Problems/Comments

Heavy metals contamination in mine waste tailings piles. Cabin Creek is on the impaired water body list (303 d) impacted by the tailings.

NPS is proposing to reestablish existing mine drainage around tailings pile to reduce/mitigate impacts from metals leaching from the pile. CS staff supports this work. 9/20/2007 Meeting or Teleconference Held Met with NPS project manager Linda Stromquist at the NPS HQ in Anchorage. Linda provided 2007 water quality samples from Cabin Creek, discussed the history of environmental restoration at the site, and the potential for shared NPS and DEC actions to achieve restoration objectives. 9/19/2010 Document, Report, or Work plan Review - other Received August 2009 "Supplemental Site Investigation Report". In phone call with Greg Nottingham DEC informed NPS that the environmental work appeared to have proceeded without an approved workplan. Required data validation reports, laboratory checklists and other required data support documentation was not provided. NPS said that when using their CERCLA authority workplan approval under state laws and regulations is not required. ADEC requested the sampling and analysis plan and data validation reports to support the data provided. Fred Vreeman

The document claims: "This document fulfills the requirements for the BHHRA as described in the U.S. Environmental Protection Agency’s (EPA's) Guidance on conducting Non-Time-Critical Removal Actions under CERCLA, and as required by the National Contingency Plan (NCP, 1994)." Information submitted was not sufficient to perform a full review of the draft document, and all work described was performed without the workplans required under 18 AAC 75 and the Risk Assessment Procedures Manual (RAPM). The document states: "Data were provided by The Johnson Company of Montpelier, Vermont, in the form of electronic spreadsheets in Microsoft Excel format. These data are included in the Tables attachment of the Engineering Evaluation/Cost Analysis (EE/CA) Report. Both EPA and ADEC have requested additional information. No workplan approval for the sampling and assessment is on file. The documents submitted did not contain sufficient information to evaluate the data or conclusions. Fred Vreeman

4/26/2016 Meeting or Teleconference Held In meeting with NPS Nabesna Mine was specifically discussed. NPS remedial project manager said CERCLA sites like this are handled under a CERCLA program, however the region will now handle it instead of the Denver office. DEC inquired on the status of PRP discussions with private landowner. NPS had no further information. Follow up and communication with private owner is required. Fred Vreeman
3/3/2017 Meeting or Teleconference Held A teleconference was held between DEC, EPA and NPS to discuss the status of Nabesna Mine. Wrangall St. Elias National Park has recently prioritized cleanup at Nabesna Mine and is in the process of identifying the next steps to move forward with cleanup. One challenge is that the current landowner is unknown, as the previous landowner passed away in 2013, and the company that owned the mine was involuntarily dissolved by the State of Alaska. 6/26/2017 Meeting or Teleconference Held NPS officials from the Contaminated Sites Program in Denver and from the regional office in Anchorage traveled to Nabesna and Kennicott mines to develop a strategy for investigation and remediation of the mines. DEC participated in a preliminary meeting to share information on the each agency's contaminated sites program and broad vision for the future of the sites. Joy Whitsel
