Problems/Comments

Gasoline and diesel tanks removed from the ground in December 1989. Site assessment report not received until November 1992. Ten cubic yards of contaminated soil removed and stockpiled off property at the 240 West 68th Avenue facility. Four samples were collected from the tank excavation and had 8.31 mg/kg to 117 mg/kg TPH by method 418.1. UST and soil cleanup level regulations were not in place at the time of UST removal.

Action Information

Action Date Action Description DEC Staff
12/30/1989 Underground Storage Tank Site Characterization or Assessment Site assessment report. Tank excavation may meet TPH cleanup levels, but 10 cubic yard stockpile exceeds site cleanup levels. Four samples were collected from the tank excavation and had 8.31 mg/kg to 117 mg/kg TPH by method 418.1. No BTEX, GRO, or DRO analysis was done. There was not sampling of the product piping or the dispenser island located 15 feet to the east of the tanks. Need further assessment of the site and stockpile needs treatment or confirmation sampling to verify the it now meets site cleanup levels. Former Staff
4/21/1993 Leaking Underground Storage Tank Release Confirmed - Petroleum LUST Site created in CSP for source area ID 77947 Gasoline and diesel. 10 cubic yard contaminated soil stockpile of property at the 240 West 68th Avenue facility. There we no analytical samples collected from the stockpile, but it did show elevated field readings. Former Staff

8/5/2016 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with this site. In 1989, two underground storage tanks (USTs) were removed from the property known as Lake Otis Industrial Park Tract A (Plat#85-237). Soil samples collected from along the bottom of the excavation at approximately 10 feet below ground surface indicated low level total petroleum hydrocarbon (TPH) contamination up to 117 mg/Kg. Approximately 10 cubic yards of soil from the excavation were transported offsite. Regulations governing USTs and soil cleanup levels were not in effect at the time of UST removal. However, TPH covers a wide range of petroleum fractions, and the concentration of TPH remaining at this site is considered low. Based on the information provided to date, the fact that the tanks and contaminated soil were removed seventeen years ago, and that low concentrations of petroleum in soil attenuate over time, it has been determined that the any residual petroleum in the soil does not pose an unacceptable risk to human health or the environment and no further site characterization or cleanup are required unless new information becomes available that indicates residual contaminants may pose an unacceptable risk. This site’s status is therefore being changed to "cleanup complete". Lisa Griswold
