Between September 13 and 19, 1995 nine underground storage tanks, and associated piping and dispensers were removed and assessed. Groundwater was encountered at 15.5 feet below ground surface. Up to 23,800 mg/kg DRO, 5,194 mg/kg GRO, 65.6 mg/kg benzene, and 540 mg/kg Lead remain in the in-situ soil at the site. 50 tons of diesel contaminated soil, 30 tons of gasoline contaminated soil, and 20 tons of used oil contaminated soils are currently stockpiled at the site. |

June 14, 2006 groundwater monitoring event. Up to 0.306 mg/l benzene, 31.5 mg/l GRO, and 2.21 mg/l DRO in the groundwater of the three monitoring wells sampled. Contamination levels increased in monitoring wells MW-3 for benzene and MW-4 for DRO from the previous monitoring event. Depth to water was 9.45 to 11.90 feet below ground surface. Groundwater flowed towards the west. Historically the groundwater has flowed to the southwest and northwest. On June 15, 2006 the system was adjusted from sparging and vapor extracting only AS-2/SVE-2 and AS-3/SVE-3 to AS/SVE wells 1, 4, 5, and 6 which resulted in a significant increase in SVE flow rate and contaminant concentration in the vapors according to the report. The air sparge/vapor extraction system (AS/VES) was operating 24 hours a day. An estimated 0.01 pounds of benzene and 2.57 pounds of GRO are being removed per day based on the June 19, 2006 air sample collected from the AS/VES system. No drinking water wells were sampled this monitoring event. |

On August 7, 2009 received at report of the June 18, 2009 groundwater sampling of six monitoring wells (MW-2, MW-3, MW-4, MW-5, MW-7, and MW-9), and two drinking water wells (3801 McCain Loop Road and 3609 Spenard Road). They could not get access to sample the drinking water wells at 3737 McCain Loop and 1204 Willshire Avenue. Up to 470 ug/l benzene, 1640 ug/l ethylbenzene, 49 mg/l GRO, and 3.85 mg/l DRO were found in the monitoring wells sampled. Monitoring well MW-4 had the highest concentrations of benzene and GRO since it was installed in 1997. The two drinking water wells were non-detect for VOC's, GRO, and DRO. Depth to water was 9.31 to 11.38 feet below ground surface. Groundwater flow direction was toward the west. Three of the monitoring wells and two of the drinking water wells were not sampled during this event.

CIHA submitted a November 22, 2013 Groundwater and Drinking Water Sampling Plan. The plan proposes to sample the on and off property monitoring wells and drinking water wells in the Fall of 2014 to supplement the Fall 2013, Spring 2014, and Summer 2014 sampling events being conducted under the EPA Targeted Brownfields Assessment (TBA).
DEC requested that CIHA submit a revised work plan by February 1, 2014 that includes the following information/modifications:
1. As per item 17 in the PPA a written cost estimate needs to be included with any work plan. Please provide this with the revised work plan.
2. Because we do not have the results of the Fall 2013, Spring 2014, and Summer 2014 sampling events the Fall 2014 sampling event needs to include the same sampling proposed for the Summer 2014 sampling event in Table 1 of the work plan.
3. Once we have the results of the site sampling through the Summer 2014 you can propose for DEC review and approval a reduction in the monitoring for the Fall 2014 event. Any reduction will be based on a review of all site sampling, not just the results of the Summer 2014 sampling event.
4. Sample Collection Methods – The submersible pump intake needs to be as close as possible to the surface of the groundwater in each monitoring well. This needs to be demonstrated in the field notes and the monitoring report.

On October/November 2013 eleven borings (SP01 through SP11) and four monitoring wells (MW-15 through MW-18) around the property were installed and sampled. Groundwater samples were collected from temporary well points in the eleven soil borings, and fourteen monitoring wells (MW-1 through MW-5, MW-7, MW-9, MW-10, and MW-13 through MW-18). Groundwater flow direction was west by northwest. Up to 42.3 mg/kg Chromium, 13.3 mg/kg Naphthalene, 0.023 mg/kg PCBs, 2,400 mg/kg DRO, 6,100 mg/kg RRO, 8,300 mg/kg GRO, 1,300 mg/kg 1,2,4-Trimethylbenzene, 430 mg/kg 1,3,5-Trimethylbenzene, and 5.9 mg/kg benzene in the soil samples collected. Up to 8.5 mg/l DRO, 11 mg/l RRO, 87 mg/l GRO, 4.8 mg/l 1,2,4-Trimethylbenzene, 19.2 ug/l lead, 11 ug/l 1,2-Dichloroethane, and 2,200 ug/l benzene in the groundwater samples collected. The report also identified large areas of petroleum surface staining on the property. |

