Problems/Comments

Fuel contamination of soil and groundwater found during owner site assessment in 11/1988. Possible sources are underground tanks and surface spills. Also spills of at least 100 gallons of waste oil, which at times has been found in drainage ditch on Fairbanks Street. Complaint 91-122 indicated that oil, batteries, and drums were dumped on property next to site before the Borealis Hotel was built. A soil vapor extraction/air sparging remedial system was installed in 1994, with subsequent declines in the groundwater contaminants. The contaminant plume had reached the University of Alaska Fairbanks (UAF) public wells, but has since reduced beneath cleanup levels to the north of Geist Rd and the UAF wells are no longer being used for drinking water.

SECOR concluded that during the third quarter of 2005, the SVE system removed 104.4 pounds of GRO and 165.2 pounds of total BTEX. It appears that the SVE system continues to remove petroleum hydrocarbons from soil beneath the site. They recommend that the SVE system operates through the fourth quarter of 2005. Deborah Williams

Ten groundwater monitoring wells and two municipal production wells were sampled during this event. During the third quarter, groundwater flow was towards the northwest at a gradient of approximately 0.0010 ft/ft. During this sampling event, PAHs were analyzed for the first time. Deborah Williams
1/26/2006 Document, Report, or Work plan Review - other ADEC reviewed the Fourth Quarterly 2005 Groundwater Monitoring Report. During this report, a COPC was conducted and groundwater from two wells with the highest contamination were analyzed for RCRA metals, DRO, PAHs, MtBE and a limited suite of VOCs. DRO was found at levels up to 8,500 ug/L in G-5 (GRO levels were 80,000 ug/L). EDB levels were found up to 2.3 ug/L, lead levels up to 20.9 ug/L, and MtBE up to <63 ug/L in G-5. PAHs were all below ADEC cleanup levels. Deborah Williams
2/2/2006 Document, Report, or Work plan Review - other Reviewed the Fourth Quarter 2005 Remediation Systems Status Report for the University Car Care. According to the report, during the 4th quarter of 2005, the SVE system removed 1,411 pounds of GRO and 457.7 pounds of total BTEX. SECOR states that the SVE system continues to remove petroleum hydrocarbons from soil beneath the site and recommends the SVE operate through the first quarter of 2006. Deborah Williams
6/13/2006 Update or Other Action ADEC received the First Quarter of 2006 Groundwater Monitoring Report for University Car Care site. BBL states in ther report that dissolved concentrations of GRO, DRO, BTEX are stable in G-1R, MW-301D, MW-301S, MW-302D, MW-302S, and are less that ADEC cleanup levels, with the exception of G-1R. Dissolved concentrations of GRO, DRO and BTEX have not been detected in well MW-211 since 2002. BBL recommends abandoning the following monitoring wells: MW-308D, MW-308S, MW-309D, MW-309S, MW-214, MW-208, MW-209, and MW-210. The remediation system is currently not on. The system will remain off this season and BBL will evaluate the current data and submit a plan to install additional monitoring wells and a new system that will better treat the remaining residual contamination. 9/28/2006 Update or Other Action ADEC received the 2nd Quarter 2006 Groundwater Monitoring Report. During the June 2006 event, GRO exceeded ADEC cleanup levels is tow of the ten wells; DRO exceeded in(G-5 and G-7); EDB exceeded in G-5; and benzene exceeded in six of the ten wells sampled. Lead has consistently been detected above ADEC cleanup levels in G-5. Two monitoring wells MW-306 and MW-307 were added to the sampling program in June 2006. The wells were sampled in July and were both non-detect for GRO and BTEX compounds. UAF water treatment plant influent sample results indicated that, all but benzene were non-detect. Benzene was detected at a concentration of 1.7 ug/L in April, 3.5 ug/L in May and 1.4 ug/L in June. The historical data (back to 1/02) show a decreasing trend in the benzene concentration of the influent well water. Deborah Williams
1/22/2007 Update or Other Action ADEC reviewed the BBL report entitled Additional Soil and Groundwater Delineation Report for the University Car Care LUST site. In September 2006, BBL installed soil borings and monitoring wells to delineate where the remaining contamination was located. The results of the investigation indicated soil contamination in the smear zone at 12 to 18 ft bgs downgradient of the former/current pump islands and the former/current USTs with elevated concentrations of GRO and BTEX. Soil samples collected from locations upgradient of the current pump islands and from the swale adjacent to the Post Office property did not contain concentrations of petroleum hydrocarbons exceeding applicable ADEC soil cleanup levels. 3/30/2007 Update or Other Action ADEC received the Fourth Quarter 2006 Groundwater Monitoring Report for the Universtiy Car Care site. According to the report, impacted groundwater is located onsite near the dispenser islands and UST pit (wells G-7 and G-8) and offsite in the vicinity of the well G-5. 6/5/2007 Update or Other Action ADEC received the First Quarter 2007 Groundwater Monitoring Report. The first quarter 2007 results indicate impacted groundwater is located onsite near the dispenser islands and UST pit (wells G-7 and G-8) and offsite in the vicinity of well G-5. Benzene was not detected at concentrations greater than ADEC cleanup levels in the UAF influent samples or well GW-1B. 1/16/2008 Update or Other Action DEC received the Third Quarter Groundwater Monitoring Report Former Chevron Facility 211081 (University Car Care Center) from ARCADIS. Results indicate impacted groundwater is located onsite near the dispenser islands and UST pit and offsite in the vicinity of GW-5. Benzene was not detected above cleanup levels in the UAF influent samples. ARCADIS recommends continuing the current sampling program and sampling of monitoring well G-5 with low flow sampling techniques to see if there are changes in DRO concentrations. Results indicate that groundwater near the dispenser islands and near G-5 (post office lot) continues to have contamination above ADEC cleanup levels. Geochemical parameters were measured. total alkalinity and sulfate concentrations in well G-4 are indicators of biodegradation within the hydrocarbon plume. 3/4/2010 Document, Report, or Work plan Review - other DEC received the Second Semi-Annual 2009Groundwater Monitoring Report and Geochemical Parameters Monitoring Results. GRO exceeded groundwater cleanup levels in wells G-3, G-4, G-5, G-7, and G-8 (highest concentration was in G-5 at 48ppm). DRO exceeded cleanup levels in G-5 at 3.1 ppm. Benzene exceeded cleanup levels in G-3, G-4 and G-7 ranging from 11ppb - 300 ppb (G-4). MDL for G-5 was above the cleanup level, therefore there were no detections. Ethylbenzene, toluene, and xylenes were above cleanup levels in one or both of wells G-4 and G-5. The geochemical data collected show a positive correlation between total alkalinity and increased petroluem hydrocarbon concentrations indicating that anaerobic conditions are present and some level of current or historical biodegradation is occurring. There is also evidence of sulfate consumption within the plume in areas of highest hydrocarbon concentrations. Tamara Cardona-Marek
3/12/2010 Meeting or Teleconference Held DEC met with Chevron and Arcadis to discuss 2010 actions. A request for no purge sampling will be submitted for 2010. Arcadis will continue semi annual groundwater monitoring. Arcadis will prepare for rebound study in mid to late 2010. 2/27/2014 Meeting or Teleconference Held DEC met with Chevron and their consultants for a project update and planning meeting. The remedial system has been decommissioned, with the exception of air sparge wells which will be decommissioned in 2014. Off-property wells that have not contained detectable contaminant concentrations for several sampling events will be decommissioned. DEC agreed that sampling frequency can be reduced from semi-annual to annual, and that the sampling UAF well influent and effluent sampling can also be reduced or eliminated, pending UAF approval. Off-property well G-5 was discussed as a major issue that could potentially prevent site closure in the future, however a decision was made to allow contaminants throughout the site to attenuate before further discussion of active remediation at this well. 2/24/2015 Meeting or Teleconference Held ADEC project manager met with Chevron and ARCADIS via teleconference. Plans for the site in 2015 include decommissioning inactive monitoring wells and continuing with annual monitoring. In addition, the potential for contaminants remaining in soil to be released during dynamic compaction of a construction site a few miles away was discussed and Chevron agreed to monitor downgradient wells between the existing plume and the UAF water supply wells to ensure that the tremors do not mobilize contamination. Treatment options were discussed for off-property well G-5 which still contains relatively high concentrations of diesel range organics. If active treatment is employed at this well in the future, Chevron states it will likely be new injection techniques such as Plume Stop. Robert Burgess

