Problems/Comments

Groundwater and soil treatment addressing the gasoline contamination has been underway since 2/19/90. ADEC requesting assessment of soils left in place when the waste oil "pit" was excavated. Excavated soils from this pit contained trichloroethane and tetrachloroethylene. Groundwater is at about 6 feet and flows towards the west to southwest. No private wells were identified 1/4 mile downgradient of the site. 3 private wells identified upgradient. A perforated storm sewer south of the property is believed to receive groundwater discharge from the shallow aquifer affected by the site contamination. This storm sewer discharges to Ship Creek. 1/30/2004 Update or Other Action ADEC sent a letter to Lena Savile of M L& P approving the December 2003, Groundwater Monitoring report for the maintenance facility located at 1121 E. 1st Avenue, in Anchorage. Results show elevated levels of trichloroethene (TCE) and tetrachloroethene (PCE) with maximum concentrations of 0.0118mg/l TCE and 0.0359 mg/l PCE. These levels exceed the applicable clean up levels of 0.005mg/l TCE and 0.005 mg/l PCE. Continued quarterly groundwater monitoring was requested. ADEC suggested the submission of one report regarding the next two sampling events however ADEC must be notified within 72 hours of any irregular results. Beatrice Egbejimba

8/24/2004 Update or Other Action On 8/24/04, Sundet met with Lena Savile of ML&P to discuss ML&P contaminated sites including the May 04 groundwater report for the site at 1121 E. 1st Ave. Based upon the discussion that no recommendation or requests were made in the report and that further groundwater monitoring will occur, no written response was deemed necessary. The report showed that at MW B2 TCE (at 0.0150 ppm) and PCE (at 0.0346 ppm) were above Table C cleanup levels. Rich Sundet

9/30/2008 Site Characterization Report Approved Received July 2008 groundwater monitoring report for 1121 East 1st Ave. One sample was collected from monitoring well B-2, located in the former source area and analyzed for VOCs by 8260. TCE was detected at 0.0206 mg/l and PCE was detected at 0.0438 mg/l, above the Table C cleanup level of 0.005 mg/l for each. These concentrations are consistent with previous data. In a separate investigation, the EPA installed well points west of the former waste oil tank to evaluate the former tanks contribution to vinyl chloride contamination found downgradient during the ARRC RI. The results of the investigation indicate the solvent contamination from the waste oil tank degrades rather quickly and the contaminant plume is generally attenuated a short distance from the source area and is not responsible for the vinyl chloride plume.
