, that state the tanks were about 1/3 buried. |

Spoke with Larry Sandvik about the property that he was buying in 1991 called the Strenla Roadhouse in our database, at mile 15 McCarthy Road. He stated that he had never operated the pumps that are the source of the contamination at this site. Larry had worked with Ron Doyel from DEC who came to the site in 1992 to look at what had been done. (See copies of the photos in file) Larry had removed the pumps and the two tanks that were partially buried. He had given this equipment to Mr. Sam E. Moore, who was selling the property; and had been the owner/operator during the pumping station's use. Larry dug out all the visibly stained soil from the area. This stained soil was placed in a lined, bermed containment cell that was approved by Ron Doyelfrom ADEC on his site visit. Larry Sandvik stated that he relinquished the property in August of 1994 to Sam E. Moore, because the remediation had cost so much and he did not want to invest anymore money into a site with this historic contamination. I verified that in the DNR's Recorders Office Document # 1994-000761-0 through 1994-000764-0 Mr. Sanvik transferred the property back to Mr. Moore on 9-12-94. Verified with Mr. Sandvik that the Strelna Roadhouse was Tract 6 Coats Subdivision, listed on the map titled: USS Survey NO 211 Strelna, AK; as being within: Surveyed Section 22 T. 4 S, R. 7 E, C. R. M. (Copper River Meridian), Alaska. Mr. Sandvik said that there were no water wells on the property at that time. Mr. Moore has since past away and more research needs to be done. |

Spoke with Raymond Vroble, the current property owner and personal representative for Mr. Sam E. Moore. Mr. Vroble has learned from neighbors that the drinking water well was plugged many years ago. He is not aware of any drinking water wells within 1/4 mile of the site. The property has been covered with debris from the previous owners (Mr. & Mrs. Hatch) and the buildings are not habitable now. He wants to resolve this issue as soon as possible and is coming in next week to discuss options. |

Met with Raymond and Jean Vroble, they are the current owners of this site. Mr. Moore willed this property to the Vrobles. The pervious owners (the Hatch's) defaulted and the property went back to the Estate of Sam E. Moore. The Hatch's destroyed the building and an Atco trailor on the property, they also "brought a lot of junk out there". The Vroble's agreed to the recording of the Notice of Environmental Contamination (NEC) by ADEC. The Vroble's had pictures showing what the buildings looked like before the Hatch's lived there. We discussed the well situation and Mr. Vroble stated that there was no drinking water well currently at the site. Local residents get water from a spring that is 4 or 5 miles away from this site, near Silver Lake. There is currently no visible sign of the two tanks and/or the two pumps that caused the release. Mr. Vroble stated that there was no distressed vegetation or staining visible when he walked around the site in the summer of 2009. |

Institutional Controls for this site are as follows: 1. NEC to be filed in the Valdez Recorder's office; 2. Report every five years on land status and any change in land use and/or ownership must be reported as soon as Mr. Vroble (RP) becomes aware of it; 3. ADEC must approve installation of groundwater wells; 4. ADEC must approve any transport of contaminated soil or groundwater off site; and 5. Violation of 18 AAC 70 water quality standards is prohibited. |

Cleanup Complete Determination Issued |
After sampling of four test holes was conducted in 1990 by M - B Engineers, results showed that only one test hole had TPH contamination above the cleanup criteria of 100 mg/kg. Approximately one cubic yard was excavated and treated in a landfarming cell with fertilizer and monthly tilling in 1992 and 1993. In 2009 the site showed no visible signs of the treatment cell or any distressed vegetation. It was determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required as long as the site is in compliance with established institutional controls. |

Received a Brownfield site visit report from Copper River Native Association which is included in their Brownfield inventory. There was difficulty in finding the site location but with the help of historic photos they were able to located it. Also provided as part of the report is a slight correction on lat/long coordinates which I have updated in this site record. There were no obvious signs of contamination on the property and the vegetation looked healthy. |
