Problems/Comments

Petroleum contaminated soil discovered when three USTs upgraded . Site updated 5/28/2021: Three USTs were present at the site historically: one 1,000-gallon UST that held jet propellant-4 jet fuel; one 1,000-gallon UST that held unleaded gasoline; and one 5,000-gallon UST that held diesel. Contamination was discovered during tank upgrades in 1994, when 9 cy of soil was excavated from the three tank locations to a depth of 5 ft bgs. Surface soil, subsurface soil, and stockpile samples were analyzed for headspace results for DRO, GRO and BTEX. GRO exceeded ADEC CULs. Records indicate that contamination remained in place at concentrations exceeding ADEC cleanup levels. The cause of the releases are reportedly leaking USTs, multiple historic spills at the site, and overflows. A there is no evidence that sampling was performed for lead, although leaded gasoline is thought to have been stored at the site at one time. The tanks are currently still in service at the site storing JP-8. In 2013, the ADEC Contaminated Sites Program determined that closure was incomplete, and the ADEC and EPA RPMs requested that the site be investigated. The site has active LUCs/ICs that requires prior approval to work at the site and/or disturb soil, and soil and groundwater use restrictions. The site is currently slated for a Phase II Source Evaluation in 2021.

7/6/2006 Update or Other Action ADEC agreed to decrease sampling of the North Boundary Wells from annual sampling to biennial. Upcoming measurements will be summer 2007, 2009, 2011, etc. Concentrations of VOCs, SVOCs, and metals in the sentinel wells have been monitored annually since 1992 and there has been no detection of contamination. 7/8/2022 Risk Assessment Report Approved The Alaska Department of Environmental Conservation (DEC) has completed a review of the Draft Phase II Source Evaluation Report for Sites DA112, S0113SO114, SO115, SO116, SO117, SR109, SS110, TU105, TU106, TU108 at Eielson Air Force Base, Alaska (May 2022). DEC provided comments for the Air Force on July 7, 2022. 8/20/2025 Offsite Soil or Groundwater Disposal Approved On this date DEC signed a Contaminated Media Transport and Treatment or Disposal Approval Form for transport of 1 cubic yard supersack of drill cuttings related to the Final Risk Assessment Work Plan Remedial Investigations and Risk Assessment for 11 Sites: DA112, SO113, S0114, SO115, SO116, SO117, SR109, SS107, SS110, TU105, and TU108; Eielson Air Force Base, Alaska. The waste will be transported for disposal at the Republic Services Roosevelt Municipal SW Landfill, Roosevelt, WA. 12/1/2025 Document, Report, or Work plan Review - other DEC approved the Final 2025 Environmental Restoration Program Atlas, Eielson Air Force Base, AK, November 2025 on this date. The goal of the document is to present the Land Use Controls for the source areas at Eielson Air Force Base. The figures in the Atlas provide the Decision Document (DD) Controls, Base Administrative Controls, and ICs for each site, along with present groundwater plumes, restricted soil excavation areas, and contaminants of concern at the sites. The Restoration Atlas is required per the Institutional Control/Land Use Controls (IC/LUC) Settlement Agreement signed April 15, 2013.
