Problems/Comments

Contamination has been attributed to tank overfills. The remaining volume of contaminated soil that is unexcavatable due to proximity to foundation is estimated at 75 cubic yards. During Release Investigation, samples detected toluene, ethylbenzene, and xylene contamination but below ADEC cleanup levels. GRO and DRO was above at 515 and 2,400 mg/Kg, respectively. Tank removal site assessment soil sample results indicated RRO contamination below cleanup levels. GRO (2,450 mg/Kg), DRO (12,100 mg/Kg), toluene (27.6 mg/Kg), ethylbenzene (24.2 mg/Kg), and xylene (131 mg/Kg) contamination above ADEC cleanup levels. GW samples collected from MW1 and its duplicate indicated the presence of GRO, toluene, ethylbenzene, and xylenes but below cleanup levels.

8/5/2003 Leaking Underground Storage Tank Release Confirmed - Petroleum LUST Site created in CSP for source area ID 77829 (Added by System). During removal of a 500-gallon emergency generator diesel UST and replacement with a new AST, a second, older, and previously unknown, diesel fuel tank (UST #2) was discovered. There was no contamination discovered attributable to the newer UST (UST #1). However, the older UST had petroleum hydrocarbon contamination exceeding ADEC cleanup levels. Contamination has been attributed to tank overfills, indicated by observable staining around the fill pipe. Field screening indicated the presence of petroleum contamination beneath the point where the supply line intersected the building. Four soil borings taken indicated contamination up to 2,450 mg/kg GRO, 12,100 mg/kg DRO, 27.6 mg/kg toulene, 24.2 mg/kg ethylbenzene, and 131 mg/kg total xylenes. One GW sample indicated precence of petrolem constituent below ADEC cleanup levels. There is no DW well on site. Complete excavation of the contaminated soil was not possible due to the close proximity of the older UST to the building foundation. Contamination was found to attenuate below cleanup levels at the 15' depth. The remaining volume of contaminated soil is estimated to be located down to 15 feet bgs at 75 cubic yards. David Allen

4/28/2004 Underground Storage Tank Site Characterization or Assessment After review of ADEC the Oasis "Site Characterization Report, GCI Network Facility, 23554 The Clearing Drive, Eagle River, AK, ADEC UST ID #3461" dated 12/16/03, the following site information has been determined. Contamination has been attributed to tank overfills. Field screening indicated the presence of petroleum contamination beneath the point where the supply line intersected the building. Contamination was found to attenuate below cleanup levels at the 15' depth. The remaining volume of contaminated soil is estimated at 75 cubic yards. During Release Investigation, sample SB01 8-9', SB02 8', and SB012 13', all detected GRO, DRO, toluene, ethylbenzene, and xylene contamination but below ADEC cleanup levels except SB01 8-9' had GRO and DRO above at 515 and 2,400 mg/Kg, respectively. Tank removal site assessment soil sample results indicated DRO and RRO contamination below cleanup levels. Sample S1 had xylenes present but below cleanup levels. Sample S5 had DRO and RRO contamination below cleanup levels. Sample S7 had detected RRO contamination below cleanup levels but GRO (2,450 mg/Kg), DRO (12,100 mg/Kg), toluene (27.6 mg/Kg), ethylbenzene (24.2 mg/Kg), and xylene (131 mg/Kg) contamination above ADEC cleanup levels. 5/6/2004 Long Term Monitoring Established Staff Henry reviewed the Oasis "Site Characterization Report, GCI Network Facility, 23554 The Clearing Drive, Eagle River, AK, ADEC UST ID #3461" dated 12/16/03. In a letter this date, staff Henry reiterated the report recommendations of semi-annual GW monitoring and development of a workplan to address the remaining soil contamination. Staff Henry approved semi-annual GW monitoring and indicated that he looks forward to receiving a workplan that details remedial action for contaminated soil at the site. Additional information requested was how far is the site from Eagle River and what is the proximity of the site to the nearest drinking water well and in what direction is the well(s) from the plume, e.g. down gradient. 12/7/2005 Update or Other Action Performed well search using WELTS. One nearby well is 20' deep. Another is 60'. Reranked the site using the AHRM. Residences located within 500' of the site. Changed Population Proximity Response from 2 to 1 resulting in its value changing from 0.5 to 1. Drinking water wells within 500'. Changed Population Proximity Response from 3 to 2 resulting in its value changing from 0.4 to 0.8. Previous score was 11.2, new score is 18. Priority changed from Low to Medium. Bill Petrik
12/12/2005 Update or Other Action Received a phone call from Darci Bowers of Oasis in response to a voice mail I left with her on 12/7/05. Darci said that she has not received any response from GCI in regards to the 5/6/04 letter that Eric Henry sent to GCI with a cc to her. She does not wish to receive any ccs from ADEC of correspondence sent to GCI in the future. Bill Petrik
6/5/2006 Update or Other Action Talked to Troy Crow and Clyde Raymer of GCI Maintenance. Asked if they received the department's letter dated 1/12/06 and they said they had and mailed a response. The program has no record of the letter or receiving the letter in the file. Mr. Raymer said that he would call and fax a copy of their response to the office. Bill Petrik
4/19/2007 Document, Report, or Work plan Review - other The Contaminated Sites Program (CSP) sent a letter in response to a review of the "Supplemental Remedial Investigation Work Plan" dated and received via email on April 6, 2007, for the GCI Network Facility located in Eagle River. The work plan was approved and calls for installing an additional two monitoring wells, sampling soils during drilling and sampling ground water upon completion. Boring locations depicted in the work plan may change based on access for a drilling rig to the property. The soils and ground water will be sampled for gasoline range organics, diesel range organics, benzene, toluene, ethylbenzene, and total xylenes. Also requested were a Conceptual Site Model, a Laboratory Data Review Checklist, and a reminder of Cost Recovery. Bill Petrik
7/13/2007 Underground Storage Tank Site Characterization or Assessment Reviewed select data from the Oasis report "GCI Network Facility 2007 Supplemental Release Investigation" supplied by Cody Black in an email in order to base a decision on the disposal of investigative derived wastes (IDW) on. The analytical results for soil and GW samples was all ND for DRO and BTEX. The lab did not run GRO for the soil. Nonetheless, based on the ND results for DRO in soil, verbal permission was granted to dispose of IDW soil and water wastes on site. Bill Petrik
12/7/2007 Update or Other Action Received a copy of the Oasis Environmental "Final 2007 Supplemental Remedial Investigation Report" dated December 5, 2007. Two GW wells were installed, collection of subsurface soil samples, and two quarterly GW monitoring events of the three on-site groundwater MWs were performed, in efforts to determine contaminate concentration trends, flow direction, and gradient in site groundwater. GW was found to flow S to SW. Contamination above ADEC cleanup levels was not detected in the soil or GW. Bill Petrik

10/1/2009 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program, has completed a review of the environmental records associated with the GCI Network Facility. Based on the information provided to date, the ADEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment, and no further remedial action will be required as long as the site is in compliance with established institutional controls. Groundwater Use Restrictions Installation of groundwater wells at this site will require coordination with ADEC.
Other The GCI shall report to ADEC every five years to document land use, or report as soon as they become aware of any change in land ownership and/or use, if earlier.
When Contaminated Soil is Accessible, Remediation Should Occur The soil contamination located under the buildings is currently inaccessible. When the building is removed and/or the soil becomes accessible, the soil must be evaluated and contamination addressed in accordance with an ADEC approved work plan.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
