Document, Report, or Work plan Review - other |
Remediation and groundwater monitoring report submitted. System restarted in May after the blower was repaired (off for one year). After startup system shutdowns occurred due to overheating of the blower. Benzene was detected in MW-4, MW-5, MW-3, and DP-3, with the highest levels in MW-5 (170 ppb). The increased benzene concentration was attributed to the unusually high groundwater level in September. |

Update or Other Action |
A decision was made in 2004 by Williams and Holiday to sample selected sites for lead scavengers. The purpose of this investigation is to determine whether or not lead scavenger compounds such as ethylene dibromide and ethylene dichloride are viable constituents of concern.
This site was (not) included for lead scavenging investigation based on risk ranking. Risk rank was determined by the presence of wells and potential receptors, known period of leaded gasoline sales at this site, the known presence/absence of Pb scavengers, and the general level of hydrocarbon concentrations. The first event for chosen high risk sites occurred in Spring 2004. (08 Sept) |

Institutional Control Record Established |
1. An institutional control will be recorded on the ADEC database that identifies the nature and extent of the contamination remaining on the site. In addition the attached “Notice of Environmental Cleanup and Residual Soil and Groundwater Contamination” will need to be recorded on the property deed. These will serve as notification to future owners/operators of the property of the environmental status of the site and any conditions that apply to future management of contamination.
2. ADEC shall be notified prior to off site transport of soil or groundwater in accordance with 18 AAC 78.274(b).
3. The aboveground components of the remediation system, the vapor extraction wells (VES-1, and VES-4 through VES-9), and the air sparge wells (AS-1 through AS-5) shall be decommissioned in accordance with accepted practices and a work plan approved by ADEC.
4. Groundwater monitoring shall be required in accordance with an ADEC approved monitoring plan. A groundwater monitoring plan will be submitted to ADEC for review and approval, prior to the next sampling event to occur next fall which should include monitoring wells MW-4 (BTEX), MW-5 (BTEX and DRO), MW-6 (BTEX and DRO), and DP-3 (BTEX and DRO).
5. Monitoring wells MW-1, MW-2, MW-3, and MW-7 shall be decommissioned in accordance with accepted practices.
6. Groundwater wells will not be installed on this property without prior approval from ADEC.
7. A deed notice (Notice of Environmental Contamination) shall be recorded in the State Recorder’s Office that identifies the nature and extent of contamination at the property and any conditions that the owners and operators are subject to in accordance with this decision document. A copy of the recorded notice shall be provided to ADEC within thirty (30) days of its recordation. |

Update or Other Action |
Receipt electronically of September 2008 Groundwater Monitoring report. Review included laboratory review checklist - DRO results should be considered estimated with a high bias due to associated method blank contamination. ADEC suggested to Holiday/S&W that this site looks like a candidate for long term monitoring complete. MW-4, MW-5, MW-6, DP-3 are the wells that remain in the monitoring program at this point in time. Four wells had been decommissioned following the CC with ICs decision. These wells all show stable or decreasing trends in concentration and are not offsite wells. |
