On October 23, 2008 a replacement monitoring well was installed MW-1R, and monitoring well MW-1 was decommissioned. The decommissioned monitoring well was installed to 23.25 feet below ground surface (bgs) but historically contained insufficient groundwater for sampling. Soil samples were collected during the installation of the replacement monitoring well, up to 4.1 mg/kg benzene (at 21 feet bgs), 9.1 mg/kg GRO, and 52 mg/kg DRO in the soil samples collected. These results are biased low because an air rotary rig was used to drill the monitoring well.
Perched groundwater was encountered at 19 feet bgs, with a clay layer at 20 to 21.5 feet bgs. The replacement monitoring well was screened from 25 to 40 feet bgs, and has static water at 30.55 feet bgs. This replacement monitoring well is sampling groundwater in the 2nd aquifer which the other site monitorings wells are sampling. |

Because of problems with last year’s purge/no-purge sampling the next groundwater sampling event they will sample both using no purge and purge help evaluate that the past no purge results were providing comparable data or they will switch to no purge for future sampling events. We discussed that the groundwater samples need to be collected as close as possible to the soil/water interface, with the pump intake within a foot of the soil/water interface at the time of the sampling. We discussed that since the correct depth as required in the sampling work plan was not sampled the results are considered biased low and won’t be used for site closure evaluation or trend analysis. Chevron directed their consultant to document the sampling depth in future sampling events and to collected the water samples from as close as possible to the soil/water interface within the top foot in the monitoring wells as specified in the sampling work plan. The consultant will provide more information in their site reports in accordance with DEC’s 9/23/2009 Site Characterization Work Plan and Reporting Guidance for Investigation of Contaminated Sites. |

As discussed with CRA and Chevron in the February 2014 meeting it is critical to have sampling data with good QA/QC to make decisions regarding monitoring frequency and possible site closure. We discussed that there were past problems with documenting the depth of sampling in the monitoring wells at this site and that the groundwater samples needs to be collected as close as possible to the soil/water interface, with the pump intake within a foot of the soil/water interface at the time of the sampling. In that meeting Chevron directed their consultant to document the sampling depth in future sampling events and to collected the water samples from as close as possible to the soil/water interface within the top foot in the monitoring wells as specified in the sampling work plan.
Because of problems with not collecting samples from the as close as possible to the soil/water interface as required (for the 4/30/2014 and 10/1/2014 sampling events the pump intake was up to 2.38 feet below the soil/water interface), the request for a reduction of sampling frequency to an annual basis is not approved. Once we have a monitoring event where the intake for the bladder pump is within 1 foot of the soil/water interface at the time of the sampling in each monitoring well and no other QA/QC problems DEC can review this site for reduction to annual basis for those monitoring wells.

DEC review of the 2015 Groundwater Monitoring and Sampling Work Plan for the Chevron Station 91252 site located at 11836 Old Glenn Highway. As discussed this morning and as discussed in previous meetings, it is critical to have sampling data with good QA/QC to make decisions regarding future monitoring frequency and possible site closure.
For next monitoring event DEC requests that all of the site monitoring wells (MW-1R, MW-2, MW-3, MW-4, MW-5, and MW-6) be sampled and analyzed for BTEX, GRO, and DRO. Based on the results of that sampling we can evaluate reductions in groundwater sampling at this site.

DEC reviewed 2020 groundwater sampling plan and provided the following comments: For all future monitoring events please make sure that the field notes document the measurement of the pump intake that is within the top foot of the water column at the time of the sampling unless the top of the well screened interval is deeper, then in that case from the top foot of that screened interval. For all future monitoring events any monitoring well where BTEX or HVOC sampling is proposed it needs to be the full VOC (method 8260) list, including naphthalene. The field QC samples are per day of sampling at a site. For all future monitoring events all reports be submitted within 60 days of the sampling and the groundwater monitoring figure include a diagram showing historic groundwater flow directions. For all future monitoring events if a monitoring well is low yield and purges dry then a sample will still need to be collected that monitoring event once the monitoring well has recharged to approximately 80% of its pre-purge volume. If it has not returned to 80% of its pre-purged volume during that sampling day DEC requests that you return to the site early the next day to attempt to collect the water sample.
