Problems/Comments

Soil samples and monitoring wells installed in 1986 identified soil and groundwater contamination at this active gas station site. Unocal is the former operator (from pre-1966 to 1990) of the site (Unocal 4854). New USTs and fuel handling facilities installed by Mapco in 1990. On September 5, 1990 a total of 50 cubic yards of contaminated soil was excavated from two log crib areas on the northwest and western portions of the property and thermally treated. A composite sample collected from the base of the western crib had 13,687 mg/kg TPH, and 11,731 mg/kg DRO. No samples were collected at the northwest crib area. At the same time 6 underground storage tanks were removed. The fuel piping, tank excavation, and dispenser island samples were collected that had up to 9,600 mg/kg DRO (left after piping removal), 28 mg/kg total halogens (used oil tank stockpile), and 799 mg/kg benzene (left after piping removal) in the soil samples collected. Contaminated stockpiles were also generated during the removal of the tanks, piping, and dispenser islands. On November 13-14, 1991 three soil borings were sampled and two were completed as monitoring wells. The soil boring in the west crib area had 11,000 mg/kg TPH, 5,000 mg/kg DRO, 135 mg/kg GRO, and non-detect (<0.05 mg/kg benzene) in the soil sample collected at 10-11.5 feet below ground surface (bgs). The bottom of the west crib was identified at 16 feet bgs, and soils with petroleum odors were identified from 10 to 16.5 feet bgs. Groundwater was identified at 17 to 18 feet bgs in the two monitoring wells. On September 15, 1992 110 cubic yards of contaminated soil was excavated from the west log crib area. The contaminated stockpiles were thermally treated/disposed of at the Anchorage Regional Landfill. An area of 21.5' by 10' by 12' deep was excavated. Two samples were collected at 14.5' (SC-2) and 15.5' (SC-1) bgs in the base of the excavation. Sample SC-2 on the eastern portion of the excavation had 4,740 mg/kg TPH, 914 mg/kg DRO, and non-detect BTEX. On March 8, 2000 one soil boring was sampled in the west crib area. The soil sample collected at 14 feet bgs had 489 mg/kg DRO and 817 mg/kg RRO. No soil samples were collected at the soil/water interface or the shallower depth that had identified contamination in 1991. On August 7-10, 2017 four soil borings were sampled and they were all completed as monitoring wells. Groundwater was encountered between 17 and 19 feet below ground surface (bgs). The monitoring wells have a screened interval from 10 to 25 feet bgs. The soil samples collected had up to 2,200 mg/kg DRO, 0.8 mg/kg GRO, 2,600 mg/kg RRO, 0.068 mg/kg benzene, 0.2 mg/kg ethylbenzene, 0.018 mg/kg PCBs, and 1.9 mg/kg xylenes. The rest of the compounds were non-detect or below current site cleanup levels. The Arsenic and Chromium exceeded cleanup levels but they appear to be at naturally occurring concentrations. Contamination has been identified as remaining in the two former crib areas. One of the cribs was located just to the west of the property, the other on the northwest portion of the property.

The samples were not analyzed for PAHs. Monitoring well MW2 was not sampled since a petroleum sheen and 0.2 inches of product was observed during the well development on September 5, 2017. The one monitoring well sampled MW-3 was non-detect for DRO, GRO, RRO, and BTEX. Monitoring well MW1 was not sampled since it had 0.1 inches of product. The were not able to sample monitoring wells MW-2 (blocked by ice) and MW-4 (covered with snow). Up to 1.7 mg/l DRO, 1.0 mg/l RRO, and 2.0 ug/l Chloroform (which was not detected in the QA samples) in the monitoring wells sampled. The other VOCs, EDB, and GRO were non-detect. The samples were not analyzed for PAHs. The monitoring wells were sampled after purging with a bladder pump within the top foot of the water column. ADEC sent request for the missing 8260 naphthalene results for this and any other GHD sites and that the naphthalene results be included on the monitoring event and historical data tables for all of those sites. 3/17/2020 Document, Report, or Work plan Review - other DEC reviewed 2020 groundwater sampling plan and provided the following comments: For all future monitoring events please make sure that the field notes document the measurement of the pump intake that is within the top foot of the water column at the time of the sampling unless the top of the well screened interval is deeper, then in that case from the top foot of that screened interval. For all future monitoring events any monitoring well where BTEX or HVOC sampling is proposed it needs to be the full VOC (method 8260) list, including naphthalene. The field QC samples are per day of sampling at a site. For all future monitoring events all reports be submitted within 60 days of the sampling and the groundwater monitoring figure include a diagram showing historic groundwater flow directions. For all future monitoring events if a monitoring well is low yield and purges dry then a sample will still need to be collected that monitoring event once the monitoring well has recharged to approximately 80% of its pre-purge volume. If it has not returned to 80% of its pre-purged volume during that sampling day DEC requests that you return to the site early the next day to attempt to collect the water sample. DEC also requested for the next two monitoring events to add PAH analysis for all monitoring wells to be sampled. Robert Weimer

5/4/2021 Document, Report, or Work plan Review - other 2021 First Quarter Groundwater Monitoring event was conducted on March 23, 2021. Groundwater samples were collected from monitoring wells MW-1, MW-2 and MW-4. MW-3 could not be sampled due to the well vault being flooded and frozen over. Samples were submitted to the laboratory for GRO, DRO, RRO, and VOC analysis. Two sample containers from MW-4 were broken during shipment to the lab.
