A report from John Adu, project manager, of C A Excavating was submitted this date. The area of the results pit was less than 600 square feet. No lateral migration of petroleum contamination was observed. A PID was used to help identify areas to be sampled. Analytical results of four soil samples taken from the excavation were submitted to Analytica Alaska, Inc. on 10/20/95. Sample 1 was analyzed for DRO, GRO, TPH, and BTEX. Samples 2 - 4 were analyzed for DRO, GRO and TPH only. There were no exceedances of Method 2 cleanup levels for any samples for contaminants. The highest results for all these analyzed site samples were 270 mg/kg TPH, 0.062 mg/kg toluene, 0.019 mg/kg ethylbenzene, and 0.11 mg/kg total xylenes. The report was only one page and did not include any figures. The report was inadequate to document the release investigation and subsequently determined unacceptable. |

In a conversation with Mr. Garland Babcock who is representing the owner, he indicated that C A Excavating took the contaminated soils out of the excavation and was replaced with clean fill. The contaminated soil stockpiled was planned to be taken to Clean Soils. The two USTs were one diesel and one gasoline. The size of the excavation was approximately 12'W x 18'L x 15' D. Mr. Babcock also indicated that Mr. Adu took samples and submitted them to the lab and then would come back for more samples to be submitted to the lab. This went on for 3-4 days. The samples finally came back clean. |

In a discussion with Mr. Bloom (337-0943) who resides at 501 Idaho St., he indicated that product was encountered just above the water table in the excavation. The water table was at approximately 15' bgs. Mr. Bloom also indicated that junk was hauled away, a company came to empty the tanks, and the drums located outside may contain residue from the tanks. He indicated that the 2 barrels contain residue from the tanks when they were removed in September. Another barrel is inside the shop building and has been there for years. |

Mr. Adu further stated in the letter that subsequently he would be submitting the necessary notifications and applications relating to regulated USTs. Received a memo from Joe LeBeau of the Environmental Crimes Unit regarding the site. On 1/9/96, Joe conducted a tape-recorded interview with Mr. Gregory Blohm, an adjacent neighbor to the site contacted the ADEC in December complaining of an uncovered stockpile of contaminated material. Mr. Blohm was familiar with petroleum hydrocarbon odors and knew the soil was contaminated because he could smell the contamination when they were removing the two tanks. Mr. Blohm further stated that contaminated material was found just above the water table. Mr Blohm indicated that contaminated material was placed on the top of the soil pile and he was also concerned about runoff from the pile contaminating his property.
On 1/10/96, Mr. LeBeau interviewed another neighbor, Ms Keller, who indicated that she witnessed the tank removals and did not know whether the stockpiled soils were placed on asphalt or a liner.
On 1/10/96, Mr. LeBeau conducted a tape-recorded interview with Mr. Jerry Conway at his home in California via telephone. Mr. Conway stated: the tanks were 1,000-gallons each, installed in 1974 or 1975, and contained diesel fuel to service his equipment when he operated Glacier Excavating at the property. Mr. Conway contacted C A Smith of C A Excavating for the tank removal. Mr. Conway stated that Mr. Smith sent him a copy of the analytical reports for the tank removal and asked Mr. Smith if he was licensed to perform the work. Mr. Smith sent materials to Mr. Conway cinvincing him that he was above board. Mr. Conway reported paying $6,000 for the tank removals and filling the holes. The tanks were supposed to be empty and they were pupmed out and speciually cleaned a year or two ago. Conway sold the property to Mr. Dompier in 1979 who held it until 1991 when Mr. Conway repossed it for non-payment. Mr. Conway relied on C A to remove the tanks and indicated that Mr. Adu was C A's environmental representative.
Mr. Conway indicated that Mr. Adu contacted him this week requesting more money to purchase visquene to cover the soil pile. Mr. Conway said that they paved with concrete and asphalt and thought the stockpile was on the asphalt. |

