Problems/Comments

Fuel releases from an underground storage tank system probably occurred at he site sometime in the mid-1970s. Contamination associated with the fuel releases was reported in the on-site drinking water well in the mid-1980s. Site investigations confirmed that elevated hydrocarbon constituents were present in the soil and groundwater. Source of contamination was determined to be gasoline.

11/1/1988 Site Visit FI; Woodward-Clyde installed two monitoring wells and 14 gas probes. Soil samples were analyzed by EPA 8020 and had total BTEX which ranged from 0.025 to 8.9 ppm. Total BTEX concentrations for the water samples were 1.9 and 52,300 ppb. Woodward-Clyde submitted a report in May 1989. Former Staff

7/1/1989 Site Visit FI; In July 1989, ADEC contracted Hart Crowser to further characterize the site. The investigation consisted of subsurface soil sampling, monitoring well installation, well point installation, well development, groundwater sampling, and a survey of well elevations. The report indicated a dissolved BTEX plume extending northwest from the pump island and USTs of the former service station. This was the suspected primary source of contamination. No measurable free product layer was present at the time of field work. Two of the four soil borings showed hydrocarbon contamination. For the soil samples, TPH ranged from 4.6 to 2730 ppm and total BTEX ranged from non-detectable to 90.4 ppm. Two of the six new monitoring wells showed contamination of 6400 and 8465 ppb total BTEX. 6/2/1990 Site Visit FI; Three additional monitoring wells were installed by Shannon & Wilson. These wells and previously installed wells were purged and sampled. Trace levels of BTEX were detected in each of the soil borings. Total BTEX ranged from non-detectable to 1.23 ppm. Four of the monitoring wells showed elevated levels of BTEX, which ranged from 655 to 14,472 ppb. Benzene levels ranged from 6.2 to 150 ppb. Two water samples showed 65 and 61 ppb lead. Former Staff

Description Details
Excavation / Soil Movement Restrictions Excavation activies are to be reported and ADEC approval obtained for areas of residual contamination. ADEC approval required prior to excavating in areas of residual contamiantion.
Advance approval required to transport soil or groundwater off-site. Standard condition.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
Groundwater Use Restrictions No groundwater wells may be installed on this property without the review and approval of ADEC.
Maintenance / Inspection Of Engineering Controls The owner/operator of this property shall make a good faith effort to preserve the groundwater monitoring wells (MW-2, MW-4, MW-7, MW-9, MW-10, SPG-2, SPG-4, and 22.5-90-3) for future groundwater quality monitoring. In the event any monitoring wells are damaged, the property owner/operator shall, upon knowledge, notify ADEC promptly so that a timely determination can be made on the repair or replacement of any damaged wells.
Periodic Review Every two years.
Other The owner/operator of this property shall allow reasonable access to the property to ADEC (and its contractors) to perform contamination investigation, assessment, monitoring, and/or cleanup operations in response to residual soil and groundwater contamination. ADEC or its agents may periodically conduct groundwater sampling at this site. If ADEC determines that groundwater quality meets the applicable groundwater cleanup levels and no further groundwater monitoring is required, ADEC will decommission the remaining groundwater monitoring wells.
