Problems/Comments
Property owned by National Ministries American Baptist Church, Valley Forge, PA. This site is FAA UST #31-A-1. Situated at southeast corner of VORTAC building at radio tower on Woody Island near Kodiak. The UST is permitted to remain in place until VOR Building 405 is removed and the UST and associated contamination can be accessed and addressed.

Strong fuel odor and visible staining in soil. Less than one cubic yard of soil was removed. Groundwater was present at 1.8 feet below ground surface. A heavy sheen was present on the ground water. The tank was filled from 55 gallon drums. No secondary containment was used in the drum handling area, surface spills and stressed vegitation were present. 8/26/2005 | Update or Other Action | Staff sent a letter to FAA this date regarding potential source areas on Woody Island. The following is from the letter and is in regards to Tank 31-A-1: " As documented in the Environmental Compliance Investigation Report (ECIR) dated 1992 and the Expanded Site Investigation dated 1996, soil and groundwater contamination was found during the decommissioning of this tank and then further investigated during the cleanup of the adjacent East Drum Area. Additional investigation and cleanup needs to occur at this area. It is acknowledged that the tank and contaminated soil surrounding the tank are inaccessible until the building is removed and that the FAA has no current plans to remove the building. Given that the area is not residentially used and the groundwater at Building 405 is not used for drinking water, DEC is in agreement with allowing this source area to remain until the building is removed. This agreement is contingent upon FAA documenting the area of residual contamination in the appropriate land management plans or records to help ensure that if/when the infrastructure is removed and prior to relinquishing its’ interest in the property FAA re-assess the soil and groundwater and complete any necessary cleanup." | Anne Marie Palmieri |