The LUST Program sent a certified letter, return receipt to Mr. Conway as a follow-up to the telephone conversation of 6/25/96. The letter included a list of firms who meet the minimum qualifications to perform closure site site assessments in Alaska. Also included were contact names and telephone numbers to complain about C A Excavating and John Adu. Also reiterated the need for the contaminated stockpile to be properly stored according to the department's guidelines. In addition, the stockpile needs to be characterized prior to removal to a remediation facility or to remain on site to meet long-term stockpiling requirements. In response to an email request by Greg Kisor, site consultant, performed a thorough file review, updated the Contaminated Sites Program (CSP) Database, performed a site visit on 10/16/09 and took pictures, and responded in a return email to the questions and issues contained in Mr. Kisor's email.
No spreading of the soil across the property is allowable. Other than the existing structure on the site the stockpiles comprise the majority of the available area of the lot and they are up to 4 feet in height. In addition, there are trees growing out of the stockpiles. These will need to be addressed.
No site characterization acceptable to the department has been completed to date. The only work performed and documented to date was by C A Excavating and John Adu in 1995 and 1996 has been deemed unacceptable.
Based on the visit, please address the following requests by the CSP as soon as possible (ASAP):
The contaminated soil stockpiles covers are decomposed, shredded, or missing and there is no indication that the piles are below cleanup levels. Please cover them ASAP.
Two drums on site near the north property boundary were observed, they are missing their bungs. Please seal these barrels ASAP. There also is a reported drum in the former shop building. It will also need to be inspected for the presence of a bung.
There is a section of the east-west property line along the south boundary of the property that is lacking a section of fence along it. Please fence this length until such a time that the stockpiles can be ascertained that they are not contaminated and the drums removed from the property.
Based on the visit please address the following requests by the CSP in the site work plan:
The drums will need to be characterized prior to disposal.
The file indicates that residents observed the site was an auto garage in a residential neighborhood 1972-5. As of 1993 it was no longer used as a garage. The usage is unknown from 1975-93. In addition, there is no documentation where the tank excavation was. It may be necessary to obtain historical aerial photos to document these. Based on this information, a complete site assessment starting at Phase I is needed.
Areas around the structure, beneath the stockpiles, and along the perimeter of the property will need to be assessed for potential off-site migration.

Sent a letter this date conditionally approving the "Corrective Action Work Plan Proposal 2009-2010" from Greg Kisor of Design Build Consulting dated October 27, 2009 and received 10/29/09. The work plan tasks include:

• That one soil sample is submitted for laboratory analysis for polycyclic aromatic hydrocarbons (PAH) using EPA Method 8270. Ensure that this sample is taken from the area where the highest PID screening reading was recorded.
• The replicate (duplicate) soil sample submitted to the laboratory is taken from the area where the highest PID screening reading was recorded. Duplicate samples will need to be analyzed for each laboratory analysis method performed, e.g., AK101, AK102, EPA Method 8021B, EPA Method 8270, etc.
• Per Section 9.1.2 of the UST Procedures Manual, the replicate sample is submitted to the laboratory blind.
• Include a table of the screening sample data and related information.
• Include the laboratory sampling results in tabular form with respective 18 AAC 75.341 cleanup levels listed as reference to each analyte.
• Include a site map to scale that includes site attributes including but not limited to the property boundaries; location of buildings, drums, stockpiles, stockpile screening and sampling points; and other information applicable to this phase of site characterization as outlined in 18 AAC 78.090.
• Submittal of a Laboratory Data Review Checklist for the sampling results.

