Problems/Comments

1986 site assessment documented soil/groundwater contaminated by petroleum hydrocarbons. Four monitoring wells were installed. Two gasoline, one heating oil, and one used oil tank were removed in 1995 and additional contaminated soil was discovered. In 1995 180 tons of contaminated soil was excavated and thermally treated. A SVE/bioventing system was installed in September 2004 to treat the remaining soil contamination and to monitor the groundwater at the site. At the gasoline tanks up to 900 mg/kg GRO at 6 feet and up to .058 mg/kg benzene at 2 feet (northwest dispenser). At the used oil/heating oil tank excavation up to 7000 mg/kg DRO at 8 feet, 21,567 mg/kg TPH at 13 feet, 0.12 mg/kg PCE at 13 feet, and 0.13 mg/kg methylene chloride at 13 feet. A stained soil layer was identified at 12.5 feet below ground surface at the used oil/heating oil tank excavation. F.K.A. L35.02

4/23/2004 Leaking Underground Storage Tank Corrective Action Underway Approved a revised corrective action plan dated April 22, 2004 and submitted by Oasis Environmental. The plan includes five soil borings, groundwater sampling of three or four existing wells, potential installation of a replacement monitoring well if the original MW-4 is missing or destroyed. It describes a soil vapor extraction and bioventing system to be installed. Also conditionally approved an addendum to the work plan pertaining to anticipated annual groundwater monitoring and system operation, maintenance, and monitoring activities. Scott Pexton

6/7/2007 Conditional Closure Approved The Department of Environmental Conservation, Contaminated Sites Program (ADEC) reviewed the environmental records associated with the former underground storage tanks (USTs) at the Former Unocal/Short’s Texaco at 566 Bluff Road in Anchorage Alaska. This site had been contaminated by the release of a hazardous substance; however, based on the information provided to date, ADEC has determined that no further remedial action is required, and that the Former Unocal/Short’s Texaco USTs can be closed subject to the conditions outlined in the Record of Decision for conditional closure. The hazardous substance contamination has been adequately addressed and does not pose an unacceptable risk to human health or the environment. Bill O'Connell
