Problems/Comments

Petroleum contamination was identified during an underground storage tank closure assessment conducted in 1995. Benzene and gasoline contamination are present in soil above migration to groundwater cleanup levels at depths up to 25 feet below ground surface.

2/9/2015 Document, Report, or Work plan Review - other Reviewed Soil Characterization Report for former Young’s Chevron. 15 soil borings were advanced in an effort to define the horizontal and vertical extent of contamination at three areas where contamination remained, former Dispenser A, former Dispenser E, and a 90-degree pipe bend near former Tanks 3,4, and 5. Soil samples were collected at 5-foot intervals for field screening with two analytical samples from 13 of the boreholes submitted for laboratory analysis of GRO, DRO, and BTEX. One sample was also analyzed for PAHs. At former Dispenser A, boreholes 13, 14, and 15 were drilled to depths ranging from 25.5 to 50.5 feet bgs and soil samples were collected from various intervals between 11 and 50.5 feet bgs. Contaminants were not detected above cleanup levels in any of the samples. At former Dispenser E, boreholes 7, 8, 9, and 10 were drilled to depths ranging from 25.5 to 40.5 feet bgs and soil samples were collected from various intervals between 11 and 40.5 feet bgs. Benzene was detected above the migration to groundwater cleanup level in boreholes 7, 9, and 10 with a maximum detected concentration of 0.0592 mg/kg at 36 feet bgs in borehole 9. GRO and ethylbenzene were also detected above the cleanup level in this same sample. Benzene was detected as deep as 40.5 feet bgs in borehole 7 indicating the vertical extent of contamination was not defined in this area. At the 90-degree pipe bend, boreholes 3, 4, 5, 6, 11, and 12 were drilled to depths ranging from 16 to 31 feet bgs with samples collected from 6 to 31 feet bgs. Benzene was detected at 0.044 mg/kg in borehole 11 at 25.5 feet bgs however the sample from 31 feet bgs in this same borehole did not contain benzene above the cleanup level. Boreholes 1 and 2 were drilled near the foundation of the former gas station to evaluate for vapor intrusion. Soil samples collected from these boreholes contained DRO at 1,000 mg/kg in borehole 1 at 6.5 feet bgs, however no volatile contaminants were detected that might indicate a risk from vapor intrusion. A sample was also collected from the drinking water well that serves this building as well as the current Chevron. Contaminants were not detected in the drinking water sample. Bill O'Connell

7/21/2015 Document, Report, or Work plan Review - other Reviewed Additional Site Characterization Report for Young’s Chevron. The objective of the additional characterization was to delineate the extent of contamination noted most recently during the 2014 investigation. Activities included advancing and sampling 4 soil borings in areas of contamination noted during the previous investigations at the site. Analytical results indicated the vertical extent of contamination was successfully delineated in all areas except in borehole T17, located near former Dispenser E, which contained GRO at 807 mg/kg, benzene at 0.04 mg/kg, ethylbenzene at 9.75 mg/kg, and xylenes at 172.2 mg/kg. Each of these detections, with the exception of benzene, was flagged by the project laboratory as estimated. Contamination in borehole T17 was located at the groundwater interface at approximately 56 feet bgs, indicating the potential for groundwater contamination at the site. Bill O'Connell
7/21/2015 Document, Report, or Work plan Review - other Reviewed Work Plan for monitoring well installation at the former Young’s Chevron. The work plan was submitted as an email due to the short turnaround time between submittal and mobilization of the drill rig to Tok. Four monitoring wells are proposed for installation: one in the source area near former dispenser E and one each to the south, northwest, and northeast of the source area. Wells will be developed and sampled 24 hours after installation and the samples will be analyzed for GRO, BTEX, and PAHs. Research indicates groundwater flow in the area is likely to the west or northwest. Bill O'Connell
9/23/2015 Document, Report, or Work plan Review - other Reviewed Groundwater Monitoring Well Installation report for Young’s Chevron. Four soil borings were advanced and completed as monitoring wells MW-1 to MW-4 at the site. MW-3 was placed near former dispenser E, where benzene contaminated soil was in contact with groundwater approximately 56 feet below ground surface. The other three wells were placed a distance away from MW-3 in an effort to delineate the extent of groundwater contamination, if present. One soil sample was collected from each borehole near the groundwater interface and the wells were developed, purged, and sampled following installation. The soil sample collected at MW-3 contained benzene above the cleanup level at 0.0948 mg/kg. No other soil samples exceeded cleanup levels. Contaminants were detected in groundwater samples at MW-3 and MW-2, but at concentrations below Table C cleanup levels. Bill O'Connell

9/28/2016 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with the Chevron-Young’s Service contaminated site located at Mile 1314 of the Alaska Highway in Tok, Alaska. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required unless new information becomes available that indicates residual contaminants may pose an unacceptable risk Bill O'Connell
