Site Visit |
Department staff inspected the facility to follow up on a complaint concerning the floor drain system and its associated used oil tank. It was apparent that the oil/water separator were not functioning properly. It appeared that the separator had been altered to the point that oily waste was being discharged directly into the municipal sewer system and into the subsurface soil. Soil beneath the concrete slab, adjacent to the oil/water separator, was visibly contaminated with petroleum products. Verbal recommendations were provided during the inspection including hiring a qualified person or firm to conduct an assessment to determine the full extent and magnitude of the contamination which has resulted from discharges associated with the floor drain. The results are included in the report "Site Characterization, Pacific Motors, Inc., Interair S/D Lots 10 and 11, Anchorage, Alaska, Pacific Mitsubishi: 4904 Old Seward Highway and European Motors: 4908 Old Seward Highway, Anchorage, AK 99503", dated 8/14/03. The results showed low levels of soil and groundwater contamination. It was questioned if contaminated groundwater is moving off site, so additional groundwater sampling during August 2003 was completed to show a possible decrease in contaminant levels. Additional Site Characterization/ Release Investigation was performed. The groundwater sampling showed that contaminant levels are decreasing during high water events. "Ground Water Sampling Results; Pacific Mitsubishi, ADEC File No. L55.34; European Motors, ADEC File No. L55.40" report dated 7/6/04, received by the department 7/26/04. In addition, staff Henry conducted a telephone conversation on 7/16/04 to discuss the submitted groundwater monitoring report with consultant. The consultant is requesting site closure. The consultant also requests permission to remove MW from the PM property. Sampling suspension at monitoring wells MW-1 and MW-3 on the Pacific Mitsubishi site are approved but are not to be decommissioned or removed. Soil at the site remains above cleanup levels. Soil under buildings at both sites has not been characterized. Further work needs to occur prior to DEC considering these sites as closed. Therefore, site closure cannot be granted at this time. DEC requests that continued groundwater monitoring of MW-2 and MW-4. MW-2 should be sampled for lead and MW-4 for DRO and RRO. Samples should be collected in the spring of the year around highest groundwater levels. Site closure can be considered by DEC when at least two consecutive sampling events show that DRO levels are below applicable 19 AAC 75.345 Table C cleanup level. |

The department reviewed a Watkins Engineering, Inc. (WEI) letter dated 9/21/05 that requested permission to decommission monitoring wells MW 3 on the Pacific Mitsubishi site and MW 5 on the European Motors site, and its 8/1/05 dated report "Ground Water Sampling Results, Pacific Mitsubishi, ADEC File No. L55.34, European Motors, ADEC File No. L55.40". DEC reviewed the WEI 9/21/05 emailed and facsimiled request from Cindy Ellis to decommission MW-3 and 5. CSP has no objection to decommissioning MW 3 in accordance to the WEI proposal. However, CSP does not approve of decommissioning MW 5 at this time because it has exceeded DRO cleanup levels of 1.5 mg/L in two of those three years. The yearly DRO sampling results were 2.37 mg/L, 1.27 mg/L, and 1.66 mg/L in 2003, 2004, and 2005, respectively. Monitoring is required until cleanup levels are consistently met. In addition, monitoring wells provide information on groundwater flow direction and this may yet be needed. The department requests that a report describing the decommissioning process, which is scheduled to occur in September 2005, and timing of MW 3 be provided within 60 days of decommissioning. DEC also requested further annual monitoring in spring 2006 at MWs 2, 4 and 5 for DRO and also for lead at MW 2 because of levels above Table C that were reported in the 8/1/05 dated report. MW-4 does not need sampling for RRO because data has showed a significant downtrend to non-detectable levels. |

Sent a letter to European Motors/Pacific Mitsubishi in Anchorage denying a request to change the monitoring well sampling date from May/June to October due to encountering a freeze up of their MWs for this May’s attempted sampling event. Sampling in the past has taken place in the late spring without problems. This time of year was chosen due to annual high water levels. If freeze ups occur in the future the program requested that the consultant continue to revisit the site until the wells have thawed. The site is in conditional closure and the program wishes to maintain consistent sampling time periods to facilitate fair comparison of annual results. The letter also contained a summary and reiteration of department site reporting requirements. |