Reviewed Work Plan for Interim Removal Action and Soil Disposal, Former Olson’s Tesoro. During demolition work at the site, two hydraulic rams were discovered under the concrete slab at the former shop. Based on evidence of petroleum contamination, approximately 35 cubic yards of contaminated soil was excavated and stockpiled. Excavation confirmation samples collected from 3-5 feet bgs as well as samples of the stockpiled soil contained concentrations of DRO, RRO, benzene, PCE, and TCE above ADEC soil cleanup levels. One sample from the stockpile also contained lead at 599 mg/kg and is being tested for TCLP lead to evaluate disposal options. None of the soil is considered listed waste under RCRA based on reported discussions with EPA Region X. The Work Plan proposes removing additional contaminated soil from the hydraulic ram area and disposing of all soil at an approved facility, based on characterization. Excavation will focus on the top 5 feet of soil to prepare for future development activities, however excavation may extend to 10 feet bgs. The Work Plan states that impacted soil is likely to remain following the removal activities. Confirmation soil samples will be collected from the limits of the excavation in accordance with the Field Sampling Guidance. Contaminated soil will be transported offsite for disposal based on sampling results. |

Reviewed Work Plan for Limited Removal Action and Soil Disposal at the former Olsons #1/Alpina site. The objectives of this project are to excavate chlorinated solvent contaminated soil from near a hydraulic ram at the former shop, excavate petroleum and solvent contaminated soil from the top 5 feet from several areas and characterize and dispose of 25 cubic yard stockpile generated during previous activities at the site. Chlorinated compounds above the cleanup level in soil will be removed from an approximate 600-800 square foot area near the former hydraulic ram as defined by previous site investigations. The depth of the excavation is estimated at 5-10 feet and the total volume of soil to be excavated is estimated at 80-110 cy. The excavation base and sidewalls will be screened in the field and sampled to evaluate remaining contaminant concentrations. Samples will be analyzed on a rush basis and additional soil will be excavated if contamination remains. If not, the excavation will be sampled per the 2016 Field Sampling Guidance. Stockpiled soil resulting from the excavation will also be sampled per the Field Sampling Guidance. Excavation will also occur at two hot spot areas identified during previous investigations near borehole locations PB10 and GB-08 to a depth of approximately 5 feet. The 25 cy stockpile currently on site will be sampled for disposal at the Anchorage Regional Landfill (ARL) be collecting one composite sample. Disposal options for additional soil excavated during these activities will be determined after excavation is complete and may include disposal at ARL, thermal treatment, or disposal at an out-of-state RCRA subtitle D landfill. |

Reviewed Additional Site Characterization and Interim Removal Action report for 3607/3609 Spenard Road. Activities included the installation and sampling of one new monitoring well, MW-19 and the sampling of existing well MW-14, advancing and sampling soil borings, and the excavation of contaminated soil associated with two hydraulic rams beneath the former Shop Building. Soil borings were advanced and sampled to enhance the understanding of the extent of soil contamination at the former dry well, at an area north of the former Shop, near the primary UST source area, and near an area where contaminated soil had been previously excavated.
The initial excavation of contaminated soil from beneath the former Shop included the removal and stockpiling of approximately 45 cubic yards of visibly contaminated soil. Confirmation samples indicated petroleum hydrocarbons and chlorinated solvents remained in soil above cleanup levels at the base and south sidewall of the initial excavation. Additional excavation removed another 20 cy of contaminated soil. Confirmation samples collected from the base and sidewalls following the final excavation contained DRO up to 1,220 mg/kg, PCE up to 0.672 mg/kg, and TCE up to 0.049 mg/kg. Due to the presence of chlorinated solvents and elevated petroleum concentrations, excavated soil was disposed of at Columbia Ridge Landfill in Oregon.
New monitoring well MW-19 was installed across Chugach Way from the site to delineate the extent of groundwater impacts in this direction and groundwater samples were collected from the new well and also MW-14 located on the downgradient edge of the plume across Spenard Road. A soil sample collected during the installation of MW-19 did not contain contaminants above cleanup levels. Groundwater samples contained benzene above the cleanup at MW-14 (0.009 mg/l) and at MW-19 (0.0118 mg/l)
Fourteen soil borings were advanced and sampled at several locations in an effort to better understand contaminant distribution at the site. Samples collected from these boreholes indicated petroleum and solvent contamination remains at the location of the former drywell beneath the former building and petroleum contamination remains north of the former Shop Building, in the vicinity of the former UST excavation and in other discrete areas.