Monitoring well G-5 (to the east of the source area and across Fairbanks Street)exceeded cleanup levels for DRO and GRO, however, well MW-307 located further east of G-5 did not have detectable contaminant levels. No contaminants were detected above cleanup levels in up-gradient well G-1R to the south of the source area and down-gradient wells MW-301D and MW-304D to the North of Geist Road and on the University of Alaska Fairbanks (UAF) property. Objectives for the proposed work include assessing the effectiveness of an oxidative product to remediate dissolved hydrocarbons in-situ and decommission ten monitoring wells that are no longer required for groundwater contamination characterization. 4/8/2018 Site Characterization Workplan Approved Due to the location and depth of excavation work associated with signal upgrade activities along the Geist Rd and Fairbanks Street intersection, a Quality Assurance Project Plan was prepared by Nortech that outlines sampling and handling of soil to be excavated from the intersection as new signal poles and associated communication utilities are installed. All of the soil and drilling fluids will be hauled to OIT for thermal treatment and disposal. Five wells on the property and three wells off the property were sampled for diesel range organics (DRO), gasoline range organics (GRO), residual range organics (RRO), benzene, toluene, ethylbenzene and total xylene (BTEX). Two wells (MW-301D and MW-304D) north of the property did not exceed cleanup levels (CULs). Well G-5, located east of the source area and across Fairbanks Street, had CUL exceedances of GRO(23 mg/L), DRO(14 mg/L), which were the highest levels in any wells measured during this sampling event and BEX(not toluene). Benzene exceeded CULs in wells G-3, G-4, G-7, and G-8 ranging up to 1.7 mg/L in G-7.DRO, GRO ethylbenzene and xylene exceeded CULs in G-3. CUL exceedances in G-4 also included ethylbenzene and xylene and ethylbenzene in G-8. Annual groundwater monitoring is recommended for 2018. Shawn Tisdell