Reviewed the Design Build Consulting "October 2009 Stockpile Characterization Report, 439 Idaho Street, Anchorage, AK; ADEC UST Facility ID #3328; ADEC File #2100.26.167" dated and received by the Contaminated Sites Program (CSP) on 12/16/09.
A stockpile characterization was conducted and completed at the site on October 30, 2009 to identify and quantify soil contaminants. The stockpile was generated in 1995 during removal of two 1,000-gallon regulated diesel underground storage tanks (UST). The scope of the work for this stockpile characterization involved physically measuring the stockpile to estimate total volume, field screening of soils using a photoionization detector (PID), and the collection of representative laboratory-analyzed soil samples for determining the fate of the stockpiled soils.
The stockpile is now accurately estimated to be 196 cubic yards (cy). The report indicated that most of the lot is paved asphalt. 20 field samples were collected ranging from 1.5 to 2.5 feet in depth from the top of the stockpile using hand auger and sampling scoops and were screened using a PID. Five discrete soil samples and one duplicate were collected and submitted to a laboratory for analysis of diesel-range organics (DRO), gasoline-range organics (GRO), and benzene, toluene, ethylbenzene, and total xylenes (collectively known as BTEX). Five of the six samples were taken from 1.5 feet into the stockpile and the sixth from 2 feet into it. The six samples had the highest PID readings of the 20 samples screened. Two samples and a duplicate were submitted for polycyclic aromatic hydrocarbons (PAH) analysis as well. All results were non-detectable (ND) except for all DRO results which ranged from 28.5 mg/kg to 63.9 mg/kg. The DRO analytical results and all practical quantitation limits (PQL) were below the 18 AAC 75.341 Method Two, Migration to Groundwater cleanup levels.
Some minor problems were noted in the Laboratory Data Review Checklist, documented, and emailed to Mr. Kisor on December 30, 2009. The CSP discussed the issues at hand via telephone the same day with Mr. Kisor and an errata sheet was supplied to the CSP to correct the problem.
The report conclusions and recommendations indicated that despite the low levels of DRO contaminant concentrations, the soils may not be left in place as a final disposal option. The ADEC must approve off-site transport of soils to any location and requires documentation indicating disposal. The CSP concurs with these conclusions and recommendations.
The CSP sent a letter this date requesting a work plan for the next phase of work to be conducted at the site. The work plan should include tasks conditionally approved in the November 4, 2009 CSP conditional work plan approval letter as well as proposals for, but not be limited to:
o Disposal of the stockpiled soil.
o Inspection of surface soils adjacent to asphalt surfaces on the property where the stockpile was located for surface staining after disposal of the stockpile.
o If found, characterization of any surface staining
o Characterization of surface and subsurface soils related to the prior removal of the diesel USTs formerly located on the site.
o An update on the status of the two drums stored on site.
The CSP requests this work plan be submitted within 60 days of receipt of this letter. |

The CSP reviewed the Design Build Consulting "2010 Proposed Corrective Action Work Plan, 439 Idaho Street, Anchorage, AK; ADEC UST Facility ID #3328; ADEC File #2100.26.167" dated 3/8/10. The work plan proposes to address characterization of two areas of concern at the site: surface soils beneath and adjacent to the existing on-site stockpile and the former USTs. The target analytes for laboratory analysis are GRO, DRO, RRO, BTEX, and PAHs. A letter was sent conditionally approving the work plan indicating that regardless of whether soil field screening sample results are greater than 0.0 ppmV, sampling was requested per the ADEC "Draft Field Sampling Guidance" dated January 2010. The letter also requested submittal of a conceptual site model and notifying the CSP prior to offsite transportation of contaminated media. |

