Problems/Comments

Gasoline/Diesel/Used Oil contamination found during facility upgrade in 1996. Up to 5,000 mg/kg GRO, non-detect benzene, 18.6 mg/kg toluene, 11.0 ethylbenzene, 1,320 mg/kg xylenes, and 272 mg/kg DRO was left at the piping/dispenser locations and up to 6,880 mg/kg DRO at the former used oil tank location at the site. Groundwater at about 13 feet below ground surface and generally flows to the south west. In 1997 four soil borings were sampled and a monitoring well (MW-1) was installed. In 1999 six soil borings were sampled and four monitoring wells (MW-A, MW-B, MW-C, and MW-D) were installed. In 2001 two soil borings were sampled and two monitoring wells (MW-E and MW-F) were installed. In 2008 seven soil borings were sampled at the site as part of a Phase II Assessment. In 2010 two additional monitoring wells (MW-2 and MW-3) were installed. On September 27, 2012 18 soil samples were collected from 5 soil borings to help assess the soil contamination concentrations at the site. Up to 17 mg/kg GRO, 1,200 mg/kg DRO, 5,900 mg/kg RRO, detected PAHs below 2016 cleanup levels, and 0.021 mg/kg benzene in the soil samples collected. Contamination above DRO soil cleanup level (250 mg/kg) at 8 feet (1,200 mg/kg) and 15 feet (620 mg/kg) below ground surface in soil boring SB-5 at the location of the former used oil tank system to the west of the service station building. On August 9, 2017 the nine site monitoring wells were decommissioned to prepare the site for closure.

Two soil boring are to be sampled in the waste oil tank area, one at WO-1 and one at WO-2. They each are to include a sample at 8 feet below ground surface in place of the 5 foot sample listed in the table (Section 5.1). 2. There needs to be a qualified person in the field. Specify who the qualified person will be in the field. 3. The soil/water interface needs to be sampled in each soil boring. This sample may be substituted for one of the sample depths listed in the table (Section 5.1) within two feet of the soil/water interface depth. 4. In any boring if a sample depth appears more contaminated by field reading/observations than the depth specified in the table in Section 5.1 then that interval will need to have an analytical sample collected at that depth. 3/22/2013 Update or Other Action DEC request that all sites where there has been no purge groundwater sampling conducted during the last year, that for the next sampling event that they do both no purge then purge sampling from each monitoring well, so we evaluate on a site specific basis whether no purge sampling has provided comparable data. The post purge well sampling for VOCs would need to be conducted via hydrasleeve, bladder pump, or in well pump. Non VOC sampling can be collected with a bailer or peristaltic pump (in addition to the VOC methods) if desired. The specific sampling methods will need to be documented in the report and included field notes. If there is not enough time to do this adjustment for the planned sample event of March 26-April 4, then DEC requests that it be done on the following event. In the case of this site there needs to at least one more monitoring event by both no-purge and purge methods. We are requesting that all site monitoring wells, including the ones that have not been sampled recently be sampled and analyzed for BTEX, GRO, DRO, RRO, and dissolved lead. On another note we need complete copies of the field notes for the March 12, 2013 Site Investigation report work. Robert Weimer

The groundwater samples were not collected from the top of the water column at the soil/water interface as required. Because of that the sample results can't be used for site closure decisions. The results are considered biased low and can't be used for site closure sampling because the sample interval for the purge sampling was not document in the report or field notes and the no-purge samples were collected from the bottom of the monitoring wells. DEC guidance requires that the groundwater samples be collected from the top of the water column at the soil/water interface. The RRO concentrations exceed groundwater cleanup levels. Robert Weimer

Long term monitoring might be required for well in vicinity of former waste oil UST. 3) (Corrective Action Complete) requires removal of DRO and RRO concentrations in soil (currently between DEC migration to groundwater and ingestion/inhalation cleanup levels) around the former waste oil UST at the northwest corner of the station building. They will submit a work plan for the 2016 groundwater monitoring that will include analysis for PAHs. DEC is requesting an annual groundwater monitoring event in monitoring wells MW1, MWB, MWD, and MWF for BTEX, GRO, DRO, RRO, and full PAHs. DEC requested rose diagrams showing historical groundwater flow directions be included in future site monitoring report maps. The monitoring wells were sampled by purged method with a submersible pump with the intake within the top of the water column, except for MW-F. They will submit a revised work plan for the September/October 2016 groundwater monitoring to include PAHs. Rose diagrams showing historical groundwater flow directions are to be included in future site monitoring report maps. They will document which monitoring wells are damaged or not accessible, so they can be repaired, decommissioned, or possibly replaced. DEC is requesting an annual groundwater monitoring event in monitoring wells MW1, MWB, MWD, and MWF for BTEX, GRO, DRO, and RRO. Also full PAHs in monitoring wells MW1 and MW2. Non-detect for DRO, RRO, GRO, BTEX, PAH, EDB, and 1,2-DCA in groundwater in the 5 monitoring wells sampled. The laboratory reporting limits for the samples exceeded detections in past monitoring events, EDB detection limits exceeded cleanup level, and PAH samples were analyzed outside of holding times by one day. The reporting limit exceeded cleanup levels with some PAHs. Groundwater flowed to the south and was 13.80 to 14.88 feet below ground surface. The monitoring wells were sampled with a bladder pump pump with the intake within the top of the water column after purging, except for MW-2. The sample depth was not documented for monitoring well MW-2. The consultant will provide a revised monitoring report with MDLs and the pump intake depth for MW-2. Robert Weimer
