Problems/Comments

Station closed in 1988. Underground storage tanks and 800 cubic feet of contaminated soils removed from site in 7/88. Groundwater contamination is being monitored to determine if future remediation is required. Groundwater contamination plume begins in the former underground storage tank area and continues to the SW in the direction of groundwater flow. The plume has reached the western edge of Minnesota Drive and is about 109 feet wide and 300 feet long. Sample MW-4 taken on 7/11/90 had 0.412 ppm benzene. Sample MW-7, at the SW edge of the plume, taken on 7/11/90, had 0.0074 ppm benzene.

The plume of contamination is about 300 feet long, 100 ft. wide and extends SW of the site in the direction of groundwater flow. Sample MW-4, taken on 11/13/89, had 0.519 ppm benzene. 9/8/2004 Leaking Underground Storage Tank Corrective Action Underway Holiday will be assuming responsibility for investigative and remediation activities at all former Williams Express Stores, but legal responsibility is divided by store. Holiday has renumbered their stores as: 5001=601; 5002=602; 5005=605; 5005=605; 5006=606; 5007=607; 5008=608; 5010=610; 5014=614; 5016=616; 5018=618; 5024=624; 5025=625; 5030=630; 5031=631; 5050=650. While Holiday will oversee the work at the former Williams’ stations, these sites remain the responsibility of Williams. 6/9/2006 Conditional Closure Approved Based on the information provided to date, ADEC has determined that the former Williams Express Site (WES) #5015 shall be conditionally closed since the hazardous substance contamination has been adequately addressed and does not pose an unacceptable risk to human health or the environment. 6/9/2006 Institutional Control Record Established ADEC has determined that the cleanup actions employed at WES #5015 were effective in removing a majority of the contaminant source material and a conditional closure is appropriate for the site. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action is required. This determination is subject to the following conditions: 1. A deed notice (Notice of Environmental Contamination) shall be recorded in the State Recorder’s Office that identifies the nature and extent of contamination at the property and any conditions that the owners and operators are subject to in accordance with this decision document. A copy of the recorded notice shall be provided to ADEC within thirty (30) days of its recordation 2. An institutional control will be recorded on the ADEC database that identifies the nature and extent of the contamination remaining on the site. 3. ADEC shall be notified prior to off site transport of soil or groundwater in accordance with 18 AAC 78.274(b). 4. Annual groundwater monitoring shall be required in accordance with an ADEC approved monitoring plan. Monitoring wells MW-3, MW-4, MW-7, and MW-9 will be sampled for benzene, toluene, ethylbenzene, and xylenes. 5. Monitoring well MW-5 and any other unnecessary groundwater monitoring wells shall be decommissioned in accordance with accepted practices. 6. Groundwater wells will not be installed on this property without prior approval from ADEC. Bill O'Connell
6/9/2006 Institutional Control Record Established Notice of remaining contamination- Soil contaminated with benzene above the ADEC Table B1 cleanup level remains in the former tank excavation along the northeast side near Northern Lights Blvd. Soil was left in place after excavation encountered buried utilities. 6/11/2012 Update or Other Action Made first attempt to contact Walgreens regarding construction/development activities at this location, which was formerly a Johnson Tire Service Store (CC in 1998). The new address is 2839 Minnesota Drive and includes the former properties from the adjacent strip mall. Twenty supersacks of material were observed at this location and CSP had not been contacted about plans to move soil. The excavated material was later determined to be associated with the former Johnson Tire Service facility and approval was obtained from Bill O’Connell to transport and dispose. Keather McLoone