Site Characterization Report Approved |
Reviewed a copy of the Design Build Consulting (DBC) "2010 Site Assessment and Release Investigation" dated 8/30/10 and received 8/31/10. On 7/1/10, the 1995 soil stockpile was loaded into lined and covered truck and 328.48 tons of contaminated soil was transported to the Anchorage Regional Landfill in Eagle River based on the CSP approval to transport dated 6/30/10. The report included a copy of a letter from the MOA, Solid Waste Services Dept. authorizing disposal of these soils at the landfill. Inspection of the asphalt and concrete pad upon which the stockpile sat following removal of the stockpiled soil resulted in observations of the surfaces to be intact, with no cracking, breaks, erosion, or significant disintegration.
An area 3’ beyond the edge of the asphalt and concrete pads was established and the soils within this area, a total of approximately 520 square feet, was assessed via field screening at 18” bgs and lab analyses of samples. Of 23 screening samples, 4 samples and 1 duplicate were submitted for lab analysis for GRO, DRO, and BTEX. The 4 sample locations were also analyzed for PAHs after the initial laboratory results were received. The PAH samples were taken and submitted to the laboratory on 7/23/10. The lab analyses detected DRO, toluene, and total xylenes but below their 18 AAC 75.341 Method Two Migration to Groundwater (MTG) cleanup levels. All analytical results were below the Method Reporting Limit (MRL) for each analyte.
On July 2, 2010 excavation in the location of the former USTs was completed to uncover and identify the limits of the original 1995 excavation and conduct field screening and laboratory sampling of the undisturbed soils. Mr. Garland Babcock, a former employee of Mr. Conway, provided a detailed description of the former tank dispenser locations, as well as the footprint of the 1995 tank excavation. Approximately 140 c.y. of soil were removed from the former USTs’ locations. The excavation reached 17.5’ bgs and there was no evidence of soil water saturation or ground water. Of 23 screening samples, 6 samples and 1 duplicate were submitted for lab analysis for GRO, DRO, and BTEX. These 6 samples consisted of a sample from each side wall, collected from between 5 and 10’ bgs, and 2 excavation bottom samples and a duplicate collected at 17.5’ bgs. The lab analyses detected toluene, ethylbenzene, and total xylenes but below their MTG cleanup levels. All analytical results were below the MRL for each analyte.
The soils excavated from the former location of USTs were screened after removal on 7/2/10. Of 22 screening samples taken from a minimum depth of 18“ into the stockpile, 4 samples were submitted for laboratory analysis for GRO, DRO, and BTEX. These 4 samples were randomly selected because all the screening PID values were zero. Toluene in Sample 08 was the only analyte detected in any of the lab analytical results and that value was considerably below the MTG cleanup level. All analytical results were below the MRL for each analyte.
Upon completion of soil field screening and laboratory sample collection activities, the excavation pit was partially refilled with the temporary stockpiled soil. On 7/3/10, the pit was completely refilled and compacted using the remainder of the temporary stockpiled soil. The backfilling was done prior to receiving lab sample results for the temporary stockpile.
During the 7/2/10 CSP site visit, a drum of unknown contents was found in the shed located on the property. A petroleum odor emanating from the drum was observed. The CSP informed the DBC staff and property owner about the need to properly dispose of the drum during the removal activities.
Based on the information the CSP supplied to the SPAR, IPP, Terminals & Tank Farms Section, there are no further requirements of the site by them. |

The CSP gained knowledge on 10/7/10 that prior to Mr. Conway’s departure from Anchorage on 7/4/10, the contents of the drum remaining in the building at the site was poured onto the concrete pad. Mr. Conway indicated to DBC on 10/6/10 that the drum contained approximately 3 gallons of concrete sealer (Symons Cure & Seal 1315 UV). No follow up characterization was performed of the area of the release.

Drove to the site to see whether there was an obvious area where the concrete sealer was dumped. No drums were observed on the site but was unable to access the within the property fencing. The door of the building has been boarded up to secure the building. |

Cleanup Complete Determination Issued |
The Contaminated Sites Program (CSP) issued a Corrective Action Complete without Institutional Controls Determination for the site. Petroleum contamination was confirmed associated with the removal of two 1,000-gallon diesel tanks in 1995. Diesel-range organics (DRO) was the only contaminant of concern that laboratory analyses documented above the 18 AAC 75.345 Method Two Migration to Groundwater cleanup levels. Subsequent excavation, approved soil disposal, and confirmation sampling verified that no soil remains at the site above the most stringent cleanup levels.
