Problems/Comments

Diesel and gasoline petroleum contamination discovered during the 1996 removal of an 8,000 gallon unleaded gasoline underground storage tank (DEC Tank ID #2) and a 2,000 gallon diesel tank (DEC Tank ID #2) (Both of these tanks are referred to collectively as UST Site #1). A 1,000-gallon used oil tank (DEC Tank ID #3) (referred to as UST Site #2) was removed in October 1997. Diesel range organics and Residual range organics contamination in soil was above DEC cleanup levels. F.K.A. L55.227.

Then a work plan needed by 8/3/01. We also discussed the 10/4/96 Philip Environmental report, "Underground Storage Tank Closure and Site Assessment Report for Cal Worthington Ford Gasoline and Diesel Fuel USTs in Anchorage, Alaska" that indentified benzene soil and ground water contamination at gas/diesel tanks, the need of a release investigation to define the extent of the soil and groundwater (monitoring wells) contamination. The department sent a letter approving the report and requested continued quarterly ground water monitoring and surveying of monitoring wells to determine the direction of groundwater flow through triangulation. 11/8/2004 Conditional Closure Approved Fall 2004 report verifies a decreasing trend exists for benzene in groundwater (GW) at site #1 and soil is below cleanup levels. Site #2 has metals in soil above cleanup levels but they are consistent with levels that are naturally occurring in this area. Dissolved metals are below cleanup levels at site #2. The information provided to date indicates that soil contamination above 18 AAC 75.341 Method 2 (migration to GW) cleanup levels is still present and there are low levels of benzene detected in the GW above the 18 AAC 75.345 Table C cleanup levels. The benzene (in UST #1) and arsenic and chromium (in UST #2) remain in soil at levels above the established cleanup levels for this site. The arsenic and chromium concentrations are within background levels typically found in the Anchorage region according to the U.S. Geological Survey (1988). The GW data indicates benzene is stable or decreasing in concentration. ADEC recognizes that the source areas of contamination have been removed from the site but there is residual contamination remaining. The migration to GW pathway may be exceeded but the low level impacts to GW are expected to naturally attenuate over time. The shallow GW at this site has been impacted but isn't considered a drinking water source. The no further remedial action decision for this site is subject to the following conditions: 1. The GW shall be monitored on an annual basis from UST Site #1 for BTEX compounds. The sampling shall occur in the fall (e.g. September) and continue until 18 AAC 75.345 Table C cleanup levels are consistently achieved for all compounds. The sampling shall to be performed in accordance to the Final Release Investigation Workplan that was approved by ADEC on August 26, 2002. 2. The transport, treatment and/or disposal of soil and GW from the site requires prior ADEC approval in accordance with 18 AAC 78.600(h). 3. Any proposal to install a groundwater well at this site requires approval from DEC. Eric Henry

Removed groundwater monitoring requirement due to the amount of time since closure and that the contaminant concentrations in the groundwater in 2004 were barely above the Table C Groundwater cleanup levels.
