Problems/Comments

In July 1994 the BLM Alaska Fire Service removed three 3000-gallon underground storage tanks (USTs) at the Dahl Creek Airport. Petroleum contaminated soil encountered during the UST removals was excavated and stockpiled on site. Although these tanks stored Jet-A and AVGAS, soil samples collected from the limits of the excavation were only analyzed for diesel range organics (DRO). In 1995 the stockpiled soils were sampled for gasoline range organics (GRO), DRO, and benzene, toluene, ethylbenzene, and xylenes (BTEX). Results were below cleanup levels and the soil was spread on site. To address data gaps from the 1994 sampling and to delineate the extent of remaining contamination, additional field work was performed in 2012. The locations of the former USTs was identified and a sampling grid established to encompass the source area. Eleven test pits were excavated and soil samples collected for GRO, DRO, BTEX, lead, and ethylene dibromide. Characterization activities identified two small areas of residual contamination with results for GRO, DRO, and benzene exceeding the migration to groundwater cleanup level but below the direct contact/ingestion and outdoor inhalation cleanup levels.

6/25/1996 Leaking Underground Storage Tank Cleanup Initiated - Petroleum LCAU; Removed (2) 3,000-gallon jet fuel & (1) 3,000-gallon aviation gasoline USTs 7/25-28/94. Approx. 44 cubic yards of contam. soil was removed and stockpiled on-site with 100 lbs. Wolfkill Weed & Feed lawn fertilizer & covered for a year. Former Staff
6/26/1996 Underground Storage Tank Site Characterization or Assessment SA1R; Removal of aviation gasoline & jet fuel USTs 7/26/94 indicated highest DRO=1,330 ppm. Approx. 44 cu. yds. contam. soil stockpiled on-site, sampled 7/20/95 after a year remediation w/ commercial fertilizer. Results=below ADEC cleanup levels for BTEX, GRO & DRO. Soils were spread on west end of ramp. Former Staff

6/11/2008 Update or Other Action Sent a reintroduction letter to the R.P. Evonne Reese
8/3/2011 Meeting or Teleconference Held DEC staff (Melody Debenham and David Robinson) held a telephone conference with Don Maloney of ECC, Inc., the company contracted by BLM Alaska Fire Service to address DEC concerns. Staff provided more details on DEC concerns, and coordinated with Mr. Maloney on sharing of information on the site, and methods to adequately address the concerns on site. David Robinson
9/22/2011 Update or Other Action Provided comments on a work plan for site characterization received on 9/20/2011. The work plan was written to address data gaps identified from work done 1994-1996. David Robinson
4/30/2012 Site Characterization Workplan Approved Approved work plan after receiving a response to comments on 4/23/2012. The work plan describes the collection of at least 12 soil samples for laboratory analysis for GRO, DRO, BETX, and ethylene dibromide, as well as the installation of two temporary monitoring wells to a maximum depth of 30ft to determine the risk for groundwater contamination. David Robinson
1/7/2013 Update or Other Action Assigned to Melody Debenham Fred Vreeman
2/11/2013 Site Characterization Report Approved Approved the final site characterization report documenting the excavation of 11 test pits at the location of the former USTs to determine the extent of remaining contamination. Gasoline range organics (GRO), DRO, and benzene were detected above the migration to groundwater cleanup levels but below the inhalation/ingestion levels. A temporary monitoring well point was installed to a depth of 18.5 feet, however no water entered the well. Melody Debenham
2/22/2013 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 77604 Jet and aviation fuel USTs. Melody Debenham
3/11/2013 Cleanup Complete Determination Issued Melody Debenham