Reviewed Limited Removal Action Report for 3607 and 3609 Spenard Rd. The objectives of the project were to excavate near surface soil contaminated with chlorinated compounds (primarily tetrachloroethylene or PCE) and/or petroleum from several source areas. At the former hydraulic ram area, approximately 250 cubic yards (cy) of soil contaminated with petroleum and chlorinated compounds was excavated and stockpiled onsite. Confirmation samples contained TCE and petroleum compounds above cleanup levels in base and sidewall samples. Hotspot excavations were conducted at 5 discrete locations. At former Boring GB-08, 10 CY of PCE contaminated soil was excavated and stockpiled onsite. Confirmation samples contained PCE above the cleanup level in in sidewall samples. At former Boring PB10, 40 cy of petroleum contaminated soil was excavated and stockpiled onsite. Confirmation samples did not contain contaminants above cleanup levels. At former Boring GB-09, 10 cy of petroleum contaminated soil was excavated and stockpiled onsite. Confirmation samples did not contain contaminants above cleanup levels. At former Boring PB7, 5 cy of petroleum contaminated soil was excavated and placed into a container for offsite disposal. Confirmation samples contained DRO above the cleanup level. At former Boring PB2, 10 cy of petroleum contaminated soil was excavated and stockpiled onsite. Confirmation samples contained DRO and RRO above the cleanup levels. Contaminated soil was disposed of at Anchorage Regional Landfill if suitable, otherwise soil was disposed of at Columbia Ridge Landfill in Oregon. |

Reviewed 2016 Quarterly Monitoring Report for 3607 and 3609 Spenard (aka Olson’s #1, Alpina). Activities included the replacement of monitoring well
MW-14 with MW-14r which was destroyed during construction activities at the site and the collection of groundwater samples from up to four wells on three occasions, April, July, and December. First quarter results from 2016 were submitted previously. Samples were collected from MW-5, MW-14, MW-14r, MW-15, and MW-19. MW-15 nearest to the source areas contained petroleum and solvent contamination at concentrations above groundwater cleanup levels on the two occasions it was sampled in April and June. Downgradient wells MW-5 and Mw-14r did not contain contaminants above groundwater cleanup levels during the December sampling event.

Reviewed 2016 Field Screening and Soil Disposal Report from Former Olson’s Gas Services Store #1. The report documents the removal, field screening and disposal of contaminated and clean soil generated during site grading activities. The objective of soil removal was to prepare the site for redevelopment. Field work was conducted from July through October 2016. Approximately 2,100 cubic yards of soil was separated into 18 individual stockpiles that were field screened and sampled to characterize the soil for disposal. Approximately 500 cy of clean soil was used to backfill open excavations, 820 cy of petroleum contaminated soil was transported to ASR for thermal treatment, 320 cy of solvent and petroleum contaminated soil was transported to ASR for thermal treatment, and 465 cy of clean soil was disposed of at the Anchorage regional landfill. Soil containing solvents that was treated at ASR was sampled for dioxins after treatment. Dioxins were not detected above the DEC cleanup level. |

Reviewed April 2017 Groundwater sampling and monitoring well decommissioning report. One sample was collected from monitoring well MW-14r. After data indicated that contaminant concentrations were below cleanup levels, DEC gave approval to decommission all remaining monitoring wells at the site. All remaining wells were located and decommissioned except MW-15, which is presumed to have been destroyed during site grading activities. |

The Alaska Department of Environmental Conservation, Contaminated Sites Program (DEC) has completed a review of the environmental records associated with the Tesoro - Olson Gas Services Store #1 located at 3607 Spenard Road in Anchorage, Alaska. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required as long as the institutional controls are maintained and effective and no new information becomes available that indicates residual contamination poses an unacceptable risk. |
