Problems/Comments

The landowner of this site is DOT/PF; the responsible party is the NPS. Groundwater at this site is 26-50 feet bgs, and permafrost is present but was not encountered during excavations 12 feet bgs. A well exists 150 ft west of the former USTs, but it produces non-potable water. Drinking water is hauled from Eagle City water supply. 3190 Tract 1, Lot 1.(rpltr9) Site located @ Eagle Airpt which is 1.7 miles east of Eagle. In 1992, three USTs were removed. During the removal, soil samples were analyzed for DRO only. This was deemed inadequate, so the 1996 Site Assessment characterized the former UST area and the former dispenser island. The USTs were well below cleanup levels for all petroleum type contamination. The dispenser island soils exceeded Level B cleanup levels for DRO, GRO, and total BETX. An estimated 10 to 25 cubic yards of contaminated soil remains in place near and underneath a hangar building which was constructed in 1993. Hydrocarbon odor was noted during the excavation of the slab-on-grade hangar foundation. The lateral spread of contamination from the dispenser is expected to be minimal because no significant levels of hydrocarbons were detected at the side wall of the former UST excavation, which was 4 feet north of the former dispenser.

9/23/1999 Update or Other Action Ltr to RP fr DEC re-review of 2nd SA rept. Request that RP proceed with cleanup and provide justification for leaving remaining contam in place w/some details on foundation and floor of hangar in order to help evaluate the need for further cleanup or no further remediation action decision. 11/17/1999 Update or Other Action Phone call to RP re- reviews of ltr and hangar drawings indicate possibility of some sort of passive SVE for remediation at the hangar foundation. Contam soils must be remediated. Closure or NFA of site denied. Former Staff
11/18/1999 Update or Other Action Phone call from RP requests ltr for budgetary purposes, due 11/24/99. Wants to know if can extend SVE piping to encapsulated stockpile. Plan on using field staff to install SVE with minimal use of RPCON due to budgetary constraints & use solar powered rather than wind driven turbine. DEC: check with RPCON on effective design & make sure confirmation sampling is done on hangar foundation & stockpile after remediation is done. Former Staff
11/19/1999 Update or Other Action DEC ltr to RP briefly citing phone discussions held 11/17-18/99. RP to submit work plan for in-place remediation prior to project work in summer 2000 for approval. Former Staff

8/10/2010 Update or Other Action Staff issued a letter to the National Park Service regarding the need for additional site characterization. James Ward
8/14/2012 Site Characterization Workplan Approved Approved the site characterization final work plan. To delineate the lateral and vertical extent of remaining contamination, the NPS is proposing to install up to 8 soil borings and collect soil samples for DRO, GRO, BTEX, EDB, EDC, PAHs, and lead. If perched water is encountered, a temporary well will be installed and a groundwater sample will be collected. Up to 10 cubic yards of contaminated soil will be removed as possible, without compromising the integrity of the hangar foundation. Melody Debenham
12/26/2012 Site Characterization Report Approved Approved the final 2012 site characterization and remediation report. Approximately 8 cubic yards of petroleum contaminated soil was excavated from the site and containerized for disposal. Confirmation sampling indicates that all contaminated soil above the cleanup level was removed. A temporary well point was installed, however no water collected in the well, so no groundwater sample could be collected. Melody Debenham
12/26/2012 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 76185 NPS Airport Ramp also known as Yukon-Charley Rivers National Preserve. Melody Debenham
